As elsewhere in affluent, western nations, the direction, complexity and pace of rural change in Australia can be conceptualised as a multifunctional transition in which a variable mix of consumption and protection values has emerged, contesting the former dominance of production values, and leading to greater complexity and heterogeneity in rural occupance at all scales. This transition has been explored in accessible, high-amenity landscapes driven by enhanced consumption values. Less attention has been directed to remote, marginal lands where a flimsy mode of productivist occupance can, in part, be displaced by alternative modes with the transitions being facilitated by low transfer costs. Such is the case in Australia's northern tropical savannas where an extensive mode of pastoral occupance is selectively displaced by alternative consumption, protection and Indigenous values. This transition towards multifunctional occupance is most readily documented by mapping changes in land tenure and ownership over the last three decades. Tenure changes have been accompanied by new regimes of property rights and land ownership, including: native titles derived from common law; non-transferable, common-property Aboriginal freehold tenures; transfers of pastoral leases to Indigenous and conservation interests; expansion of conservation lands under public tenures; and revisions of the rights and duties of pastoral lessees. Future occupance scenarios remain unclear, given the sensitivity of this frontier zone to national and global driving forces.  相似文献

ABSTRACT

While the impact of aeromobility on the growth of tourism and its destinations is well documented, the role of aeromobility in the process of experiencing and shaping place with specific regard to tourist destinations has received little attention from scholars. With the growth of commercial aviation and the increasingly mundane nature of the experience within mass tourism, I draw attention to the touristic experience of flying as the activity beyond its role in arriving at the destination. After a brief review of the genealogy of aeromobility and tourism, I reflect on examples of tourist aeromobility in Cape Town, South Africa in order to theorise the aeromobile tourist gaze. This paper analyses mobile testimonies from online travel reviews from airborne tourists performing helicopter ‘flips’ over Cape Town. Results highlight the need to focus on flying as tourism itself while they illustrate the role it plays in the aeromobile tourist gaze, a unique perspective and experience of the tourism destination as ‘tourism from above’ that emerges from the touristic dimensions of flight including the destination, the flying device and flight route. The findings underscore the role of flying-as-tourism. The aeromobile tourist gaze thus spectacularises the destination and disrupts the relationship between tourists and place.  相似文献

In this essay, I reflect on the massive and dramatic re-emergence of the dead of Cape Town’s District One in 2003, and its aftermath. I discuss how the resurfacing of these ancestors helps us understand how heritage discourses operate in Cape Town, and how their agency forces us to consider what it means to live in the city during post-apartheid urban renewal. I argue that the agency of the District One dead hinges on their exposure of the internal workings of discourse and the associated disciplinary practices through which we experience Cape Town and its heritage. This story ends ambiguously. I discuss how, following the storage of the District One dead in the Prestwich Ossuary, the gaze on Cape Town was redirected away from the city’s past and towards its future; I explore how their reinterment foreclosed a series of discussions regarding the reconciliation of past events with the present realities of Cape Town. I argue, finally, that truth at District One can be understood as a form of historical recapitulation.  相似文献

The year 2006 marks the quatercentenary of the first known European charting of any part of the Australian coastline, when the Dutch mariner Willem Janszoon explored 300 kms of the north‐west coast of Cape York Peninsula. He bestowed seven placenames, two of which, Moent and Dubbelde Ree have ambiguous meanings or referents. This paper attempts to resolve the enigmas behind these names by considering geographic, linguistic and historical evidence. Moent is particularly challenging, with several possible linguistic sources, some more plausible than others. The most compelling evidence points to it either referring to the western entrance to Endeavour Strait, or a Dutch rendition of an Indigenous Australian word. Dubbelde Ree is less problematic. The issue surrounding this name is whether its second element is meant to be Ree, an abbreviation of Reede (‘Roadstead’), or Rev, an abbreviation of Revier (‘River’). The search for the meaning of these placenames has provided credible evidence demonstrating that Janszoon explored the coastline in greater detail than has hitherto been thought, and that, in all likelihood, made contact with the local inhabitants.  相似文献

During the last few decades, Cape Town Castle has been extensively renovated. Parallel to this, a series of archaeological excavations were undertaken under the auspices of different institutions. During the course of these, it became clear that one specific site needed to be approached in a rather unorthodox way. This site, the main well situated in the centre of the previous headquarters of the Dutch East India Company at the Cape of Good Hope, was filled with water. Owing to its inaccessibility and other constraints, which made the application of adapted excavation techniques necessary, the need arose to call in the assistance of a diver-archaeologist. This article describes the approach to fieldwork undertaken in the Kat well during 1989 and 1999 and some of this feature's structural details.  相似文献

