We analyze the general equilibrium effects of an asymmetric decrease in transport costs, combining a large-scale spatial dynamic general equilibrium model for 267 European NUTS-2 regions with a detailed transport model at the level of individual road segments. As a case study, we consider the impact of the road infrastructure investments in Central and Eastern Europe of the European Cohesion Policy. Our analysis suggests that the decrease in transportation costs benefits the targeted regions via substantial increases in gross domestic product (GDP) and welfare compared to the baseline, and a small increase in population. The geographic information embedded in the transport model leads to relatively large predicted benefits in peripheral countries such as Greece and Finland, which hardly receive funds, but whose trade links cross Central and Eastern Europe, generating profit from the investments there. The richer, Western European nontargeted regions also enjoy a higher GDP after the investment in the East, but these effects are smaller. Thus, the policy reduces interregional disparities. There are rippled patterns in the predicted policy spillovers. In nontargeted countries, regions trading more intensely with regions where the investment is taking place on average benefit more compared to other regions within the same country, but also compared to neighboring regions across an international border. We uncover that regions importing goods from Central and Eastern Europe enjoy the largest spillovers. These regions become more competitive and expand exports, to the detriment of other regions in the same country.  相似文献

The article explores the role of state-owned enterprises (SOEs) in the globalisation of China's infrastructure capital. Examining how accumulation strategies of Chinese SOEs are driven by a complex set of political and economic, state and private, interests, it foregrounds the inherently hybrid nature of China's state capitalism. We use Kenya's Standard Gauge Railway (SGR) as a case study to analyse how state infrastructure capital traverses borders, and the specific ways that contradictions of accumulation in China are relocated through the improvised hybridity of SOEs. In Kenya, China Road and Bridge Corporation, the main SGR contractor, shifted and adapted its strategies as the pursuit of economic productivity gave way to political priorities in China, simultaneously responding to changing socio-political circumstances in Kenya and across East Africa. Analysing these dynamics, we highlight the contingencies of, and limitations to, structural reorganisation of actually existing forms of state capitalism in China and beyond.  相似文献

Much practically orientated environmental research is marked by a polarity between functionalist abstraction and ahistorical normative discourse. This paper seeks to bridge the divide between theoretical and empirical research through a case study of New York City's water supply. Current processes of socio-economic restructuring are leading to negative environmental consequences obscured by a failure to extend analysis beyond limited temporal, spatial or sectoral scales. Insights from regulationist theory show that a combination of fiscal, political and other developments are bringing about a wide-ranging reformulation of existing patterns of environmental regulation and service provision in the city. The power of the state is being radically diminished in relation to the power of capital and a plethora of different interest groups. A relatively simple centralized model of environmental regulation is being transformed into a complex decentralized pattern involving the emergence of new approaches to urban governance. Further research is needed on the contradictions between capitalist accumulation and environmental regulation at different spatial scales in order to link New York's changing role within the global economy to the declining political legitimacy and fiscal capability of the state to play an extensive role in environmental management.  相似文献

Regime theory provides a framework for exploring changes in development patterns and internal dynamics of growth coalitions. Academic debates on sport and urban development have focused on large American and European markets, where such venues are increasingly led by urban regimes that aim to leverage public goals through private investment. Based on a detailed qualitative analysis of four projects in three major Israeli cities, this work examines a different typology of sport venue development – ‘public regime’, which operates in a small market context. The Israeli public regime neither allows the private sector to assume central roles in the design, development and operation of venues nor does it stimulate real estate development anchored by the venue. The assumption that professional sports is not a viable business in small markets is used to justify the public monopoly that regards the venues as public amenities, legitimizing the lack of strategic and business plans, producing benefits for the local political elite but doing little to stabilize professional sport and secure economic returns for the public. The more affluent city of Tel Aviv demonstrates a breakout from a pure public regime, where public control is retained but more business-oriented considerations are incorporated.  相似文献

While scholars frequently frame conflicts over urban waste in terms of a politics of infrastructure, this article frames such conflicts in terms of a politics of organization. In 2008, self‐employed recyclers in and around Managua, Nicaragua blockaded local dumps in an effort to secure rights to scavenge for resellable material. Over the course of this “garbage crisis”, a material and semiotic entanglement of human labor organization with animal ecology became politically salient. At different points, recyclers were compared to ants (hormigas), vultures (zopilotes), and scorpions (alacranes). State officials, NGOs, and recyclers themselves used these animal metaphors to describe the organization of waste collection. Drawing on theories of value from political ecology and economic anthropology, as well as analysis of the deployment of these “organic” metaphors, we outline an “organizational politics” of urban waste.  相似文献

