Between 2012 and 2019, Manus Island, Papua New Guinea, hosted Australia's offshore detention centre for asylum seekers and refugees, known as the Regional Processing Centre (RPC). This paper analyses some of the social impacts of the RPC on Lorengau town, the urban centre of Manus, through the analytical lens of the Manus idiom, as basket (Tok Pisin). Materially this refers to the everyday Manus basket whilst metaphorically, it refers to an individual's or community's social, cultural, political and economic base. First, I examine asylum seekers and refugees as a social category that emerged during this period when they were referred to as papu by locals. Papu is an honorific kinship term for grandfather or elder man; for men who are symbols for family identity, social belonging, and rights to land. Second, I examine the changing materiality of Lorengau's markets as indicative of wider societal transformations and dissonance brought about by the RPC. My ethnographic data are based on long term involvement in Manus, including three recent visits to Lorengau in 2017, 2018, and 2019 where I studied the social impacts and the changing social practices of Manus people in response to the RPC.  相似文献

Going beyond a static conceptualization of the mining enclave, recent research increasingly scrutinizes the role of corporate social responsibility (CSR) schemes as a means of territorial entanglement. Several authors refer to the notion of the “corporate gift” to describe these control and coping strategies as well as the resulting power relations between companies and the population around the production facilities. In this article, we focus on electricity provision as an example for such a “gift”. Extensive field research in the Guinean mining areas of Siguiri, Kamsar, and Mambia showed that in all of these areas, the mining companies not only acted as “givers” of electricity, but also handed over the bill for this electricity provision to the state. Confronted with this curious fact of state-sponsored CSR, this article questions the foundations of the arguments around the notion of the corporate gift and comes to the conclusion that these three electrification projects were, at the same time, acts of “political sacrifice”. This concept points beyond the obvious conclusion that mining companies try to maximize their legitimization efforts in an increasingly competitive environment and underlines the role of the state in “company-community” relations and the maintenance of extractive enclaves.  相似文献

In recent years, cultural anthropologists have made notable progress in understanding the bewildering variety of material exchange transactions found among the aboriginal populations of highland New Guinea. One of the major findings of this work is that competitive exchange behavior may bring in its wake alterations in agronomic practices involving an intensification of production. That intensification is primarily a product of social behavior, rather than an adaptation to climate change or population pressure, is a significant conclusion that should influence the thinking of archaeologists as they investigate past episodes of agronomic change, including the origins of agriculture.  相似文献

Avian egg-shell occurs fairly commonly on archaeological sites, particularly in alkaline deposits. It is rarely studied in detail. Egg-shell structure is described briefly below and features which may be of value for identification purposes are discussed. Egg-shells from 14 archaeological sites are tentatively identified as goose, domestic fowl, duck and guinea fowl. It seems likely that confident identification should ultimately be possible using a combination of features. This should yield information complementary to osteological evidence for the history of the utilization of birds and their eggs.  相似文献

An error dating from 1885 in mapping the upper Strickland River, Papua New Guinea, was reinforced and extended by government officer Charles Karius in 1929 when reporting results from a lengthy exploratory patrol. Detailed maps produced by the US Army and the Royal Australian Survey Corps in, respectively, 1942 and 1966 perpetuated these errors. It was not until 1979, with release of a series of 1:100,000 topographic maps, that long-standing errors were finally put to rest. Throughout these years, the contributions of well-informed people tended to be ignored in favour of the opinions of those whose status implied authority.  相似文献

