When the Guomindang (GMD) took charge in 1927, it implemented the “political tutelage” system. Participation of other parties in politics was disallowed. But after the Anti-Japanese War (1937–45), under the combined effect of internal and external pressure, the GMD needed to adopt a constitution, reorganize government and establish multi-party participation. The April 1947 governmental reorganization was the starting point of a transformation from a “political tutelage” system to a constitutional system. Though this reorganization introduced many non-GMD members into the government, it did not change the GMD’s one-party dominance. Its desired transformation of China from one-party “political tutelage” into a constitutional democracy still remained limited.  相似文献

This article uses a detailed examination of British policy towards the occupation zone in Germany after World War II as a lens through which to illuminate enduring elements of structural and functional continuity in British foreign policy-making. Many of the problems facing British policy-makers in the post-World War II era replicated those relating to the occupation of the Rhineland and Ruhr in the early 1920s. Analysing the response of British policy-making to these resonances highlights underlying thematic trends in overall British foreign policy. The areas of continuity revealed challenge traditional historiographical views that foreign policy was shaped by elite group thinking in the Foreign Office. This article also evaluates British foreign policy in the light of recent developments in the historiography of the Cold War. Recent scholarship emphasises the multi-faceted and organic nature of the Cold War and highlights the difficulties involved in approaching issues such as ideology when the states involved were varied and had different infrastructures, cultures and foreign policy traditions and systems. By drawing out deeper resonances in foreign policy-making, this article contributes to a deeper understanding of the culture and tensions through which British policy was generated in the post-World War II period.  相似文献

My article recovers a forgotten moment in the history of popular fiction criticism – the late Victorian advent of what I term occultic literary criticism – to challenge the persistent anxiety thesis that continues to dominate fin-de-siècle studies. In the late 1890s, the close friends, writers, bibliophiles, and, for varying amounts of time, practising occultists Arthur Machen and A. E. Waite used their literary criticism to champion the ecstatic occult potential of mass-circulated popular fiction, insisting that the penny dreadful, the newspaper story, and the popular picaresque as exemplified in Charles Dickens’s The Pickwick Papers (1836–37) represented coded versions of ancient mystery tradition rituals. The cheap popular texts could offer to readers, writers, and collectors the kind of joyous direct encounter with the unseen world that sacred texts no longer could. The pair’s conviction that ecstatic occult initiation was just as, if not more, attainable through popular exoteric texts as through their restricted esoteric counterparts offers an important corrective to contemporary understandings of both the late-Victorian reception of popular fiction and of the reach and constituency of the occult revival.  相似文献
