放马滩秦地图林业交通史料研究

天水放马滩1号秦墓出土的年代为战国时期的木板地图,可以提供重要的历史文化信息,对于中国古代地图史、测量学史和地理学研究的进步各有重要意义,从中我们也可以发现反映生态环境面貌的内容。放马滩地图突出显示"材"及其"大"中"小"以及是否已"刊"等,都应理解为林业史料。有关秦人先祖"养育草木"的历史记忆,说明林业在秦早期经济形式中也曾经具有相当重要的地位。关于某种"材"运程若干"里",以及如何"道最"等与运输方式有关的信息,乃至"闭"的设置等,均体现林区交通开发的记录和导引的图示。     

Forestry policy in colonial and postcolonial Zimbabwe: continuity and change

Using the case of Mafungautsi Forest Reserve, this paper discusses continuities and changes in policy and practice at the communal and reserved forest interface in Zimbabwe. Colonial forestry policy in Zimbabwe has often been labelled as oppressive, as communal area citizens were not allowed to participate effectively in its formulation and implementation. Independence in 1980, it was thought, would usher in an era of greater participation within the forestry sector. However, the hope that local communities would have greater input in the forestry policies and management has largely remained unfulfilled. The state institutions responsible for managing forests have largely remained unsympathetic to the involvement of local communities in the management of forestry resources despite the pre-independence rhetoric. Alongside the co-management attempt to make local peasants citizens through their inclusion in decision-making has been the continuity of the colonial policy that treated local peasants who used resources as criminals destroying trees and forests. This paper examines how the fundamental policy perspective of forestry in Zimbabwe still perceives local peasant farmers to be unsustainable exploiters of forests. The local resource users have not remained passive recipients of the repressive forestry policies and practices based on science but have actively contested them since the 1950s.     

Lessons in possession: colonial resource geographies in practice on Vancouver Island, 1859–1865

This paper considers the establishment of a major sawmill at the head of the Alberni Canal on the west coast of the colony of Vancouver Island in the 1860s and the legacy of that enterprise in producing geographies of colonial possession. I argue that the institution of industrial forestry in the colony relied upon a conception of property rights that turned on the identification of civilized and savage space, holding that only particular kinds of labour and land improvement warranted claims of ownership. This ideology found official state sanction within the regimes of Western liberal law, was mapped onto the region around Alberni by a uniquely placed individual, and was eventually made durable through the practices of everyday life at settlement sites. In these ways, I show, colonial possession relied upon precedents within British imperial culture. However, I also argue that another geography of possession was put in place along the way. By eventually adopting a scheme wherein timberlands could be brought into production without being alienated by land speculators, the state enabled the actual practice of possession in crown territory that was previously claimed through general appeals to the British imperative to overturn its wild nature. Showing that the lessons learned at Alberni were re-applied in other parts of the region, I conclude by arguing that the historical geographies of industrial forestry reinforced crown possession of much of the Pacific Northwest. Ultimately, I claim that this story demonstrates the centrality of practice to possession, thereby highlighting an analytical space that might yield fruitful insights into the intensely situated and local nature of colonial territorial control.

‘Dominion over palm and pine’: the British Empire forestry conferences, 1920–1947

During the first half of the twentieth century British imperialists invested ardent hopes in the emergence of a self-sufficient, competitive Empire. World War 1 focused some of those aspirations on the progressive management of forest resources, and in 1920 the UK launched a series of British Empire Forestry Conferences in pursuit of that aim. An uneven, intermittent exchange attempted to address the complexities of imperfectly understood cultural, economic, environmental, political, scientific, social and technical change, the pressure of extra-imperial influences, and the independent trajectories of ambitious settler Dominions. The Depression and World War 2 also entered the dynamic, severely testing the foresters' achievements and their resolve. From today's perspective the main products are a small window on the antecedents of modern forestry and the nucleus of a promising archive for interdisciplinary teaching and research.     

The challenges facing forest interpretation

Abstract

The article examines the development of forestry interpretation programmes in Cumberland State Park, near Sydney, Australia. The programme seeks to conserve the environmental resources by raising community awareness of the issues. The aim is to empower the greater community to take responsibility for its own actions and its effect on the environment.     

Statistical analysis of a geography examination

The development of North Sea oil and gas resources is related to technological problems, cost and government involvement. Most activity has centred on Norway and Scotland; nevertheless, countries such as France and West Germany, with a lack of indigenous offshore resources, have broken into the offshore supplies market in other sectors.
