This paper discusses the experiences of Christian Montserratian residents through the 1995-present eruptions of the Soufrière Hills Volcano, highlighting that while the earthly powers of the volcano are fundamentally nonhuman, they are known and understood in a diversity of ways by different actors – and they interfere in politics and the production of knowledge. Montserrat, as a UK Overseas Territory, is a non-sovereign territory with a strong Christian identity that has been enhanced by its geological experience. At the same time, the UK has used the eruption to hold greater legislative control over the island. A final group of stakeholders in the eruption is the volcanologists, mainly from the UK until 2010, whose terminology and knowledge-world has had significant impact on the island, but has also been significantly extended by it. The paper ultimately uses this example to suggest that while there are useful and important insights from the “ontological turn” (incorporating vitalism, materialism, speculative realism) in thinking about the “lively earth”, the enactment of volcanic risk management at the governmental level also constitutes a knowledge-practice that must be approached critically to avoid the pitfalls of modernist science and ensure meaningful political change.  相似文献

This paper seeks to understand the conditions of possibility of “sanctuary” – the claiming of a “sacred” space of (humanitarian) exception - in the midst of civil war. Sanctuary codifies an exceptional space where sovereign and pastoral registers of power converge into a form of “pastoral sovereignty” that can temporarily “interrupt” the law of violence of sovereign power. In civil war this can enable civilians to be saved and protected from killings and suffering. However, this pastoral sovereignty is precarious as it depends on the belligerents' good will and tacit authorization: this is what we call the predicament of pastoral sovereignty. Using the case study of Church sanctuary in Sri Lanka's civil war, this paper explores how this predicament of pastoral sovereignty comes into effect in moments of acute crisis. Throughout Sri Lanka's brutal civil war, Catholic priests provided “sanctuary” to Tamil civilians in the form of territorial sanctuary (Church compounds), bodily sanctuary (the priests' bodies providing protection), and numerous other humanitarian activities. Our ethnographic material illustrates the force and fragility of the Church's claims to pastoral sovereignty and its sanctuary practices and provides detailed accounts of numerous constellations. The paper thereby raises fundamental questions about the ontology of sovereignty and its operability in moments of humanitarian crisis.  相似文献

In recent years, bio-energy with carbon capture and storage (BECCS) has been awarded a key role in climate mitigation scenarios explored by integrated assessment models and referenced in reports by the Intergovernmental Panel on Climate Change. Because a majority of scenarios limiting global warming to 2 °C or 1,5 °C include vast deployment of BECCS, a critical discussion has emerged among experts about the moral implications of thus introducing an unproven technology into the policy realm.In this paper, we analyse this discussion as it has played out between 2013 and 2019, with a focus on how expert narratives are constructed in the mass media about the possibilities for decarbonisation within the current political-economic order. We find there are almost no narratives that support massive deployment of BECCS, and that all narratives presuppose limits to decarbonisation imposed by the current political-economic system. The perception of such limits lead some to argue, through deterministic and apolitical narratives, for the necessity of negative emissions technologies, while others argue instead that “degrowth” is the only solution. Thus, there is a distinct lack of positive narratives about how capitalism can bring about decarbonisation.  相似文献

Events such as Brexit and the Gilet Jaunes protests have highlighted the spatial nature of populism. In particular, there has been increasing political divergence between urban and rural areas, with rural areas apparently having lost faith in national governments. We investigate this divergence using data on over 125,000 EU citizens from the European Social Survey from 2008 to 2018. We show that people in rural areas have lower political trust than urban or peri-urban residents, with this difference clear for six different forms of political institutions, including politicians, political parties, and national parliaments. There has been divergence of political trust between urban and rural Europe since 2008, although this is primarily driven by Southern Europe. While these results can partly be explained by demographic differences between cities and the countryside, divergent economic experiences, differences in values, and perceptions that public services are less effective outside of urban areas, there is a residual ‘rural effect’ beyond this. We argue that the polarisation of urban-rural political trust has important implications for the functioning of European democracies.  相似文献

