A noted political geographer presents an analysis of the August 2008 South Ossetian war. He analyzes the conflict from a critical geopolitical perspective sensitive to the importance of localized context and agency in world affairs and to the limitations of state-centric logics in capturing the connectivities, flows, and attachments that transcend state borders and characterize specific locations. The paper traces the historical antecedents to the August 2008 conflict and identifies major factors that led to it, including legacies of past violence, the Georgian president's aggressive style of leadership, and renewed Russian "great power" aspirations under Putin. The Kosovo case created normative precedents available for opportunistic localization. The author then focuses on the events of August 2008 and the competing storylines promoted by the Georgian and Russian governments. Abkhazia and Nagorno‐Karabakh are internationally unrecognised political entities, or so‐called de facto states, that have emerged as a result of the incomplete and contested state‐formation of their parent states and of the secessionist movements that emerged in the power vacuum of the post‐Soviet space. In addition to examining the conventional reliance on the self‐determination principle, usually followed by a call for international recognition (as often practised by emerging sovereigns), this article aims to survey whether these political entities have proved that they embody ‘rightful authority’ as such and whether they ‘have earned their sovereignty’. In other words, it attempts to examine the self‐determination claims in Abkhazia and Nagorno‐Karabakh based on legitimacy criteria that are widely accepted for liberal democratic societies using an analysis of the respective issues as they were represented in focus‐group discussions in these two regions.  相似文献

The paper combines the results of two nearly simultaneous surveys in 2010 to provide a unique, rather comprehensive picture of the attitudes of (a) current residents of Abkhazia and (b) largely ethnic Georgian former residents of Abkhazia now living in forced displacement in Georgia following the 1992-1993 war. More specifically, it probes the views of these two groups about each other and the sensitive question raised by the disputed return of displaced Georgians to breakaway Abkhazia. Also investigated are the potential conditions for possible return in the future, including issues relating to property ownership. Over 200,000 people became internally displaced after several violent conflicts in the early 1990s in Georgia. For many internally displaced persons (IDPs), gender relations have been transformed significantly. This translates to many women taking on the role of breadwinner for their family, which often is accompanied by the process of demasculinization for men. In this article, we examine the construction of masculinities and analyze the gendered processes of displacement and living in post-displacement for Georgian IDPs from Abkhazia. We identify the formation of ‘traumatic masculinities’ as a result of the threats to, though not usurpation of, hegemonic masculinities. Drawing on interviews, we highlight how IDPs conceptualize gender norms and masculinities in Georgia. Despite the disruptions that displacement has brought about, with the subsequent challenges to IDPs' ideal masculine roles, the discourses of hegemonic masculinities still predominate amongst IDPs. We further illustrate this point by identifying two separate gendered discourses of legitimization that attempt to reconcile hegemonic masculinities with the current contexts and circumstances that IDPs face. These new traumatic masculinities do coexist with hegemonic masculinities, although the latter are reformed and redefined as a result of the new contexts and new places within which they are performed.  相似文献

An American geographer and specialist on urbanization and population change in the countries of the former USSR summarizes major results of the first post-Soviet census of Georgia, only recently released. After describing sources of census data and methodological issues warranting attention (e.g., exclusion of most of Abkhazia and South Ossetia and movements of internally displaced persons), he reviews significant national- and regional-level developments in population size, urban and rural distribution, and ethnic affiliation in the country. The 1992–1993 civil wars in Moldova and in Georgia ended with a de facto separation of Transnistria and Abkhazia, respectively. These de facto states are both inhabited by the kin to the ‘enemy’ across the administrative border: Moldovans and Georgians/Mingrelians. How do the de facto authorities foster a collective identity in support of their claim for legitimacy and statehood? Engaging with Wimmer's taxonomy of boundary‐making, this article argues that nation‐building involves not only expansion but also, simultaneously, contraction. Transnistria constructs a higher‐level identity category and co‐opts and contracts the Moldovan category, separating it into ‘our’ and Bessarabian Moldovans in order to incorporate the former into the Transnistrian people. In Abkhazia, the nation‐building project establishes the Abkhazs as the titular nation allowing, however, for the construction of an Abkhazian people that would include minorities, with Gal/i Georgians said to be Mingrelians, distinct from Georgians. These cases show that elites combine different ethnic boundary‐making strategies in order to implement their favoured identity project and to legitimize the claimed statehood.  相似文献

Two noted political geographers examine the results of surveys in the "de facto" states of Abkhazia and South Ossetia conducted in 2010. They assess the migration intentions of their residents, the likely destinations and motivations for planned departures, as well as the dramatic population decline due to emigration and expulsion of Georgian residents after wars in the early 1990s. Discussed are economic dislocations, the breakaway republics' uncertain geographical status, as well as improvements in security and economic conditions due to Russian military guarantees and massive economic aid that followed the 2008 wars with Georgia. The authors utilize key predictors derived from hypotheses about the push and pull forces affecting the decision to migrate (socio-demographic, war experiences, and attitudes about the "de facto" state prospects) to develop explanatory models of migration for each territory before deriving a pooled set of explanations. Both surveys suggest the likelihood that the majority of potential migrants have already left. An essay by an experienced scholar-practitioner of conflict resolution in the Caucasus examines the narratives of the interlocking conflicts involving Georgia. The author argues that more complex narratives are necessary for forging constructive paths toward conflict resolution. After outlining the stereotypical arguments presented by the different sides, the author urges a multi-track diplomacy that creates opportunities for the development of more complex narratives. Research, whether by conflict insiders or by external investigators, is presented as a potential contributor to the larger peace processes. In addition to comments on the three preceding articles in the symposium published in Eurasian Geography and Economics, the paper highlights the utility in understanding local context and complexities in order to create more inclusive and complex narratives that can support confidence-building activities and eventual progress on outstanding issues plaguing the conflict-affected populations in the region. Abstract

The article provides a comparative exploration of the role of Ottoman legacies and contemporary Turkish influences in shaping political space in the Black Sea regions of Adjara and Abkhazia. Conceptualizing both as borderlands, the article focuses on borderland practices related to three kinds of transboundary flows between Turkey and Adjara and Abkhazia, respectively: flows of goods and capital, flows of people, and flows of ideas. The article draws on a wide range of secondary sources as well as on data from field research in Abkhazia, Adjara, and Turkey. It discloses how borderland practices have contributed to fragmented and convergent configurations of authority in both regions and underlines a threefold character of borderland practices which reflect and reproduce understandings of illegitimacy and illicitness, cosmopolitan sociability, and struggles over belonging.  相似文献
