An enduring challenge for the policy and political sciences is valid and reliable depiction of policy designs. One emerging approach for dissecting policy designs is the application of Sue Crawford and Elinor Ostrom's institutional grammar tool. The grammar tool offers a method to identify, systematically, the core elements that comprise policies, including target audiences, expected patterns of behavior, and formal modes of sanctioning for noncompliance. This article provides three contributions to the study of policy designs by developing and applying the institutional grammar tool. First, we provide revised guidelines for applying the institutional grammar tool to the study of policy design. Second, an additional component to the grammar, called the oBject, is introduced. Third, we apply the modified grammar tool to four policies that shape Colorado State Aquaculture to demonstrate its effectiveness and utility in illuminating institutional linkages across levels of analysis. The conclusion summarizes the contributions of the article as well as points to future research and applications of the institutional grammar tool.  相似文献

The main objective of this paper is to problematize writings on vehicles in an Iranian context. Previous studies have indicated that vehicle stickers can be employed to express emotions and social status, political views, ideology and identity, and religious beliefs. However, very little has been done on this discursive practice in Iran. This study is the result of the content analysis of 122 vehicle writings collected from April 2011 to March 2012. This paper will draw on six of the most frequent themes: religion, humor, playing pessimism, didactic expressions, ethnic-geographic identification, and love. Employing Bourdieu's conceptual frameworks of “habitus,” “field,” and “doxa,” and Heath and Street's social practice perspective on literacy, it will be argued that vehicle writings in this study can be regarded as situated literacy practices reflecting the dominant undisputed discourses in the context, but at the same time displaying the dynamic interplay of power relations, the relationship of cultural structures and individual customized versions of those structures in vehicle writings.  相似文献

Understanding the determinants of attitudes toward war is important for the prevention of military conflicts and the promotion of peaceful conflict resolution. To examine American and Iranian attitudes toward war, questionnaires were administered to American and Iranian college students in the United States and Iran respectively. The results of the study revealed that American students generally have more positive attitudes toward war than Iranian students. Since most Iranians in the sample experienced eight years of war with Iraq whereas Americans never had direct experience of war, it was predicted that direct experiences of military action could explain this cross-national difference. Among Iranians those who experienced the Iran–Iraq war had more negative attitudes toward war compared to Iranians who did not have such experiences. The results further demonstrated that being authoritarian, religious and male were independently related to having positive attitudes toward war in both samples.  相似文献

Policy scholars have effectively leveraged policy process models, theories, and frameworks to respond to a variety of important environmental questions. For example, how do environmental issues arrive on the agendas of policymakers? What factors contribute to environmental policy change? What are the designs and effects of institutions (e.g., policies or cultural norms) on environmental governance? In this review, we survey the field of policy process scholarship, focusing on environmental governance, with three objectives. The first objective is to catalog the policy process models, theories, and frameworks most often featured in studies of environmental governance. The second is to capture the methodological choices commonly employed in the application of these models, theories, and frameworks in environmental domains. The third is to identify how these approaches deal with issues central to environmental governance research, including time, space, and policy scale. We aim to identify trends and strategies for integrating key considerations of scale into empirical policy process scholarship.  相似文献

Abstract

This article examines some dilemmas I experienced while doing research on fashionable veiling in Amman, Jordan. My fieldwork experience and the knowledge I co-produced with the participants were shaped by each layer of my identity as a Jordanian, Muslim, non-veiled woman, with a particular classed, spatialized Ammani heritage and affiliation with western feminist academia. The article engages with the implications my positionality had on my insider-outsider status and the knowledge the participants and I co-produced. I argue that the research setting, while fraught with difference, constituted a site for transnational solidarity and knowledge production. The participants and I had divergent understandings of, and aspirations for, Jordanian Muslim femininity shaped by our varying positions within the Global North-Global South. I argue that we practiced solidarity by collaborating and co-constructing a transnational site to unpack and defend their viability. I found that our collaboration was not fuelled by a shared sense of injustice and did not produce a shared outlook on Islam, Jordanianness or femininity. Rather, it created a site where we were able to emphasize our divergent sense of these paradigms as women positioned differently within the trans/national, cultural, and religious spaces we shared.  相似文献
