In the aftermath of several decades of neoliberalism in Eastern Europe, the social fabric of post-socialist societies is frayed. In this context, nationalist cultural policies and everyday displays of national belonging have emerged as key instruments of social solidarity. There has recently been a drive of state initiatives in Latvia in the field of cultural policy aimed at strengthening national identity. In this paper, we focus our attention on one particular cultural policy initiative, Latvian Films for Latvian Centenary. Drawing on qualitative interviews with 16 film directors who participated in the Centenary film programme, the paper explores how artists and cultural operators involved in this programme are mobilised as national(ist) subjects and how they see their work within such a framework. We argue that nationalist cultural policy can be successfully implemented because the artists, themselves formed as responsible political and moral subjects in the tradition of Latvian cultural nationalism, share a regard for culture and the arts as a resource for sustaining the political statehood and the national community. However, the artists also recognise the limitations of their work as a source of social cohesion and solidarity in a society that is ethnically divided.

A failed effort at “reform from above” or a dramatic reassertion of “people power”? Almost thirty-five years on, studies of the Revolutions of 1989 continue to be framed by these two polarities. However, this historiographical focus has meant that scholars have often overlooked the actual content and character of protest itself. This article argues that one way of reinjecting agency and ideas back into our historical understanding of 1989 is through examining the chronopolitics of revolution: that is to say, by addressing how the control and interpretation of time became a political battlefield, a site of contention and negotiation, between Communist regimes, on the one hand, and political activists and society, on the other. Investigating events in the German Democratic Republic and Czechoslovakia, the article contains two central claims: first, that an interrogation of the concept of “chronopolitics” can provide a new angle by which to grasp the revolutionary character of “1989” and the democratic transformations that resulted and, second, by way of inversion, that a study of the temporal experiences across 1989 and the early 1990s can in turn shed light on the analytical value of “chronopolitics” more generally.

The article explores the role of state-owned enterprises (SOEs) in the globalisation of China's infrastructure capital. Examining how accumulation strategies of Chinese SOEs are driven by a complex set of political and economic, state and private, interests, it foregrounds the inherently hybrid nature of China's state capitalism. We use Kenya's Standard Gauge Railway (SGR) as a case study to analyse how state infrastructure capital traverses borders, and the specific ways that contradictions of accumulation in China are relocated through the improvised hybridity of SOEs. In Kenya, China Road and Bridge Corporation, the main SGR contractor, shifted and adapted its strategies as the pursuit of economic productivity gave way to political priorities in China, simultaneously responding to changing socio-political circumstances in Kenya and across East Africa. Analysing these dynamics, we highlight the contingencies of, and limitations to, structural reorganisation of actually existing forms of state capitalism in China and beyond.

The archaeological record of prehistoric Cyprus is rich, diverse, well-published, and frequently enigmatic. Regarded by many as a bridge between western Asia and the Aegean, Cyprus and its past are frequently seen from scholarly perspectives prevalent in one of those two cultural areas. Its material culture, however, differs radically from that of either area. Apart from the early colonization episodes on the island (perhaps three during the pre-Neolithic and Neolithic), evidence of foreign contact remains limited until the Bronze Age (post-2500 B. C.). This study seeks to present the prehistory of Cyprus from an indigenous perspective, and to examine a series of archaeological problems that foreground Cyprus within its eastern Mediterranean context. The study begins with an overview of time, place, and the nature of fieldwork on the island, continues with a presentation and discussion of several significant issues in Cypriot prehistory (e.g., insularity, colonization, subsistence, regionalism, interaction, social complexity, economic diversity), and concludes with a brief discussion of prospects for the archaeology of Cyprus up to and beyond 2000.

After the Second World War, anti-communists of different backgrounds from Central and Eastern European countries decided to settle in Franco’s Spain, where they sought safety and a place to live during the Cold War. This article will provide an overview of their political profiles and assess the reasons these exiles chose Spain, a country excluded from the United Nations until 1955 and led by Francisco Franco. The article also shows how they settled in the dictatorship linked to the Nazis and Italian Fascists, and the ways in which they continued their struggles against Communism with public and private resources.

ABSTRACT

This article is adapted from the dissertation ‘Railway Architecture: The Great Northern Railway (Ireland) at Dundalk’, completed by Siobhan Osgood for the MPhil in Art History: Art + Ireland, where it was awarded a distinction. The study provides an historical analysis in the context of architectural development and broader railway culture in Ireland to provide an interpretation and understanding of the use of polychromatic yellow, red and black brickwork to create a visual identity for railway architecture. The use of accented colours to pick out key features is repeated across a series of buildings, thus creating a distinctive style of ‘brick-branding’. These are most prominent in the town of Dundalk, where the GNRI had its central engineering works at the halfway point on the Dublin to Belfast mainline and at the point where the Irish North line extended west and north. The buildings were each intricately designed by the GNRI's first chief engineer, William Hemingway Mills, a second-generation railway engineer who merged the roles of architect and engineer using an amalgamation of architectural designs from his earlier career in Derby, Scotland, Mexico and Spain. Mills thus created his own ‘Millsian’ style of industrial architectural design.

This article compares the interrelationships between gender, family structures and intra-family care arrangements during two markedly different periods of Albania's recent history. The first of these, the communist era, was dominated by the autocratic state-socialist regime of Enver Hoxha. In contrast, the post-communist period that followed was characterised by a kind of reactive free-for-all capitalism and high rates of both internal and international migration, the latter mostly to Greece and Italy. Families have been torn apart by this mass emigration, resulting in husbands separated from their wives and children, and older generations left behind by their migrant children. All this contrasts with family, residential and care arrangements during the communist period when not only were families generally living in close proximity, but also state welfare was available to support vulnerable and isolated individuals. Across these periods, however, the burden of care responsibilities fell almost wholly on women, despite the egalitarian ideology of the socialist era and the potentially modernising and empowering effects of post-socialist migration on the agency of women. The article provides a valuable lesson in historicising regimes of gender, family and care across dramatically contrasting social models.

The author traces the impact of Abramowski's ideas on the recent history of Poland. His concepts were not only popular in the Polish Socialist Party (PPS) and the syndicalist movement in the interwar period (1918–1939), but they also exerted a profound influence on the cooperative movement and democratic left-wing opposition in the 1970s and 1980s. The leaders of the Workers’ Defence Committee (KOR) were much influenced by Abramowski's ideas and, according to some researchers, the Solidarity movement from 1980 to 1981 in Poland was the culmination of his concepts. Today's anti-systemic movements in Poland (anarchists, syndicalists, alter-globalists) are also inspired by Abramowski. The author also draws attention to certain similarities between Abramowski's ideas, Kropotkin's idea, Gramsci's concept of civil society and the thought of the young Marx. The author also outlines Abramowski's social ideas in the context of ideas promoted by the main theoreticians of the Polish left in the late nineteenth and early twentieth centuries.
