The Death of Frank Wilson: Race,Crime, and Punishment in Post-Civil War Pennsylvania

In 1877, Frank Wilson, an African American man, was executed for murdering a white tramp in Harrisburg, Pennsylvania. This article examines the trial, punishment, and press reporting of the case in the evolving context of race and criminal justice in post-Civil War Pennsylvania. It presents three main findings. First, it documents evidence of racial discrimination and wildly disproportionate rates of African American arrest and imprisonment in Harrisburg and surrounding counties comparable to earlier research focused on the largest northern cities. Second, it shows that views on law enforcement were diverse within both white and black communities and shaped by the exigencies of local and national party politics. Third, it makes the case that African American experiences of law enforcement in northern states are better understood as part of a national criminal justice culture than in distinctively regional terms.     

Reassessment of the Silurian problematicum Rutgersella as another post-Ediacaran vendobiont

Rutgersella is a problematic fossil from the early Silurian (Llandovery) Shawangunk Formation of New Jersey, at first interpreted as a jellyfish comparable with Ediacaran fossils, such as Dickinsonia. Three proposed species of Rutgersella from the same locality are here regarded as growth or reproductive variants of a single species, R. truexi. Sedimentary structures, associated trace fossils and petrographic examination now show that they were sessile organisms of intertidal mudflats. These fossils have been dismissed as pyrite suns, but thin-sections show that they were weakly pyritized, organic structures, with a quilted hollow internal structure, similar to Seilacher’s constructional and taxonomic concept of Vendobionta. As for Cambrian Swartpuntia, and Devonian Protonympha, Rutgersella may be a post-Ediacaran vendobiont. The biological affinities of Rutgersella are problematic, but are compared with coenocytic green algae, cellular slime moulds, puffball-like fungal fruiting bodies and foliose lichens.

The meaning of place in the anthracite region of Northeastern Pennsylvania

The Anthracite Heritage Project was founded to uncover one of the most tragic incidents in US labour history, the Lattimer Massacre. Initially, this work complemented the existing commemorative practices found in the anthracite coal region of Northeastern Pennsylvania. The various communities tend to remember a coal heritage that includes the story of migration, labour and survival. Recently, a new immigrant population has entered the region, and they are facing many of the prejudices and xenophobic fears that the European immigrants faced several generations ago. The history of the Lattimer Massacre, as well as other archaeological work that focuses explicitly on issues of immigration, has enabled the Anthracite Heritage Project to use and expand heritage to confront the racist tendencies found in the established community. The use of bridging social capital is one strategy being used to help better integrate the new population in this economically depressed area of Northern Appalachia.     

Tools for identifying partisan gerrymandering with an application to congressional districting in Pennsylvania

In League of Women Voters v. Commonwealth of Pennsylvania (2018) the Pennsylvania Supreme Court struck down as a “severe and durable” partisan gerrymander the congressional map drawn by Republicans in 2011 and used in elections from 2012-2016. It did so entirely on state law grounds after a three-judge federal court had rejected issuing a preliminary injunction against the plan. After Pennsylvania failed to enact a lawful remedy plan of its own (due to total disagreement as to how to proceed between the newly elected Democratic governor and the still Republican-controlled legislature), the Court then ordered into place for the 2018 election a map of its own drawn for it by a court-appointed consultant. In a split court, the Court map was endorsed only by judges with Democratic affiliations. Here we compare the 2011 and 2018 congressional maps in terms of a variety of proposed metrics for detecting partisan gerrymandering. We also examine the remedy map proposed by a group of Republican legislators and that proposed by the Democratic governor. We conclude that the 2011 map was a blatant and undisguised pro-Republican gerrymander. Moreover, the remedy map proposed by Republican legislators was a covert pro-Republican gerrymander (what we refer to as a “stealth gerrymander”). The Democratic governor's proposed plan cannot be classified as a pro-Democratic gerrymander and indeed has, if anything, a slight pro-Republican tilt. The 2018 court-drawn remedial map, by all measures, was not a gerrymander.     

Foreign banks' attraction to the financial centre Frankfurt--an inverted 'U'-shaped relationship

This article traces the location of foreign banks in Germanyfrom 1949 to 2006. As suggested by New Economic Geography models,we find an inverted ‘U’-shaped concentration offoreign banks in Germany. Only after a competition between severalcities, Frankfurt has emerged as the pre-eminent financial centre,triggered by the ‘historical event’ of setting upthe German central bank in Frankfurt. After a strong increase,Frankfurt's share in the location of foreign banks in Germanydecreases slowly but significantly since the mid-1980s. We concludethat there will be a lesser role in Europe for second-tier financialcentres in the future.     

A project of doubtful utility: measuring legislative opposition to the Pennsylvania Canal

A spatial model of legislative roll call votes is used to examine the debate surrounding the decision to build a canal across Pennsylvania in 1826. The model reveals a sharp polarization between the English and German-speaking regions of the state, with marked splits over the establishment and funding of the Pennsylvania Canal and other fiscal issues. Representatives from the German-speaking regions consistently opposed all spending initiatives. This regional split, underappreciated by geographers and historians, provides evidence in support of a broader positioning of culture and ethnicity in the study of political behavior. The model itself provides a novel means of analyzing and assessing geographically based voting blocs.