The proper character of the relationship between missionaries and politics shaped one of the most contentious debates within the first century of the modern missionary movement. While the leadership of the missionary societies repeatedly insisted upon the separation between the work of the gospel and politics, missionaries in the field frequently found it difficult to remove themselves from political controversies. John Philip and James Read served with the London Missionary Society in the Cape Colony for most of the first half of the 19th century. Their persistent defence of the interests of the colonial Khoi made them controversial figures in the debates over the social, political and economic structures of the Cape Colony. Missionaries like Read and Philip, rarely described their activities as ‘political’, and certainly did not conceive of their work as in any way related to the patronage‐ridden political system of the early 19th century. Nonetheless, in their promotion of the ideas of religious and civil equality, and in their effective use of public opinion to shape government and public perception of colonial policy, their actions reflected many of the important changes taking place in contemporary British politics. Dissenting political activity focused on the issues of the defence of religious liberty, the struggle to secure their own civil equality, and the debate over the proper relationship between church and state. These issues also played a crucial role in colonial politics throughout the period. This essay will illustrate the important role of the foreign missionary movement in this process. Examining the work of Philip and Read enables us to identify the ways that issues of domestic politics helped to shape the political debates emerging in Britain's expanding empire.  相似文献

In The Deaths of Hintsa: Postapartheid South Africa and the Shape of Recurring Pasts, Premesh Lalu claims to offer a critique of apartheid's colonial past. Emblematic of this colonial past is the 1835 killing and mutilation of the Xhosa king Hintsa. Lalu uses this violent event to argue against the evidence provided by the colonial archives. He argues that the killing of Hintsa was not an empirical fact but a product of the colonial imagination. The review argues that although the critique of apartheid's colonial past is timely, the book is not about Hintsa and does not therefore offer an alternative narrative of the death of the Xhosa king.  相似文献

Land Tenures as Policy Instruments: Transitions on Cape York Peninsula   总被引:1,自引:0,他引:1  
Over the last four decades, Australia's most remote marginal lands have provided an expansive space towards realisation of emergent national goals, involving recognition of Aboriginal land rights together with protection of ‘wilderness’ and semi‐natural ecosystems. This has been achieved by the revival of land tenures as instruments for the delivery of public policy, requiring innovative federal and state legislation, often driven by judicial determinations. More so than any other bioregion, Cape York Peninsula has experienced radical shifts in landownership, land titles, and property rights, reflecting its pivotal role as an arena in which emerging national goals are contested. The most immediately visible evidence of these changes is depicted in the tenure maps for 1970, 1990, and 2010. However, these maps provide an incomplete account of tenure changes, including new titles such as non‐transferable communal freehold and common‐law recognition of traditional native title, requiring belated responses by state and federal governments. The three benchmark maps provide a starting point for an examination of the currently resurrected role of land titles and land rights as policy instruments. The time‐specific attributes of each tenure category are discussed and linked to the policies underpinning each tenure and to the communities, political constituencies, resources, enterprises, and national values engaged with each tenure. Land titles and land rights are pivotal in political contests about regional futures, with the peninsula acting as a crucible in shaping wider national directions.  相似文献

Narrative Policy Framework (NPF) is a new and maturing theory of the policy process that takes a systematic, scientific approach to understanding the social construction of policy realities. As such, NPF serves as a bridge between postpositivists, who assert that public policymaking is contextualized through narratives and social construction, and positivists, who contend that legitimacy is grounded in falsifiable claims. The central questions of NPF are: What is the empirical role of policy narratives in the policy process and do policy narratives influence policy outcomes? First, the contributions of NPF scholarship at three levels of analysis—micro, meso, and macro—are examined. Next, necessary conditions of a policy narrative are specified, accompanied by detailed discussion of the narrative components: narrative elements, narrative strategies, and policy beliefs. Finally, an empirical illustration of NPF—a case study of Cape Wind's proposal to install wind turbines off Nantucket—is presented. Although intercoalitional differences have long been studied in the NPF scholarship, this is the first study to examine intracoalitional cohesion or the extent to which a coalition tells the same story across narrative elements, narrative strategies, and policy beliefs. NPF is a new approach to the study of the policy process that offers empirical pathways to better speculating the role of narrative in the policy process.  相似文献

How an isolate distribution of the Austronesian outrigger canoe complex came into the possession of Pama‐Nyungan speakers of Cape York Peninsula and Torres Strait has long been obscured by the diverse typology and lexicons of these canoes. Here I pinpoint links between the typological variation and the distribution and ages of associated Austronesian loan words. These links implicate several Austronesian contact sequences, one in Torres Strait and another in southeast Cape York Peninsula, and point to speakers of Papuan Tip Oceanic languages as the main source. Some of these loan words reflect archaic forms of Papuan Tip words and are thus indicative of early contact dates. I suggest that the introduction of these canoes most likely involved past episodes of sustained trade engagement and/or small‐scale colonization by speakers of Austronesian languages.  相似文献
