This paper considers how discretion, understood as both a capacity to make decisions and a form of influence that is often hidden, operates within the accommodation and support of asylum seekers. Combining critical discussions of discretion with accounts of a ‘local turn’ in migration policy, I argue that discretion plays a key role in shaping how policy is implemented and offers insight into the changing governance of asylum at national and local levels. Drawing on empirical material examining the development of the UK's asylum dispersal system, the paper extends accounts of discretion beyond ‘street-level’ to argue for a focus on how discretion reflects different claims to institutional authority. Addressing four accounts of discretion in dispersal, I argue that tracing discretion can offer insights into how ‘implementation gaps’ in asylum policy are negotiated and how tensions between national and local governments are contained. Tracing discretion in this way may advance critical interrogations of power relations in welfare bureaucracies and develop understandings of institutional agency and influence within liberal democracies. 相似文献

‘The Changing State of Gentrification’ (2001) by Jason Hackworth and the late Neil Smith is one of the most influential papers ever published in TESG. By introducing three waves, or periods, of practices and patterns of gentrification, it changed the way we think about gentrification. This Introduction to the Forum discusses the three waves introduced by Hackworth and Smith as well as fourth wave introduced by Lees et al. Finally, I will argue that during the global financial crisis we have entered fifth‐wave gentrification. Fifth‐wave gentrification is the urban materialisation of financialised or finance‐led capitalism. The state continues to play a leading role during the fifth wave, but is now supplemented – rather than displaced – by finance. It is characterised by the emergence of corporate landlords, highly leveraged housing, platform capitalism (e.g. Airbnb), transnational wealth elites using cities as a ‘safe deposit box’, and a further ‘naturalisation’ of state‐sponsored gentrification. 相似文献

There exists an influential and growing political‐economic literature on the treatment of land—urban and rural—as a financial asset. But this literature pays little attention to the role of the state, beyond its obvious significance in the formalization of tradable property rights. In particular, the issue of the state's own land, i.e. public land, has been afforded scant scrutiny. Has the state, like other actors, increasingly come to treat the land it owns as a form of financial asset? And if so, how, and with what implications? In many developing countries, a rhetorical commitment to decentralization often superficially manifests through the creation of new or smaller administrative units at the sub-national level. In democracies in particular, this raises the question of whether sub-national unit proliferation is intended for winning popular support in elections or addressing the concerns of local citizens. This paper analyzes the motivations for district creation by focusing on Ghana, which is oft-considered one of Africa's more committed countries to decentralization. At the same time, successive governments repeatedly have divided the country into more districts in an espoused effort to more effectively bring services closer to citizens. With an in-depth focus on the most recent increase from 170 to 216 districts between 2008 and 2012, this paper employs national and district census, socioeconomic, and electoral data to examine which districts were split and why. Instead of representing a source of patronage to swing voters or a divide-and-rule strategy in opposition strongholds, the study finds that the incumbent party at the time, the National Democratic Congress (NDC), used re-districting as a tactic of malapportionment and predominantly targeted non-competitive districts where gaining an additional legislative seat in subsequent elections was more likely. Evidence suggests that this pattern is not specific to the NDC and that previous district splitting under the New Patriotic Party (NPP) also focused disproportionately on that party's safe seats. Overall, the paper emphasizes the need for according greater consideration to underlying institutional aspects, particularly electoral rules and executive-legislative relations, when analyzing the motivations for territorial reforms. 相似文献

AbstractThis paper studies how the local governance reforms carried out between 1997–2014 shape state-society relations at Georgia’s local level. Drawing on Foucault’s concept of governmentality, I analyze how the reforms shape practices and actors at the local level. Research interviews with state officials at the national and subnational levels and citizens of the Georgian district Marneuli highlight both government rationalities and how people react to them. I argue that the reforms, which have been declared to promote participation and accountability, hardly contribute to bridging the huge gap between state and society, particularly with respect to the case of the Azeri minority in Marneuli. Thus far, the newly introduced formal actors at the local level, the municipalities, lack power. Societal action in absence of the state and interaction with the state via informal networks remains dominant. The study contributes to literature on state-building and transformation in Georgia by shedding light on the often-neglected local level and to the debate on external democracy promotion and policy transfer by empirically studying the effect of a policy transfer. 相似文献

In this article, we argue that the governance of gig work under conditions of financialised platform capitalism is characterised by a process that we call “dual value production”: the monetary value produced by the service provided is augmented by the use and speculative value of the data produced before, during, and after service provision. App-governed gig workers hence function as pivotal conduits in software systems that produce digital data as a particular asset class. We reflect on the production of data assets and the unequal distribution of opportunities for their valorisation, after which we survey a number of strategies seeking data-centric worker empowerment. These strategies, we argue, are crucial attempts to push back against platform capitalism’s domination, bankrolled by what we term “meta-platforms”. Ultimately, it is the massive wealth and synergetic capacities of meta-platforms that constitute the most formidable obstacle to worker power and social justice in increasingly data-driven societies. 相似文献