This article analyses processes of uneven urbanisation by looking at flood infrastructure. Combining the conceptual frameworks of uneven development with the political ecology of urbanisation, we use flood infrastructure as a methodological device to trace the processes through which unevenness occurs within, but also far beyond, the city of Jakarta, Indonesia. We do this to show how the development of flood infrastructure in Jakarta is shaped by the logic of capitalism through mutually implicated tendencies of socionatural differentiation and equalisation. These processes render waters, resources and labour as similar across places and times to produce different spaces for different populations, within and beyond city boundaries. This theorisation reveals how the urban inequalities (re)produced by flood infrastructure are intimately linked to inequalities (re)produced through the urbanisation of the non‐city.  相似文献

This article discusses transit infrastructure as a site of radical possibility and limitation in an age of participatory democracy across Latin America. I focus on multiple spaces of participation in Quito, Ecuador to elucidate how citizenship and infrastructure are co‐produced through gendered processes. I first analyse city space of Quito from a gendered and infrastructural lens to consider how urban environments are dictated by violence and insecurity. Then, against this backdrop, I explore the spatial strategies of the feminist bicycle collective, Carishina en Bici, which translates from Quechua to “bad housewives that cycle”. Here, I draw on the concept of “deep play” to reveal how public practices in Quito question the equitable impacts of local democratic experimentation. To examine Carishinas’ spatial practices, I focus on an urban alleycat race, the Carishina Race, to show how strategic practices of solidarity reinsert feminist possibilities in urban space.  相似文献

This article offers a critical account of Spanish high-speed rail (HSR) through the lens of the spatial fix. I designate the integration of Spanish HSR into a European-wide process of circulation of finance capital as the HSR-finance complex. The analysis of the inner workings of the HSR-finance complex reveals the way in which European finance has laid the conditions of possibility for the development of the project and offers a forewarning about the dangers of leveraging finance capital toward green infrastructure. The analysis of the Spanish HSR-finance complex shows that the particular form of capital circulation that has made it possible has not brought about new productive combinations but has instead deepened traditional relations of economic dependency and magnified their socioenvironmental consequences.  相似文献

There is a common perception that infrastructure megaprojects are difficult to implement, as they face many obstacles (cost overruns, political barriers and time delays). This was particularly the case in the UK where many projects were difficult to develop given a complex, centralized and turbulent financial context (e.g. the jubilee Line extension, the Eurostar project). Despite this complex British system, London is developing the Crossrail mega infrastructure project which is recognized to be on time and built within a planned budget. The paper aims to analyse the reasons for the development of this project in a turbulent political and financial British system. The main argument I defend is that Crossrail benefited from the constitution of a specific and localized growth coalition. Revisiting the notion developed by Logan and Molotch, I show how the aggregation of different interests (political and economic) has been essential in the concretization of this project. Actors motivated by the will to promote the growth of London and to sustain the growth of population and jobs have been at the forefront to defend Crossrail. These elements have put Crossrail on a route of success. The paper concludes by characterizing and analysing such a success.  相似文献

ABSTRACT

This article highlights the importance of various (im)mobilities that were induced by the massive 7.8-magnitude earthquake that struck Nepal on 25 April 2015. It analyzes over 120 news articles published in the immediate aftermath of the earthquake, arranging these into a mobility-centric narrative that highlights the politics of movement in the disaster’s wake. Drawing on the theoretical and methodological “mobilities turn”, I introduce the concept of linked (im)mobilities to demonstrate the complex dialectics structuring (im)mobilities after the disaster. More specifically, Nepal’s post-earthquake (im)mobilities intersected with one another and with a variety of geographic and political factors to produce a mutually constitutive web of contingent movements. Attending to these not only underscores the centrality of (im)mobilities themselves. By raising questions of scale, inequality, bordering, and “islanding”, the approach advanced here widens our analytical frame. It offers a conceptual architecture capable of encompassing more factors (beyond mobility), thereby facilitating a broader understanding of the disaster event and its various outcomes.  相似文献
