AbstractMaps and mapping are fundamental to archaeology. Archaeologists sometimes fail to recognize that the maps we use and create are fraught, like material culture, with interpretive complexities. These complexities arise from the fact that maps are created with social meaning dependent on the context in which the map was created and used. Here, we relate our experience with maps and mapmaking at the pithouse settlement of Sxwóxwiymelh, in southwestern British Columbia. We review the mapping history of the site, highlighting the contexts in which the maps were constructed and how they influenced subsequent interpretations of the site. We describe our deconstruction of these earlier maps and how we combined them to create a more accurate and detailed map that presented a rendition of the site as it was prior to significant modern development. This process of map deconstruction and construction allowed us to see several previously unknown details about the ancient settlement (e.g., house form, relative house size, and feature spacing) of Sxwóxwiymelh. In general, this process provides conceptual and practical lessons for incorporating previously collected map data into archaeological research. 相似文献

In November 2002, a man with ‘atypical pneumonia’ treated in Foshan hospital, Guangdong Province, in the People's Republic of China, was the first known case of Severe Acute Respiratory Syndrome (SARS). However, it was not until April 2003 that the Chinese government admitted to the full scale of ‘atypical pneumonia’ cases infected with SARS, two months after the disease had rapidly spread across the world with initial infections in Hong Kong and Vietnam sourced to Guangdong. In 2008, Zimbabwe experienced one of the biggest outbreaks of cholera ever recorded. By February 2009, the disease had spread across all of Zimbabwe's 10 provinces and to neighbouring countries—Botswana, South Africa, Zambia and Mozambique—causing thousands of infections amongst their populations. This article seeks to examine what duties the Chinese and Zimbabwe states had to protect their citizens and the international community from these outbreaks. The article refers to the findings of the International Law Commission's study into the role of states and international organisations in protecting persons in the event of a disaster to consider whether there is an international duty to protect persons from epidemics. The article concludes that both cases reveal a growing concept of protection that entails an international duty to assist individuals when an affected state proves unwilling or unable to assist its own population in the event of a disease outbreak. 相似文献

This paper refocuses attention on what has been seen as one of the most important limbs of the Nuremberg Charter – the crime against peace, or aggressive war. It looks at the legal and political dimensions that motivated such a characterisation by figures behind the debate, and the various, at times uncertain steps, in bringing forth the designation based on breaches of the Kellogg–Briand Pact within the milieu of other traditional offences. Particular attention is given to the philosophical underpinnings of the crime against peace regarding individual German guilt, notably members of the Nazi leadership, with an examination of influences that proved critical in creating a punishable crime at international law. This paper argues that, despite being of continuing interest to civic groups, such an offence continues to trouble legislators and lawyers, rooted as it is in the focus on war as itself criminal. 相似文献

Russia has tried to use economic incentives and shared historical and cultural legacies to entice post-Soviet states to join its regional integration efforts. The Ukraine crisis exposed the weaknesses of this strategy, forcing Russia to fall back on coercive means to keep Kiev from moving closer to the West. Having realized the limits of its economic and soft power, will Russia now try to coerce post-Soviet states back into its sphere of influence? Fears of such an outcome overestimate Russia’s ability to use coercion and underestimate post-Soviet states capacity to resist. Rather than emerging as a regional bully, Russia is trying to push Eurasian integration forward by becoming a regional security provider. The article relates these efforts to the larger literature on regional integration and security hierarchies – bridging the two bodies of theory by arguing that regional leaders can use the provision of security to promote economic integration. Despite initial signs of success, we believe that the new strategy will ultimately fail. Eurasian integration will continue to stagnate as long as Russia’s economic and soft power remain weak because Russia will be unable to address the economic and social problems that are at the root of the region’s security problems. 相似文献

Despite rising numbers of unaccompanied child migrants in the Americas, very limited research directly engages with youth as they journey north to seek protection in the United States. In this article, we examine young Central American migrant experiences of bordering, focusing on policing and shelter management. Part of a wider binational, interdisciplinary, and multi-scalar research project along the Mexico-U.S. border, which began on the heels of Programa Frontera Sur, we draw on interviews and a participatory workshop with migrant youth, and complementary interviews with migration officials and shelter workers. Through the uniquely insightful accounts of children themselves, we show how care work in shelters and direct control via policing emerge as powerful and connected techniques of bordering. In these spaces of connected securitization and humanitarian management, children negotiate highly violent, emotional, and extra-legal interactions with officials. These include extortion, apprehension, aggression, confinement and deception, but also disciplinary forms of care and protection. Our findings deepen and complicate extant work on the humanitarian care/control nexus via our focus on, and direct research with, youth from Central America in Mexico. Their narratives make clear that state policies such as Programa Frontera Sur expand the geographies of bordering and bring practices of migrant care and control into deeper relation. This bordering blocks children's access to legal protections like asylum; leaves them more exposed to exploitation and rights abuses; and encourages greater risk-taking in migration journeys. 相似文献

A failed effort at “reform from above” or a dramatic reassertion of “people power”? Almost thirty-five years on, studies of the Revolutions of 1989 continue to be framed by these two polarities. However, this historiographical focus has meant that scholars have often overlooked the actual content and character of protest itself. This article argues that one way of reinjecting agency and ideas back into our historical understanding of 1989 is through examining the chronopolitics of revolution: that is to say, by addressing how the control and interpretation of time became a political battlefield, a site of contention and negotiation, between Communist regimes, on the one hand, and political activists and society, on the other. Investigating events in the German Democratic Republic and Czechoslovakia, the article contains two central claims: first, that an interrogation of the concept of “chronopolitics” can provide a new angle by which to grasp the revolutionary character of “1989” and the democratic transformations that resulted and, second, by way of inversion, that a study of the temporal experiences across 1989 and the early 1990s can in turn shed light on the analytical value of “chronopolitics” more generally. 相似文献

AbstractHistorically, international conflict resolution theorists have largely adopted the position that organized religion is an instigator of violence. As a result, these theories have tended to exclude religion as a force for peacebuilding. Recently, however, scholars have suggested that religion can contribute constructively to a theory of conflict resolution. Their general thesis is that, if religion played a significant part in people's lives, and if religion played a part in fuelling the conflict, then when resolving the conflict, religion must be at least taken into account. An example of a conflict resolution process in which religion, specifically Christianity, played a central role was South Africa's Truth and Reconciliation Commission (TRC). In dialogue with leading critics of the TRC process, particularly Richard Wilson, this article examines the ambiguous role that Christianity played in influencing concepts of justice in the TRC. 相似文献
