Germany appears as the case in point of a country that is getting through the current crisis rather well. Central to this “success” is the passive revolution that the country has undergone in the 2000s during which a state‐led restructuring of the regime of accumulation has resulted in the creation of a new stratum of working poor and an overall lowering of wages. Following a discussion of this passive revolution and the resulting mass impoverishment, this article explores the struggle over cultural hegemony, which has surfaced in various controversies since the beginning of the current economic crisis in 2007. I argue that there is a passive consensus concerning “poverty” – which is unpopular, but regarded as inevitable – that is outweighed by an active consent concerning “Germany” – an immensely popular notion. In Germany, a new nationalism that blends classism and racism in the service of the economic competitiveness of the nation is argued to be at the core of cultural hegemony in these times of crisis.  相似文献

This paper tests the temporal characterisation of the differential urbanisation model in Western Germany. A time series of high–quality regional demographic data is available for the period 1939–2010; similar data are not available for Eastern Germany. The differential urbanisation model characterised regional population development tendencies as a sequence of evolutionary stages, for urban Western Germany as well as for the Rhine–Ruhr and the Rhine–Main–Neckar polycentric metropolitan regions. The progression from urbanisation to polarisation reversal and then to counter–urbanisation did not occur in lock step fashion, but was evident as a consistent tendency in a general direction. The model accommodated abrupt change by capturing the regional impacts of the Second World War and the reunification of Germany.  相似文献

为探索红外热成像检测技术在岩画病害检测中的可行性,利用红外热像仪对广西花山岩画的病害进行了检测。检测结果表明,利用红外热成像技术可以有效检测岩画中的钟乳石覆盖、片状剥离及渗水病;不同病害其检测的最佳时段不同,钟乳石在夜间或早晨进行检测效果好,而片状剥离岩石使用午后的热像检测效果好;与可见光检测相比,红外热成像检测具有独特优势。  相似文献

The New Labour Respect Agenda fuses anti-social behaviour policies, Third Way active citizenship, and a theory of community-based support and regulation. The Respect Agenda itself has a specific focus on, and direct implications for, children and young people, as well as for children living in vulnerable families. This paper argues that the theoretical basis for New Labour's ‘Respect’ is limited and ultimately flawed. Whilst New Labour policy demands respect from young people, young people's lived citizenship is too often experienced in terms of disrespect and even shame of the self. Young people respond to these feelings of disrespect by seeking out other ways through which respect can be acted out and negotiated. Respect, as conceptualised through the New Labour lens will criminalise vulnerable young people, thereby further stripping them of self-respect, inter-personal respect and societal respect. The paper concludes that respect should be an outcome of policy and a philosophy of a social justice led politics, rather than a conditionally led policy.  相似文献

ABSTRACT

The two books that are investigated in this review essay consider new ways to explain policy processes by focusing on a spectrum of methodological approaches, theories, time periods and political systems. The first book examined investigates policy change in Australia and considers for the first time how relevant the Policy Agendas Project (PAP) is for the Australian political system. A recent contribution to the Comparative Agendas Project (CAP), the second book reviewed is a collection of comparative studies applying different methodologies and theories to analyse CAP datasets with the view to exploring how policy changes in a variety of political systems. Together these books showcase the best of PAP/CAP’s qualities to provide a common platform for cross-comparative policy change studies and standalone country-specific studies. These books are also an indispensable resource for Australian political scientists interested in the unique policy change dynamics in Australia.  相似文献

文章基于第六次人口普查数据,运用数理统计、空间自相关和GIS等方法,分析了福建省城镇流动人口的空间分异格局。研究发现,福建省城镇流动人口在沿海多而密集、以区外流动为主,开放性和活跃性明显,而在内陆则少而稀疏、以区内流动为主,封闭性和粘滞性突出,但沿海和内陆均存在内部异质性;大城市流动人口密集且来源地广泛、对人口城镇化影响大,中等城市流动人口规模较小,小城镇对区内流动人口有一定吸纳能力。文章还探讨了城镇流动人口空间分异特征的驱动机制、对区域社会经济发展和城镇化的影响,并提出相关政策建议。  相似文献

