European border externalization to “sending states” throughout Africa is a well-documented phenomenon. Less clear, however, is the role that African governments and implementing organizations play in border externalization, nor the precise mechanisms by which European borders are “mobilized” (Szary & Giraut, 2015) and projected into everyday spaces in “sending states”. Drawing on a case study of three different European border enforcement projects in The Gambia, I argue that a collaboration between the International Organization for Migration, the EU Emergency Trust Fund for Africa, and the Gambian government makes Gambians themselves agents of the European border. Drawing upon Szary and Giraut's notion of “borderities” (2015), I illustrate how the border is projected into The Gambia through an articulation of humanitarian borderwork with developmental approaches intended to solve the “root causes of migration” (Zaun & Nantermoz, 2021). Furthermore, I argue that the Gambian government is not passive in the process of border externalization, but actively involved in interpreting and rearticulating European policies and narratives about migration. Following Adamson and Tsourapas' (2020) reworking of the “migration state” concept, I demonstrate the Gambian government's active interests in bordering its own citizens: simultaneously encouraging emigration for the sake of national “development” while immobilizing young Gambians as part of a broader strategy to cooperate with European states. This research illustrates both the immense value of a “borderities” approach to studying contemporary migration management, and the close association between borderwork and nationhood in African post-colonial states.  相似文献

In the early 2000s, the Canary Islands emerged as the main gateway for unwanted sea migrants from Senegal into Spain. In this paper, I draw from a year of multi-sited ethnographic work to discuss the relationship between state actions to secure the border against these migrants, on the one hand; and smugglers and migrants' efforts to subvert those actions, on the other. My argument is that the relationship between the two is mutually constitutive: anti-immigration policy is a reaction to the actions of unwanted migrants, and unwanted migrants adapt to state efforts to seal the border against unwanted migration by finding and exploiting spaces of opportunity in the border. In the context of sea migration from Senegal to the Canary Islands, 2005 marks a major shift in this relationship. That year the European Union adopted a new framework for migration control (the Global Approach to Migration and Mobility), Frontex became operational, and Spain and Senegal deepened their cooperation to stop unwanted Europe-bound sea migration. This forced unwanted migrants to find creative ways to enter EU territory. I argue that combining the institutional and migrant perspectives allows us to explore the decentering of the state in the contemporary anti-immigration border regime, the emerging spatialities of the contemporary border, and understand the migrant's journey. This perspective also illuminates the messiness, violence, and multiplicity of interests involved in the bordering of Europe.  相似文献

This paper, based on research conducted with asylum seekers in three European Union (EU) member-states, examines the connections among various forms of violence against forced migrants in different state settings. Because violence that is produced within states is not uniform and often transcends borders, understanding how it varies across different geographical settings illustrates the complexity of the risks that migrants face. This paper presents a typology that examines interconnections between the production of various forms of violence and the complex spaces that constitute irregular migration into the EU to better understand these multifaceted factors and why we can anticipate certain forms of violence in a particular space. It also fosters future avenues of research as it provides a foundation for greater collaboration and advocacy to expose and rectify hierarchical imbalances of power and actors responsible for such violence.  相似文献

This paper aims to introduce a case study of Czechia in distribution of the EU funds and their spatial patterns. EU funds receive plenty attention from both European society and the scientific community. However, there is a lack of detailed evaluations of spatial and sectoral differentiation, which might bring a better understanding to the whole EU funds system. This paper attempts to fill this gap with a method of geographical differentiation analysis of the Czech operational programme Enterprise and Innovations 2007–15, which should increase the competitiveness of industry and develop services for commercial activities. Historically, subsidies often go to peripheral regions at the borderland with Slovakia and Poland, while regions along the borders with Germany and Austria receive only a low level of support. Jurisdictions of the major recipients from hi-tech sectors are mainly in the close vicinity of the largest cities (Praha, Brno), which are natural centres of high technologically demanding sectors, but a high share of high-tech subsidies goes to some peripheral districts as well. These findings can contribute not only to the academic discussion about contradictory developmental impacts of subsidies but to the all-European debate on the EU funds purposes as well.  相似文献

Climate change constitutes one of the most pressing political problems of our time and has profound implications for global justice. However, despite the recent progress of the international negotiations embodied in the Paris Agreement, most scientists and activists agree that the adopted measures are not adequate or ‘just’ considering the magnitude of the problem. Thus, there is a pressing need for political forerunners that could push the regime towards a more just handling of the problem. The European Union for most of the time has presented itself as a strong advocate for progressive climate action and has been called a climate vanguard or ‘green normative power’. This paper critically assesses the EU's role concerning climate change from a perspective of global political justice, which builds on a tripartite theoretical conception, consisting of ‘non-domination’, ‘impartiality’ and ‘mutual recognition’. It inquires to which conceptions of justice the EU's climate strategy and approach to the international negotiations have corresponded, how and why changes have come about, and whether the EU was able to influence the international regime. The paper finds that while the EU started out from a focus on political measures linked to impartiality, after the failed negotiations in Copenhagen in 2009 it has become more open towards policies and instruments in line with mutual recognition and non-domination. Thus, the emphasis moved away from top-down, legally binding measures, towards voluntary bottom-up procedures, a recognition of difference and diplomatic outreach activities. While this shift was necessary to reinstate the EU's influence and secure the Paris Agreement, it could hamper the quest for robust climate abatement measures and global climate justice.  相似文献

Abstract

Among several groups vulnerable to discrimination in 21st century Europe, Roma loom large because the poorer, traditionally-minded elements continue to resist integration and remain on the margins of society. Most of the people involved have become EU citizens as a result of recent accession by East Central European countries where marginalisation has been tolerated, with varying degrees of discrimination, ever since the 19th century abolition of feudalism. In the interest of a more inclusive society, Roma are now being encouraged to strive for living standards comparable with those enjoyed by the mainstream population. This paper concentrates on Romania, which has one of the largest Roma communities in Europe. We profile the situation with some reference to regional geographies and previous policy history. We examine the key concepts relevant to marginality, arguing for an element of self-exclusion, because while many Roma elements have been successfully assimilated over the years, a large residual element insists on preserving elements of ‘identity’, implying separation from the mainstream in terms of the modernising ethos and the rule of law. The main thrust of the paper rests with a comprehensive programme to improve the condition of the Roma community as a major element among a number of other factors which are working towards the same objective. We give particular attention to the education programme that is now making significant progress.  相似文献

An American geographer with extensive field and research experience in Southeast Europe examines the implications of "enlargement fatigue" for Southeast European states aspiring to EU accession. He argues that progress toward EU enlargement into Southeast Europe and further integration through the EU Constitution is no longer restricted to internal (intra-EU) dynamics of widening and deepening, but rather must be complemented by an "external dynamic" involving a coherent EU foreign policy. This "external dynamic" would focus on promoting peace and stability on EU borders and quelling the external factors contributing to popular dissent within EU against expansion and integration.
