Abstract

The observation of the magnetic effects of the aurora borealis by Olof Hiorter in the 1740s was hailed by Swedish scientists as one of the major discoveries in contemporary research. This article investigates the political and academic context of the discovery, focusing on the astronomical ideals promoted by Hiorter. He used the discovery in order to buttress the importance of his own scientific character – technically competent, hard-working and research-oriented. He contrasted this ideal with the character of an ordinary university professor who was described as more of a bureaucrat, interested in science only as long as it could boost his reputation, and not averse from stealing results of technically more competent underlings. Hiorter's opponents at the university decried his lack of theory and devalued the importance of technical skill. This conflict is discussed in the context of ideals concerning cultural, political and economic values of science and scientists.  相似文献

The main research question in this study is how ideas matter during different phases of a decision-making process. More specifically, the study examines whether principled and causal ideas influence foreign policy as roadmaps or as focal points, and if there is a difference across policy-making stages. The empirical basis for this article is an examination of whether former Swedish Prime Minister Olof Palme (1927–1986) primarily used his ideas as roadmaps for one of his foreign policy priorities during an early agenda-setting phase of the process, and ideas as focal points for one of his foreign policy priorities during a policy-making phase. The two cases studied are (1) Sweden's decision to say no to European Economic Community membership in the early 1970s and (2) Sweden's decision to say yes to support liberation movements in Africa in the late 1960s. The main conclusion is that Palme used his ideas as roadmaps during all phases of the decision-making process, and that ideas are necessary to guide and frame all types of issues during all stages of the decision-making process.  相似文献

The breadth of Sweden’s multicultural policy has left it as one of the few truly multiculturalist countries in the West. This exceptionalism is puzzling and has generated a lot of attention from scholars and the public alike. Using a policy process perspective, this article traces its process of adoption in the 1970s. It shows that the adoption of an official multicultural policy relied crucially on Olof Palme and his ideas in his role as an ‘activist gatekeeper.’ The article takes as illustration the country’s first State Cultural Policy passed in 1974.  相似文献
