A noted political geographer presents an analysis of the August 2008 South Ossetian war. He analyzes the conflict from a critical geopolitical perspective sensitive to the importance of localized context and agency in world affairs and to the limitations of state-centric logics in capturing the connectivities, flows, and attachments that transcend state borders and characterize specific locations. The paper traces the historical antecedents to the August 2008 conflict and identifies major factors that led to it, including legacies of past violence, the Georgian president's aggressive style of leadership, and renewed Russian "great power" aspirations under Putin. The Kosovo case created normative precedents available for opportunistic localization. The author then focuses on the events of August 2008 and the competing storylines promoted by the Georgian and Russian governments. This article examines how state and non-state actors claim public authority in areas of contested sovereignty. It develops the concept of the frontier as a point of departure. As zonal spaces of weakly established or overlapping authority, frontiers have historically been sites of collaboration between state and non-state actors. Extending the concept to shed light on contemporary forms of state and non-state governing arrangements, I argue that frontiers can be can also be analysed across specific domains of public authority. I highlight three domains in particular: the symbolic domain, where the state is imagined as a collective actor; the contractual domain, which depends on the use of public services to establish a social contract; and the protective domain, the classic Hobbesian justification for the state as a provider of security. Applying the frontier framework to North Kosovo, I argue that Serbia has sustained a near monopoly over the symbolic and contractual domains in the contested region yet is severely constrained in the protective domain. As a result, Belgrade has relied on outsourcing authority to local illicit actors to maintain leverage. However, these actors have also carved out their own autonomous forms of authority and actively manipulate the ambiguous political boundaries in North Kosovo to their advantage.  相似文献

This contribution introduces an exercise in epistemic justice to the study of everyday nationalism in post‐conflict, transnational (local and international) encounters. It explores how everyday nationalism, in often unexpected and hidden ways, underpinned a cocreational, educational project involving several local (Albanian) and international (British based) university students and staff collaborating on the theme of post‐war memory and reconciliation in Kosovo. The set‐up resembled a microcosm of transnational social encounters in project collaborations in which the problem of nationalism, typically, is associated with one side only: here, the Kosovars. Guided by Goffman's (1982) social interactionist framework, the study employs selected participants' paraethnographic and auto‐ethnographic reflections of their project experiences and practices after the event in order to trace the everyday workings of mutual assumptions and constructions of a national self and other for all sides involved. In this, it explores how the project participants' asymmetric positioning within a wider, global context of unequal power relations shaped their vernacular epistemologies of belonging and identity. It thereby excavated what otherwise taken‐for‐granted criteria can become relevant in such local/international social encounters as reflected upon and how the enduring power imbalances underpinning these might best be redressed.  相似文献

Nationalism is arguably one of the most detrimental peace‐breaking factors in conflict‐affected societies. This article examines how ethno‐nationalist elites, subterranean movements, and ordinary people can become blockages to sustainable peace and reconciliation after violent conflict. It argues that peacebuilding and state‐building imposed from outside as conflict transformation approaches without acceptable peace settlement and resolute solution of the disputes among parties in conflict risk enabling the co‐optation of power‐sharing arrangements by ethno‐nationalist elites, contestation of peace and reconciliation by subterranean mono‐ethnic movements, and the occurrence of vernacular peace‐breaking acts. This negative mutation of nationalism not only harms peace, justice, and development but also undermines the rights and needs of distinct identity groups. Under these conditions, escaping the nationalism trap in conflict‐affected societies requires seeking political change through post‐ethnic politics and reconciliation through everyday pacifist acts undertaken by the affected communities themselves. The article draws on Kosovo to illustrate empirically the dynamics of peace‐breaking and practices of everyday nationalism. It seeks to bridge debates on nationalism and post‐conflict peacebuilding and offer alternative pathways for rethinking strategies of peace in divided societies.  相似文献

National ceremonies are often designated as a means of crafting or strengthening the ‘national identity’ of the participants, thanks to their potentially emotional effects. This article seeks to examine in greater detail the relationship between emotions, ‘national identity’ and performance. First, it presents evidence from the literature to demonstrate the crucial role played by emotions in the process of national identification, then highlights the conditions responsible for generating these. Second, it explores these issues by adopting an oral history approach in relation to the demonstrations organised by Albanian‐speaking migrants from Yugoslavia in Switzerland in the 1980s. This approach makes it possible to explore issues from the participants' own perspective. The marchers' narratives not only provide a taste of the demonstrations' excitement but also provide clues about the conditions that lead to the emotions they experienced. They are particularly insistent about locating the demonstrations within a much broader life picture.  相似文献

Since 1999, there has been much debate within the international community on what the future status of the autonomous province of Kosovo should be. However, there seems to have been little consideration as to why the Ottoman vilayet of Kosovo and the other majority Albanian-speaking areas (now parts of Montenegro, western Macedonia and north-western Greece) did not become either independent or part of an independent Albanian state, despite the legacy of these decisions. Focussing on British policy and perceptions, this article explores the role of the great powers in the delimitation of Albanian boundaries, particularly in two boundary commissions in 1913 and 1914: one determining the southern Albanian boundary with Greece and the other concerning the northern and north-eastern boundary with Serbia and Montenegro. The first part of the article considers the influences and interactions of two sets of factors in the boundary deliberations: the declared rationale of creating nation-states in south-eastern Europe based upon ethnographic criteria (linguistic boundaries) and the competing role of geopolitical interests in their decision-making, focussing particularly upon British interests. It illustrates that the decisions made to delimit the newly independent Albanian state primarily reflected the resulting great power conflicts and compensations, rather than the professed ethnographic rationale. The second part of the article explores some of the consequences of the decisions made to delimit Albanian boundaries, especially in ‘ethnic’ or national terms.  相似文献
