Policy-makers and urban planners struggle to find the right formula to implement urban regeneration processes based on cultural assets, often focusing on the desired outcomes, but rarely questioning how the policy process can shape them. This paper examines different governance models for the implementation and organization of cultural districts, and evaluates how they can affect their actual realization by investigating three cases in Copenhagen, Denmark. The deindustrialization of Copenhagen left many of the city’s harbour areas disused and in turn provided the opportunity to develop three new cultural districts in the city centre. The paper contributes to the literature on cultural districts by matching specificities and contingencies attached to a particular urban area with the governance model adopted for its development. The paper claims that temporal experimentation has to be included in cultural planning and a mix of bottom-up and top-down approaches is more desirable than both a totally unregulated initiative and a real estate-driven development and a totally unregulated initiative, as it ensures that initiatives remain financially viable and that the creative workers and companies retain a certain control of the area development, and in turn counteracts gentrification.  相似文献

In 1921 a secondary grave was excavated in a Bronze Age burial‐mound on the island of Amager in the strait of Øresund between Denmark and Sweden. Recently the material was examined in detail and the result is presented here. This grave proved to be one of the few Late Iron Age boat‐graves in South Scandinavia. The boat, only preserved through a pattern of clench‐nails, was 10–12 m long. It contained traces of grave‐goods: sword, spear, riding‐gear, bucket and chest, but no trace of a body survived. This article explores when and why charity vanished from public relief in Copenhagen and thereby differentiates itself from the traditional research field on welfare that focuses on studying the growth of taxation and social spending in the 19th century. This article reveals that charity was not solely a transfer of financial resources, but that charitable donations also entailed a cultural symbolism, which implied that charity was meant to support the local worthy poor. When the function of public relief underwent a transformation, especially at the beginning of the 19th century, the cultural symbolism of charity became incompatible with public relief. After the 1830s, the inhabitants of Copenhagen ceased to donate to public relief and instead donated charity to private philanthropy, which usually targeted the worthy poor for its help.  相似文献

A team of Central Europe-based political geographers examines Turkey's bid for European Union (EU) membership, one of the most controversial issues confronting that country's and EU politics. The authors analyze Eurobarometer public opinion survey data on EU enlargement (and particularly Turkey's EU membership) across the 27 polities of the enlarged EU as well as in Turkey itself. The analysis of the data points to clear regional differences in support for Turkey's EU membership. Moreover, the authors' statistical analysis indicates two major components around which public perceptions of Turkey's EU membership coalesce. The first, identified as a "thick" component, based on the idea that EUrope embodies a specific cultural identity, opposes Turkish membership, whereas a second "thin" component, comprised of institutional-procedural norms, leaves the door open to Turkey. They argue that it is at the complex intersection of these two opposing views that Turkey's bid for EU membership should be located and eventually decided.  相似文献

This article analyses the development of municipal immigrant policies in Denmark in the 1970s through a case study of two municipalities, Copenhagen and Ishøj. The two municipalities encountered immigration in the earliest phase of Danish integration policy. In this period, national policies were limited and immigrants’ integration was primarily a municipal responsibility. As a result, the two municipalities had the opportunity and obligation to develop their own local solutions to the problems caused by migration during this period. The cases illustrate two trajectories in municipal policy-making. Copenhagen followed the national tendency to include guest workers and immigrants in the existing administrative body of the municipality and the welfare system, whereas Ishøj chose a different path with a coherent municipal immigrant policy. Through this case study of city-level policy-making in Denmark, this article contributes to research on municipal policy-making as well as research on the development of immigrant and integration policy.  相似文献

Like so many European cities that developed city planning to handle urbanization and industrialization in the late 1800s and early 1900s, the municipality of Copenhagen (Denmark) discussed, planned, and erected new neighbourhoods for the growing working-class population on the city outskirts. In doing so, the politicians and professionals expressed different visions of the working class and its territories, thus creating a symbolic space of representations alongside the physical spaces of the actual neighbourhoods. Taking the north-west neighbourhood of Copenhagen as a case, I investigate the socio-historical construction of this neighbourhood from the early 1900s to 1950. Drawing on a selection of state policies and municipal plans and debates, as well as on public debates among the professionals who took part in building the new neighbourhood, I analyse the symbolic struggles involved in the construction of the neighbourhood and the population that was meant to live there.  相似文献
