The British military have embarked on a comprehensive process of transformation towards a network-enabled, effects-orientated, and expeditionary force posture. This has involved developing brand new military doctrine, organizational concepts, and technology. The US military are also transforming, and American military ideas about network-centric and effects-based warfare have influenced the British military. But the British have not simply aped their US ally. Rather, British military transformation has followed a different path. Hence, this article proposes a dynamic model of military innovation involving two international drivers: new operational challenges and military emulation; and three national shapers: resource constraints, domestic politics and military culture. This model is then applied to a detailed empirical analysis of the process and progress of British military transformation.  相似文献

Success in war depends on alignment between operations and strategy. Commonly, such alignment takes time as civilian and military leaders assess the effectiveness of operations and adjust them to ensure that strategic objectives are achieved. This article assesses prospects for the US‐led campaign in Afghanistan. Drawing on extensive field research, the authors find that significant progress has been made at the operational level in four key areas: the approach to counterinsurgency operations, development of Afghan security forces, growth of Afghan sub‐national governance and military momentum on the ground. However, the situation is bleak at the strategic level. The article identifies three strategic obstacles to campaign success: corruption in Afghan national government, war‐weariness in NATO countries and insurgent safe havens in Pakistan. These strategic problems require political developments that are beyond the capabilities of the International Security Assistance Force (ISAF). In other words, further progress at the operational level will not bring ‘victory’. It concludes, therefore, that there is an operational‐strategic disconnect at the heart of the ISAF campaign.  相似文献

Whereas most theoretical and historiographical accounts of the event have focused on its present and past dimensions, this article addresses the relatively underexplored phenomenon of the future event. As temporal junctures, events often already elicit effects before they come to pass, and even if they never do. Building on foundational work on the relation between experience and expectation by Hans‐Georg Gadamer and Reinhart Koselleck as well as on current historiographical debates on “past futures,” I develop a threefold typology of the future event, distinguishing between the assumption of the routine event, the expectation of the relative event, and the adumbration of the radical event. Engaging with case studies like the year 2000, the ambivalent character of so‐called media events, and ongoing debates about a possible climate collapse and the COVID‐19 pandemic, I show how reconsidering the complex temporalities of the future event can shed new light on the ways in which past societies made their futures present.  相似文献

In seeking to explain why and how the war in Afghanistan has dragged on, most analysis has focused on the western and Afghan government effort. In this article, we examine how the war looks from the perspective of the insurgency. Using Helmand province as a case‐study, we draw on a large number of original interviews with Taliban field commanders and fighters to produce a uniquely detailed picture of the Taliban at war. In the first section, we explore how the Taliban returned to Helmand from 2004 to 2006, and show how the British made the situation far worse when they deployed forces to Helmand in 2006. In the second part of the article we examine the evolution of the Taliban insurgency in Helmand since 2006. We show how the Taliban has developed an increasingly centralized organizational structure, a more militarized shadow government and greater professionalism of field units. The overall picture that emerges is of a resilient insurgency that has adapted under immense military pressure. The Taliban have suffered very heavy attrition in Helmand, but they are far from defeated.  相似文献

This paper presents an integrated passive-active (i.e. hybrid) system for seismic response control of a cable-stayed bridge. Since multiple control devices are operating, a hybrid control system could alleviate some of the restrictions and limitations that exist when each system is acting alone. Lead rubber bearings are used as passive control devices to reduce the earthquake-induced forces in the bridge and hydraulic actuators are used as active control devices to further reduce the bridge responses, especially deck displacements. In the proposed hybrid control system, a linear quadratic Gaussian control algorithm is adopted as a primary controller. In addition, a secondary bang-bang type (i.e. on-off type) controller according to the responses of lead rubber bearings is considered to increase the controller robustness. Numerical simulation results show that control performances of the integrated passive-active control system are superior to those of the passive control system and are slightly better than those of the fully active control system. Furthermore, it is verified that the hybrid control system with a bang-bang type controller is more robust for stiffness perturbation than the active controller with a μ-synthesis method, and there are no signs of instability in the over-all system whereas the active control system with linear quadratic Gaussian algorithm shows instabilities in the perturbed system. Therefore, the proposed hybrid protective system could effectively be used for seismically excited cable-stayed bridges.  相似文献

This introduction sets the stage for the following contributions by outlining the current state of research on the two fundamental categories that this forum brings together: the event and time. In a brief survey, we discuss the ways in which the temporality of events has been theorized across disciplines. We also present our core argument for understanding the event as a temporal focal point. In dialogue with existing approaches, we seek to develop a theoretically enriched and empirically fruitful conceptualization of the event, thus offering new perspectives to the academic historiography of events as well as to historical culture at large.  相似文献

ABSTRACT. This paper analyses the discourse of the migrant worker advocacy movement in South Korea to examine how activists' strategic framing can expedite the mobilisation of international norms despite significant cultural barriers. Korean activists argue on behalf of migrant workers that adopting international norms will help the Korean nation gain more respect from other nation‐states and that international norms are not antithetical to the true nature of the Korean nation. These framing strategies have enabled Korean activists to mobilise international norms despite cultural barriers. However, such a framing strategy does not cultivate a truly inclusive nationhood; Korean activists have circumvented cultural barriers, but have not overcome or transformed them.  相似文献