This article examines how contestable market theory (contestability) has come to reconfigure the economic and regulatory concept of competition in order to enhance the compatibility of Australia’s economy with international trade and investment agreements. Australia has recently negotiated and signed a raft of bilateral, plurilateral and regional agreements, including the Trans-Pacific Partnership Agreement and the Australia–China Free Trade Agreement. In order to ensure that Australia meets its obligations and commitments to these agreements, two key advisory bodies—the Harper Panel on Competition Policy Review and the Financial System Inquiry—made recommendations, the majority of which were accepted by the government, to ready Australia’s competition governance and economic policy for greater global integration. Such impact is dependent on, among other things, how domestic competition policy meshes with the free market ideology underpinning such international agreements, which favours the breakdown of barriers to markets. Less well known is the role of contestability in radicalising ideology as it countenances monopolisation and privatisation in the guise of market access by justifying the substitution of actual competition with the mere threat of competition. The article concludes that the monopoly power of transnational corporations will be enhanced through the acquiescence of governments to the new governance regime of the Trans-Pacific Partnership Agreement, which, supported by domestic policy, is set to redraw competition policy in the light of contestability theory.  相似文献

Assurance , a British warship of 44 guns, was lost on the Needles of Wight, UK, in 1753. Pomone , a British 5th rate 38-gun frigate of the Leda class, followed in 1811. Designated a'protected wreck' in 1975 this multi-period site was investigated under a UK Government licence. Despite her total disintegration, Pomone left artefact scatters attesting to her size, character, resting position and evidence of her cabin plan. This archaeological evidence is compared with two surviving sister ships, and the presumption of incomprehensible 'scrambling' on Muckelroy Class 5 wreck sites is robustly challenged. The licencee reviews the organization and methodology of 25 years of licenced activity on this site and concludes that the UK policy of promoting invasive investigation of historic shipwrecks cannot be readily reconciled with the principles of sustainability which are now embodied in European Agenda 21.  相似文献

Abstract

Environmental interpretation is flowering in Denmark. In 1986 it was decided to carry out a three‐year experimental project with 14 environmental interpreters. Today the number of environmental interpreters has grown to 230. The inspiration came from abroad, but the project is established according to Danish cultural and democratic traditions. Some Environmental Interpreters are employed by the State in the National Forests, others by counties, local authorities, museums or ‘green associations’, but they are all linked together in the Environmental Interpreter Service with secretariat in The National Forest and Nature Agency. A modern organisation provides training courses for the interpreters and has developed a series of active interpretation methods in order to make experiencing nature an important tool in modern Danish environmental management and inspire a positive attitude to the future—to sustainable development and management. The aim of setting up an Environmental Interpreter Service was to give people interesting experiences in and knowledge of the countryside and thereby a greater understanding of the complexity of nature, the conditions for agriculture and perhaps an increased environmental consciousness. It was also the hope that if people had a greater understanding of nature, they will love and care for it better. The Brundtland Report ‘Our Common Future, the conference in Rio in 1992 and Agenda 21 has changed the Environmental Interpreters’ work. We have recognised, that it is important to use live Interpreters and not only technical media in this important work. People respond best to personal, face‐to‐face interpretation. The interpreters try to create a love of nature, and at the same time, create an understanding of local and global environmental conditions.  相似文献

Rotterdam is by far the biggest port in the Hamburg-Le Havre range: not only for bulk goods, but for containers as well. The dominance of containers is a clear illustration of the fact that Rotterdam's position within the Hamburg-Le Havre range cannot exclusively be explained by three often-cited traditional factors: its favourable geographical location within Western Europe, its location at the mouth of the River Rhine and its excellent connection with the North Sea. Equally important was the long lasting coalition between the Port Authority and the City Council, having the same interests for a long period. However, after 1970 the coalition changed in character. Gradually the City Council put less emphasis on economic issues and more upon environmental aspects. From this environmental point of view the activities in the port were seen as rather negative. And later on with the worsening economic situation, it soon became clear that the region could no longer rely exclusively on the labour-generating function of the port. Unlike in the past, many port-related activities are now located outside the port area. The activities that still depend on a location in the port itself show considerable productivity gains, but at the cost of jobs. Nevertheless, the port and the city of Rotterdam together recently developed a new Port Plan 2010 which aims to reconcile economic and environmental aspects. Moreover, the plan intends to stimulate the economy of the city and the region of Rotterdam. Yet it is realized that the spatial networks in which the port is functioning nowadays do not, unlike in the past, coincide with those of the municipality of Rotterdam.  相似文献