Kinship systems cannot be analysed as straightforward translations of the ‘facts of nature’ when those facts are limited to the production of a child by a heterosexual couple. Based upon analyses of three New Guinea societies (Gimi, Daribi, and Iatmul), I suggest that kinship systems take account – often by denying – certain ‘facts’ of human reproduction when those facts are extended beyond coitus and parturition to include both the very long period of infantile dependence upon one significant caregiver (always the mother in the societies in question and nearly universally) and the subsequent requirement for the child to be extracted from a dyadic maternal universe. Separation from mother is as critical to the survival and development of the individual as is the original prolonged and intense attachment to her. The question, then, is not whether indigenous peoples accurately understand coitus and conception – they do – but rather the ways in which they manipulate that knowledge in rules and rites of kinship in order to manage the growth and development of a child long after parturition. Rules of kinship and social relations neither ignore nor exist apart from theories of procreation as many anthropologists now claim. Rather, it is precisely because theories of procreation indicate and idealise the flow of bodily substance during coitus and pregnancy that they serve as organisational premises for social relations. The fact that kinship is a symbolic construction does not mean that it is wholly ideological nor, like a language, free to vary in ways that are arbitrary and unconnected to the ‘facts of life’ as Westerners understand them. Even when interlocutors openly deny such understanding and knowledge, especially of the male role in coitus and conception, evidence to the contrary is abundantly provided in myth, ritual, and indigenous theories of procreation. What kinship systems often do show, however, is a strategic denial of the role of the mother who, upon deeper understanding of indigenous concepts of procreation, turns out to be a ‘sterile vessel’ or without substantial contribution to her child. I illustrate this premise by extending earlier analyses of Gimi kinship and reexamining certain materials on neighbouring Daribi provided by Roy Wagner and on Iatmul peoples of the Sepik River as originally described in Naven by Gregory Bateson eighty years ago.  相似文献

This paper offers a snapshot of the 2015 El Niño drought among Min people in Papua New Guinea's West Sepik and Western Provinces. Local assessments of food, water, and health show variation between locations, but with an overall tendency for the drought's effects to spread from lower to higher elevations as the drought progresses. This zone is in the hinterland of the Ok Tedi Mine, and the drought's regional impact was intensified by Ok Tedi's abrupt closure when low water in the Fly River stopped shipments of concentrate and cut off fuel and food supplies. The decision to close the mine was accompanied by the mandatory ‘repatriation’ of workers and their families to ‘home’ communities in the drought‐stricken hinterland. This, combined with deteriorating regional links, has eroded the capacity of Min communities to weather the drought, suggesting that we must look beyond the garden when calculating El Niño's costs.  相似文献

The treatment of asylum seekers at the Manus Island Regional Processing Centre in Papua New Guinea (PNG) has attracted much international attention, but there has been little analysis of its local and transnational impact. This article investigates the repercussions for the communities on Manus Island, on domestic affairs in PNG, and on the relationship between PNG and Australia. Overall, it concludes that the costs arising from the money, manipulation and misunderstanding generated by the centre seem likely to outweigh the purported benefits, particularly for Manusians and other ordinary Papua New Guineans.  相似文献

This paper is a study of the vision held at the beginning of the 1960s by Paul Hasluck, the minister for external territories, and his department of the path to decolonisation for Melanesia. Faced by the ongoing West New Guinea crisis, Hasluck and his officials proposed to keep the western part of New Guinea out of Indonesian hands by expanding Australia’s empire, step by step, to include most of Melanesia. This greater Melanesian empire would eventually be guided to self-government. The proposal stood in a long line of ideas by Pacific-minded Australians going back for 100 years for an expanded Australian empire in the southwest Pacific. Consequently the Menzies cabinet’s rejection of Hasluck’s proposal was not just an important step towards changing its policy towards WNG; it marked the end to a century of Australian dreams and designs of a greater formal empire in the southwest Pacific.  相似文献

In Papua New Guinea (PNG) more rural people, and especially rural women, earn cash from selling in marketplaces than from any other source. PNG's marketplaces are critical for food security, and for the redistribution of wealth. They are also important meeting places where people gather to see friends, hear the latest news, attend court cases, play cards and be entertained. This introduction to this special issue on ‘Marketplaces and Morality in Papua New Guinea’ reviews the history of PNG marketplaces and their contemporary forms. It charts their transformation from introduced colonial spaces into dynamic Melanesian places, which, as places to buy, sell and socialise, have become pervasive institutions in the lives of both urban and rural Papua New Guineans, and places where people interact with both known and unknown others. From this, marketplaces emerge as important spaces of moral evaluation and contestation in relation to what constitutes morally acceptable exchange and what practices are acceptable in these places. The paper demonstrates that exchange in the marketplace should not be reduced to commodity transactions, and questions assumptions about the types of people marketplaces create. It argues that the country's marketplaces are productive sites to consider ideas of exchange, social relations and social personhood, and that there is a critical need to understand the concrete details of what takes place in contemporary marketplaces.  相似文献
