Public participation geographic information systems (PPGIS): challenges of implementation in Churchill,Manitoba

Public participation geographic information systems (PPGIS) increasingly are utilized in geographic research, yet researchers rarely are provided with guidance on how to implement PPGIS in an appropriate and effective manner. This article reports on the process of research that explores responses to current and future local tourism development offered by a sample of residents using a modified PPGIS approach called ‘community action geographic information system’ (CAGIS). The conceptual development of CAGIS is reported and the challenges encountered during its implementation in Churchill, Manitoba during 2005–2007 are reviewed. It is suggested that researchers wishing to conduct similar research should undertake thorough preliminary fieldwork to assess the likelihood of finding agreement on a common problem; acquiring adequate resources; establishing collective responsibility for the project's outcome; attaining stakeholder support; developing trust and meaningful relationships; and incorporating indigenous knowledge appropriately. Feedback of results to community members also should be an integral part of the research process. A number of feedback mechanisms are reported, including an interactive weblog, which helped facilitate communication between heterogeneous groups in Churchill. Although ambitions for a truly participatory GIS approach to this project have been set aside, it is held that PPGIS can yield positive outcomes for communities and academia. Sharing this research experience will be useful to others who venture into PPGIS research, especially in northern communities.     

Transforming cross‐cultural water research through trust,participation and place

Indigenous voices in government‐led natural resource management planning processes are often marginalised, misinterpreted, or excluded. Third parties, including government‐employed geographers, can act as knowledge brokers in defining Indigenous values and interests so they might be included in government planning processes. This paper reviews and assesses a research partnership that evolved to document the complex and diverse ecological and hydrological values held by Ngan'gi speakers about the Daly River and connected water places in the Northern Territory, Australia. The development of trust through the slow building of a relationship based on place‐based dialogue, a key aspect of participatory action research (PAR), created the foundation from which a mutually beneficial and respectful research partnership was able to, and continues to, evolve. Both research partners' perspectives are revealed here to articulate why the research partnership was deemed a success. Key lessons learned from the research partnership include the importance of trust, respect for place‐based learning, researcher and institutional flexibility, and awareness of the intricacies of relationship building and the benefits that research engagement can bring to Indigenous people and communities. We aim to further dialogue among geographers and interested disciplines as to the potential for PAR methods to foster mutually beneficial Indigenous–non‐Indigenous research partnerships.     

State building and European integration in Ukraine

ABSTRACT

The article analyzes the impact on statebuilding as an aspect of Ukraine’s integration with the EU. The Euromaidan had a profound, yet hardly recognized, effect on EU-Ukraine relations, particularly in terms of the EU’s subsequent support of domestic reforms in Ukraine. Following the Euromaidan, the EU supported Ukraine’s aspirations to enter “economic integration and political association” by concluding an Association Agreement – an agreement which exceeded the capacity of the Ukrainian state to implement it. To increase this capacity, the EU has supported reform of public administration and has provided far-reaching assistance on capacity building in the government. This article posits that since 2014 European integration has become tantamount with (re)building the state structures in Ukraine. Therefore, the significance of European integration for Ukraine goes beyond the implementation of the Association Agreement and extends to root-and-branch reform of Ukrainian state structures.