Going beyond a static conceptualization of the mining enclave, recent research increasingly scrutinizes the role of corporate social responsibility (CSR) schemes as a means of territorial entanglement. Several authors refer to the notion of the “corporate gift” to describe these control and coping strategies as well as the resulting power relations between companies and the population around the production facilities. In this article, we focus on electricity provision as an example for such a “gift”. Extensive field research in the Guinean mining areas of Siguiri, Kamsar, and Mambia showed that in all of these areas, the mining companies not only acted as “givers” of electricity, but also handed over the bill for this electricity provision to the state. Confronted with this curious fact of state-sponsored CSR, this article questions the foundations of the arguments around the notion of the corporate gift and comes to the conclusion that these three electrification projects were, at the same time, acts of “political sacrifice”. This concept points beyond the obvious conclusion that mining companies try to maximize their legitimization efforts in an increasingly competitive environment and underlines the role of the state in “company-community” relations and the maintenance of extractive enclaves.  相似文献

An increasingly consolidated anthropological scholarship has moved from a legal notion of sovereignty towards an analysis of its violent enactment. Yet, it has paid insufficient attention to the ways in which the idea of sovereignty forms and operates in localized political struggles. Taking seriously Bonilla’s (2017) call for the “unsettling” of sovereignty, this article scrutinizes how ideas of legitimate rule have formed around myths of violence in the capital of the Ethiopian Somali region. It uses ethnographic material to examine the politics of history around material constructions through which myths of violence are entangled with the city's landscape of memory. It reveals sovereignty in the process of formation, becoming culturally and materially grounded in the myths of violence of an emerging Somali nation within the ethnic federal Ethiopian state. This article argues that past claims to sovereignty continue to affect the politics of history, with profound consequences for ongoing nation-state building projects and the corresponding territorial imaginations. It thus highlights the inherently fragile nature of ideas of state sovereignty in the frontier metropolis. On this basis, it contributes to a geographically differentiated anthropology of sovereignty and to an understanding of its co-constitution through violence in the frontier and myths in the metropolis.  相似文献

The findings of psychiatrists working for the USAAF have long dominated scholarship on aerial combat stress during the Second World War, including explanations why the emotional casualty rate aboard American heavy bombers varied by crew position. Critical examination suggests that the answers put forward are unsatisfactory, opening the way for an alternate analytic approach. Comprehending the different forms and levels of sensory stress heavy bomber crews experienced during combat missions in combination with different degrees of individual agency yields a more nuanced and convincing way of comprehending why some jobs were more psychologically demanding than others, and hence why casualty rates varied.  相似文献

Understanding young mothers’ emic, or insiders’, spatial experiences is critical to realizing how their agency manifests in constructing and producing spaces, as opposed to common images of them as passive, vulnerable women living in deprived neighbourhoods. Set in the shrinking region of Parkstad Limburg in the Netherlands, this article draws on in-depth interviews and long-term participant observation in order to explore which modalities of agency emerge from young mothers’ spatial engagements with their neighbourhoods and homes. This article contributes to greater diversity and more agentic representations of young mothers than commonly perceived, and to a nuanced understanding of agency. The findings reveal that these women are continually navigating the social, physical and economic–political dimensions of space, from which four modalities of agency emerge: (1) ‘adhering to norms’, (2) ‘defining dreams’, (3) ‘challenging rules’ and (4) ‘considering options’. Contrary to understandings within a dominant independence-oriented discourse of agency as taking subversive action, this article shows that agency occurs in tacit, routine spatial practices, whilst navigating through individual circumstances and sociospatial structures and norms.  相似文献

There is little research on children’s experiences of growing up in a popular tourist destination, where place and space are contested with visitors, migrants and temporary residents. Existing literature on young people’s experiences of their socio-spatial surroundings has focused predominantly on the rural/urban dichotomy, often neglecting to explore how identity and belonging are negotiated in complex community contexts such as tourist destinations. This paper reports on recent research that suggests that young people’s experiences of growing up in such an environment are nuanced and diverse, with their rich narratives disrupting socially constructed distinctions between the rural and the urban, merging experiences from both worlds.  相似文献

ABSTRACT

In 2014, an interesting youth movement collective started small p political and big P Political action and resistance in Taiwan. Their protest was against the way a major trade agreement proposed between China and Taiwan was being non-democratically pushed through the Taiwanese legislature. In this article, we provide an analysis of the activities of the Sunflower Student Movement (SSM) as a means to record a relatively little-known youthful and youth-centric successful uprising. It serves to place the SSM, and other East Asian-based protests, on the map of young people’s political geographies, and explores the paradoxical political and spatial practices pursued by young Taiwanese. This case study makes visible the interconnectedness of big P/small p politics of everyday youth geographies within an Asian context.  相似文献
