Abstract

This article analyses factional and institutional tensions on late-nineteenth-century Tyneside, using disputes over maritime public health and the prevention of seaborne epidemics as its central case study. The Tyne had a complex institutional landscape in this era, much of it created in the middle decades of the century to meet the challenges of increasing trade, mobility and industrial growth. Institutions such as the Tyne Improvement Commission and the Tyne Port Sanitary Authority struggled to balance their specialist missions against the demands of the town councils and sectional economic interests that were represented on their boards. They also faced difficulties in managing the new professional officers who worked for them, most notably, for the purposes of this article, the physicians responsible for port health. Although highly successful in protecting its communities from epidemics, the Tyne PSA casts revealing light on the tensions of late Victorian public service, and the pronounced localism that permeated Tyneside throughout and beyond this era.  相似文献

Abstract

This article argues that during the years in which he was Archbishop of York, 1514 to 1530, Thomas Wolsey monopolised the patronage of the city of York's governing institution. Unlike previous patrons, Wolsey's status as both the prelate of the archdiocese and the most prominent Crown minister and favourite of Henry VIII, gave him an unprecedented position in the city's quest for securing royal favour. The mayor and commonalty of York were not only aware of Wolsey's pre-eminent standing, but sought to exploit their perceived special connection with him for the city's economic benefit. It was York's governors who initiated and strived to maintain a continual patron-client relationship with Wolsey. In doing so, they deviated from the typical pattern of clientage among sixteenth-century urban governments by forsaking multiple ties with other local and regional notables. Brokers formed the channel through which patronage and clientage were transmitted. These were both men associated with Wolsey through archidiocesan administration and resident locally, and men situated in Wolsey's London household at York Place. By examining patronage and clientage in the context of the city's most pressing issues, this article sheds light on urban-Crown relations in the early Henrician period under Wolsey's supremacy.  相似文献

Abstract

Plumpton, an ardent Lancastrian, received protection and patronage from the Percies and was loyal to them throughout his life. He enjoyed exceptional local power from 1438 to 1460 as steward of the Honour of Knaresborough. He served as a JP, an MP, sheriff, and steward of Northumberland's Spofforth and other estates in Yorkshire, as well as overseeing his own lands in four counties. Detailed study of the Knaresborough court rolls and Duchy of Lancaster records led to a re-examination of the dating and interpretation of his officeholding and career, particularly in the 1460s and 1470s. He did not regain the stewardship in 1460s, as was believed, but was re-instated in 1471; he was replaced within a few years, probably because of corruption. Principal officeholders at Knaresborough, 1438–1500, are listed, and further unpublished material includes cases which the litigious Plumpton initiated in King's Bench from 1461. His attitudes, often cheating and ruthless, to friends and family, are examined, and his career compared with those of other members of the gentry; Plumpton's status is examined, this being aided by the findings from a rare unpublished fifteenth-century subsidy roll.  相似文献

Abstract

'William Mabane and Huddersfield Politics, 1931–1947: "By Any Other Name a Liberal"'. This article seeks to explore the impact of the split in the Liberal party's ranks in 1931–32 through a detailed case study of the constituency of Huddersfield. It suggests that Liberals and Liberal Nationals offered viable alternative versions of the Liberal creed, even though there were few examples before 1945 of the two groups confronting one another. In Huddersfield the sitting M.P., William Mabane, despite defecting to the Liberal Nationals, was largely successful in blurring the distinction between the groups and in sustaining at least a thread of unity between them. In the post-war era this would assist the process of Liberal reunion in Huddersfield, in contrast to the experience of most of the rest of the country. This, in turn, enabled Huddersfield to survive as an outpost of Liberal strength at a time when the party faced the very real prospect of extinction as a national political force.  相似文献

Abstract

Since its emergence Greek archaeology has been run exclusively by the state for political and economic reasons. The relevant legislation has always granted the Archaeological Service enough power to establish it as one of the most authoritative services in the public sector. I argue that the conditions under which archaeology is practised in Greece are increasingly changing. Agents operating at an international, national and local level are challenging the exclusive rights of the state in archaeological heritage management and demanding their views on protection are acknowledged. An overview of recently undertaken initiatives and research projects, as reported in the press and on websites, demonstrates an increasing demand for a more inclusive and public approach to the management of archaeological heritage. I also argue that Greek archaeologists are aware of the potential value of a public engagement with the discipline, but for different reasons — such as conservatism, bureaucracy and lack of means — do not act on it to the extent that they should. Finally, the paper confronts Greek state archaeology as an exclusive system of archaeological heritage management, and puts forward the importance of the local rather than the global public (i.e. tourism — where the emphasis of archaeological management in Greece currently lies).  相似文献

Abstract

It is no longer possible to ignore the unprecedented levels of destruction resulting from development projects imposed by multinational corporations and governments. In this context, it is important to address the role archaeology and related professions, such as heritage management, play from the perspective both of the threat to physical heritage and our relationship with affected communities. This paper explores ways in which professionals can learn to work in a mutually accountable way with communities opposing destructive development, and together seek alternatives to development which threatens lives, livelihoods, culture, and environment. Case studies from the Boyne Valley and Tara in Ireland, Il?su dam in Turkey and the Oaxaca valley in Mexico, illustrate some of the issues. The implications of the growing privatization of professions, particularly for communities in the Third World whose poverty undermines their power to refuse even the most globally devastating developments, making it imperative that professionals look again at what we aim to accomplish and how much we are actually accomplishing it. As professionals we cannot afford to be ignorant of what communities want, need and are entitled to in order to develop and flourish. Archaeology and people's cultural roots are not separable from these questions.  相似文献

Insect remains from a mediaeval settlement in the town of Uppsala, S. Sweden, were analysed. Eighty-one insect taxa were identified from samples dating from the 12th to the 15th century. The insect assemblages are totally dominated by beetles. Only a few remains of butterflies, true flies and a bumble bee were found. The insects imply that the settlement was situated in open landscape. The settlement most likely consisted mainly of farm buildings throughout the studied period. Crops such as wheat, barley and cabbage were probably cultivated, particularly during the early settlement phases. Later, at the beginning of the 15th century, stock rearing seems to have dominated. The results suggest that the climate, during Mediaeval time in southern Sweden, was similar to the present or characterized by slightly higher summer temperatures. A number of currently very rare species were also recorded.  相似文献

Abstract

The demands and effects of warfare have not been one of the traditional concerns of historians of early modern English towns. This essay looks at the way in which the townsmen of York, Hull and Beverley responded to the demands of war. It explores the level of urban involvement in the king's wars, mainly but not exclusively against the Scots, and the way in which the pressure of war acted to transform relations within towns and relations between towns and their neighbours. In a period when towns were experiencing rapid economic, social and religious change, war provided one means of renegotiating power relations and allowed urban elites to expand their authority, through partnership with the Crown, vis-à-vis their fellow citizens and non-urban elites. The balance between profiting from war and being ruined by its demands was a fine one, however, exemplified by the experience of Hull in the 1540s.  相似文献

Abstract

This paper outlines the background, planning and execution of a programme of public education around the archaeological site of Banteay Kdei in Cambodia. This was aimed at interesting and involving local communities in the research carried out at the site, and providing opportunities for further engagement. The programme was conducted within the established Japanese model of gensetsu, organized educational visits to working archaeological sites. The paper discusses the practicalities of establishing gensetsu at Banteay Kdei, including bureaucratic and practical obstacles, and the rewards of working with local schools.  相似文献
