This paper studies the territorial effects of the LEADER approach in Southern Europe, by analysing the region of Andalusia (Spain). Our research has revealed that, in many cases, projects were concentrated in the most dynamic, most populated areas, with a well-established business network with the financial and organizational capacity required to access European funding. In these areas, the economic leadership of the most dynamic municipalities has been reinforced at the expense of more depressed areas with little social capital and few businesses. These programmes have not, therefore, helped to mitigate territorial imbalances. In a minority of rural areas, however, this trend was not observed, which shows that although territorial inequality is a widespread problem in the practice of neo-endogenous rural development, it does not affect all areas to the same degree.  相似文献

Research on the operation of territorial governance and rural development programmes is dominated by qualitative methodologies, paying little attention heretofore to the characteristics and structures of new horizontal and vertical relationship formations that are the explicit objective of the governance and rural development model. Seeking to address this deficit in the literature, this article adds to a small number of existing contributions that use social network analysis (SNA) to examine the role of inter‐organizational networks in shaping geographic functional regions in the context of governance. Rooted in the methodological perspective of SNA, the analysis focuses on relations between local actors participating in three area‐based rural partnerships in Poland, which are conceptualized as territorially embedded institutional network clusters. The structure of inter‐sectoral relations, understood as interactions (competition, conflict, coordination, cooperation, and control) and flows (information, financial, human, or tangible resources), between the institutional partners of these partnerships is examined. Analysing in detail attributes of network relations, the article identifies structural characteristics of the area‐based partnerships, such as manifestations of how diverse local resources are engaged and how dominance by traditional powerful stakeholders can be overcome by network structures. Structural dynamics and transformations that represent expressions and manifestations of how territorially embedded governance networks are expected to operate are important areas of inquiry in political geography. In this context, the particular empirical and theoretical capacity of SNA is illuminated in this article as part of a broader presentation of primary field data on how network governance and rural development is taking shape in Central and Eastern Europe.  相似文献

Abstract

Newspaper children's columns first appeared in the 1870s. However, they have been largely overlooked by academic studies of education, children's literature and the newspaper Press. This latter resource has provided rich veins of material for scholars looking for affirmation of contemporary events. The 'miscellaneous' contents of this source, and particularly that of the provincial weeklies, have been largely ignored. This study analyses the development of children's columns in two weekly newspapers, the Newcastle Weekly Chronicle and the Northern Weekly Leader. Both of these newspapers launched societies attached to their children's columns, the 'Dicky Bird Society', which ran until 1940 and the 'Golden Circle', which ceased in 1919. During their existence, these two societies enrolled nearly half a million members, who were then engaged in activities ranging from charitable collections to nature conservation work. Such numbers support the argument that children's columns were a vital element of the popular Press and were more than simply miscellaneous features. These features played a vital commercial role for their respective titles in their adversarial circulation battles by creating a community of readers at an early age.  相似文献

ABSTRACT

For many European rural areas, the rural development programmes based on the LEADER approach constitute the main policy for promoting tourism. Going a step further than a rural development programme, LEADER represents an ideal method for overcoming some of the challenges involved in rural tourism development, such as the integration of tourism supply through public-private organizations or the coordination of multi-level policies. Despite its potential, there are difficulties involved in putting this approach into practice. This article aims to provide in-depth understanding of the challenges faced by some managers responsible for developing tourism strategies through the LEADER approach. To do this, semi-structured in-depth interviews have been held with Local Action Groups managers from Castilla-La Mancha (Spain). The main findings reveal that the actions of regional governments lead to the limitation and strangulation of the principle of subsidiarity according with the LAG manager? opinion.  相似文献
