Contesting scale: A space of the political in a post-disaster context

Disasters create spaces for the political to unfold. This paper contributes to the recurring debates on space and the political in geography by providing a novel empirical focus: following a fire in Lærdal, Norway in 2014, contesting discourses on how emergency services should be spatially organized revealed themselves. A scalar discourse of the local, situated in discourses on periphery and rurality in Norway, emerged to contest a neoliberal discourse promoted by the government. I illustrate the scalar discourse of the local through four identified narratives in Norwegian newspapers that emphasize different aspects of the local. This demonstrates how scalar categories are meshed with everyday vocabulary, and hence are important to study. Although a space of the political was realized following the fire, in the last part of the paper I reflect on why the scalar discourse of the local has not gained recognition as legitimate contestation, as reforms aiming to centralize and/or merge continue to be rolled out in Norway.     

Interrogating post-democratization: Reclaiming egalitarian political spaces

There is now an emerging body of thought on the dynamics of de-politicization, the ‘disappearance of the political’, the erosion of democracy and of the public sphere, and the contested emergence of a post-political or post-democratic socio-spatial configuration. I situate and explore this alleged ‘post-democratization’ in light of recent post-Althusserian political thought. I proceed in four steps. First, I discuss the contested configurations of this post-politicization and the processes of post-democratization. In a second part, I propose a series of theoretical and political arguments that help frame the evacuation of the properly political from the spaces of post-democratic policy negotiation. This diagnostic is related to a particular interpretation of the distinction between ‘the political’ and ‘polic(e)y/‘politics’. In a third part, I argue how emancipatory–democratic politics can be reclaimed around notions of equality, and freedom. In the concluding part, perspectives for re-vitalising the political possibilities of a spatialized emancipatory project are presented. The crux of the argument unfolds the tension between politics, which is always specific, particular, and ‘local’ on the one hand and the universal procedure of the democratic political that operates under the signifiers of equality and freedom on the other.     

Politics squeezed through a police state: Policing and vinculación in post-1968 Mexico City

Contemporary political geographers accommodate everyday practice in accounts of state power but arguably tend to retain a bias towards sites easily identified with the state. This bias complements a frequent conflation of policing and the state in recent scholarship on the post-political. This article challenges these assumptions by showing how rituals of anti-stateness may themselves paradoxically give to the senses a partitioned world of state domination and non-state resistance that delimits political possibility. I specifically examine activist participation in such policing through analysis of student-left commemorations of 1968 in Mexico City. My analysis of such activism also reveals tension in processes that consolidate a partitioned state/non-state world. I show that, through vinculación, some activists establish unaccounted-for solidarities that exceed the categories through which state power has in the past been exercised, reconfiguring relations between people whose place vis-à-vis the state would otherwise be predictable. I therefore reveal ongoing interplay between processes of politics and policing, not a “post-political condition” that would demand, as politics, the negation of any social-spatial order.
