ABSTRACT. This paper uses a two-stage hedonic wage approach to derive the benefits from improvement of five cultural amenities. It is argued that the hedonic approach permits valuation of both private and local public aspects of cultural goods since access to the amenity is an essential input in the production of the final service flow. Empirical estimates of willingness to pay suggest price and income elasticities are approximately unity. Lower-bound estimates of marginal benefits for a representative city range from $0.85 million for an additional theater to $57.9 million for an additional zoo facility.

In the past decade Tobler has provided an innovative cartographic presentation of migration flows. The central theme of this research has been to utilize detailed migration data to reveal the underlying structures of migration flows. Even though the analyses are not explanatory models of migration exchanges, the application of these techniques to migration flows over time and across different spatial scales provides a visual generalization of often extremely complex flows. The application of his techniques at two spatial scales for the Netherlands illustrates both the strengths and weaknesses of migration force fields for the analysis of migration.

The article considers two examples of ‘madness’ which occurred during the colonial era in Pangia district, Southern Highlands Province, PNG. The first, immediately prior to pacification, concerned outbreaks of madness among young Wiru men which were similar to the ‘wildman’ behaviour described in the Highlands ethnography. The second style of madness was associated with the so-called ‘hysteria’ accompanying revival activity by Christian missions. The two styles are compared using a Foucauldian perspective, primarily for the ways in which colonial technologies of power were inscribed on the bodies of Pangia people. The article presents an anatomy of colonial power, and suggests an ethnohistory of the body is possible. It examines the ways in which this power was created through discourses and practices involving concepts of the ‘primitive’ and ‘heathen,’ resulting in a transformation of the Wiru subject.

Discovery of the uses and later the invention of fire-making are fundamental to humanity. Following reports over the last decade of traces of fire found on Lower Pleistocene archaeological sites in eastern Africa, the dating of the control of fire by hominids has become a controversial issue. In this paper we critically review the contexts and, in the light of a battery of archaeometric techniques, the nature of reported instances of fire from Koobi Fora and Chesowanja in Kenya, and from Gadeb and the Middle Awash in Ethiopia. We conclude with a discussion of the roles fire may have played in the lifeways of early Pleistocene savanna-living hominids.

ABSTRACT We develop a generalized Harrod-Domar type of model for optimal regional growth which allows determination of the optimal allocation of regional public investments and which considers multiple growth objectives, as well as both normal and singular fiscal instruments. This general model is shown to include most of the previous optimal regional growth models as special cases. Necessary conditions for some special cases of the general model are analyzed in detail, and decision rules associated with derived optimal regional growth policies are articulated. These special cases verify that singular controls do exist in certain instances, and that they must be considered for the complete specification of optimal regional growth policies; this is significant because singular controls have not been previously analyzed in the literature. We conclude the paper with a discussion of sufficiency conditions for optimal regional growth models which is more general than that given by previous authors.
