This article discusses the role of non-governmental organizations (NGOs) as a cultural and political force in shaping the gendered and classed subjectivities of young women growing up in ‘red-light areas’ in Kolkata, India. It foregrounds the flexible deployment of NGO gender narratives by ‘subjects’ of NGO development to improve their everyday lives. Drawing on debates of NGOization, post-colonial urban Indian femininities and intersectionality, it demonstrates how several young women who grew up as ‘subjects’ of NGO development mobilize, reject and improvise contested NGO-inspired femininities for their everyday gain. At the same time, it illustrates how NGO gender narratives that are useful to some young women in their renegotiation of gender norms are deemed ineffective, if not obstructive, by other young women, particularly those whose lives remain entangled in multiple marginalities.  相似文献

Human rights-based approaches (HRBAs) can challenge the underlying structures and power relations that perpetuate poverty. They have thus emerged in the development field as a prominent instrument for addressing development issues. Access to clean water and sanitation are now internationally acknowledged as human rights, and have become a stand-alone Sustainable Development Goal of the international community’s commitment to international development. This paper analyses the potential use of HRBAs by local Non-Governmental Organisations (NGOs) working on sanitation issues in slums in Mumbai. It is argued that it is more productive for local NGOs to build (i) partnerships with duty-bearers (in this case the state and the Municipal Corporation of Greater Mumbai) and (ii) the capacity of rights-holders, in particular women, than to rely on litigation strategies to create momentum for change. HRBAs are more useful as a political tool for NGOs for establishing good working relationships with government agencies rather than as a legal instrument, which can be counter-productive to the poverty reduction objectives of NGOs.  相似文献

Tom Stoppard is a playwright most noted for his ferocious wordplay and playful approach to reality. In the 1970s and 1980s, his concern for like-minded prisoners of conscience in the Soviet bloc informed his activism on their behalf, utilising his public profile in an attempt to reposition their plight in the West. Stoppard’s activism was largely informed by his involvement with a number of non-governmental organisations (NGOs) working to publicise human rights violations in the Soviet Union, who provided him with the most up to date information on these abuses, and gave him access to dissidents. This article explores Stoppard’s activism on behalf of Soviet prisoners of conscience, highlighting the impact that these organisations had on his activism. Through an assessment of Stoppard’s efforts, it highlights the important role that NGOs and celebrity politics played during the cold war.  相似文献

The past three decades have seen the resurgence of China's civil society through the blossoming of NGOs that campaign for various marginalised interests, including environmental protection. Many studies have examined the co-evolution of the Internet and China's civil society. This paper examines the role of the Internet in strengthening grassroots environmental activism, taking into consideration the corporatised character of Chinese NGOs. Through a detailed ethnographic case study of a leading grassroots environmental group, the Global Village of Beijing (GVB), I argue that Internet technologies effectively empower resource-poor activists in their self-representation, information brokering, network building, public mobilisation and construction of discourse communities. The Net therefore contributes to the nascent formation of a green public sphere in China by fostering a discourse that counterbalances rapid economic development. Also discussed here are issues that hamper this process, including resource limitations, the fragmentation of online discourse communities, and the marginalisation and “caging” of environmental discourse.  相似文献

EUrope has created a space of human suffering within which military‐humanitarian measures seem urgently required if the mass drowning is to be halted. The framing of migration governance as humanitarian has become commonplace in spectacular border practices in the Mediterranean Sea. Nonetheless, maritime disasters continue to unfold. This article discusses three non‐governmental actors, part of an emerging “humanitarian fleet” that seeks to turn the sea into a less deadly space: the Migrant Offshore Aid Station, Médecins Sans Frontières, and Sea‐Watch. While the rescue of precarious lives and the alleviation of suffering are central concerns, they imagine their humanitarian practices, the subjects of their compassion, and EUrope's role in shaping borderzones in different ways, pointing to a wide humanitarian spectrum. Engaging with the different discursive frames created by the three “border humanitarians”, the article explores what possibilities exist for political dissent to emanate from within humanitarian reason.  相似文献

Continuous economic reform and social development have induced and forced the Chinese government to adjust its strategies towards non-profit development. Enhanced state capacities, emergent legitimacy of non-profit organisations, genuine demand for non-profit partners, public management modernisation and other factors have not only enriched the “control” mandate by introducing persuasive means, but have also driven the government to become a major empowering force for non-profit development. Advanced local governments in China take the lead in adopting mixed strategies of control and empowerment to forge a path of non-profit development in favour of non-profit organisations that are politically inactive and professionally capable. This paper shows the resilience of the regime by presenting examples of evolving governmental strategies of control and empowerment at the local and national levels. It argues that the Chinese government’s non-profit strategies are increasingly multidimensional and complicated, featuring changes in purpose, constraints, available means and government–non-profit relations.  相似文献

Abstract:  Much of the literature on nongovernmental organizations (NGOs) and development suggests that a top-down process is underway which leads to the dispersal of neoliberal ideals. Drawing on 2 years of ethnographic research in Rajasthan, India, this paper examines how a poverty alleviation project "fits" into competitive  and  co-operative socio-economic relations already operating on the ground. It argues that in contradiction to neoliberal notions of empowerment espoused by project policies, both NGOs and their constituents have an interest in establishing and maintaining patronage networks that stabilize relationships of dependency. The paper concludes that neoliberal development projects serve to enable patron–client relationships between NGOs and villagers, and enroll the state in the continuing provision of benefits beyond those planned by the project.  相似文献

Despite the legal ban on untouchability over four decades ago, caste discrimination and atrocities perpetrated against ‘untouchable’ women (or Dalits) continue to be a part of the social landscape in India. Based on a decade-long partnership between a Canadian NGO, a partner Dalit/Adivasi local organization and 75 partner villages in South Orissa, this article provides a localized snapshot of the contemporary nature of caste atrocities committed against Dalit women in the Mohana administrative block. It briefly elaborates on Dalit explanations for such assaults and suggests that when it comes to addressing gendered-caste victimization, there are limits to open democratic advocacy which need to be acknowledged by activists and critical scholarship engaged with the cultural politics of ‘voice’.  相似文献

The article discusses different conceptions of space and place in refugee studies, especially contributions from anthropology and geography. A main distinction is drawn between two understandings of space and place; an essentialist conception, stating a natural relationship between people and places and an alternative conception attempting to de-naturalize the relationship between people and places. The consequences of applying different conceptions of space and place for the development of refugee policies and representations of refugees and displaced persons are addressed. For many displaced persons, displacement is experienced as being physically present at one place, but at the same time having a feeling of belonging somewhere else. It is argued that though attempts to de-naturalize the relationship between people and places have been important for how the refugee experience is conceptualized, there has been too much focus on imagination accompanied by a neglect of the local perspective of migrants and displaced people. In the local perspective of forced migration, the present lives of displaced people are emphasized. Especially the attitudes from the host communities, the policy environment that displaced people are part of, and their livelihood opportunities are the focus of regard. 'Territoriality' and 'reterritorialization' of the relationship between people and places are discussed as tools to analyse the local perspective of forced migration in general and the strategies of internally displaced persons and their hosts in Sri Lanka in particular.  相似文献
