Masculine hegemony,the state and the incorporation of gender equity discourse: The case of Australian sport

Although the impact of affirmative action, equal opportunity and gender equity programs on the lives of Australian women have been explored in a number of areas, state interventions related to sport have received scant attention from public policy analysts. This paper examines how the Australian Sports Commission has framed its gender equity policy in the mutually reinforcing hegemonic discourses of masculinity and corporate managerialism. It is argued that the Commission's articulation of gender equity policy in terms of ‘market‐oriented individualism’ is both constituted by, and constitutive of, the shift from a ‘patriarchal‐welfare state’ to a ‘patriarchal‐managerial state’ in Australia. The paper also provides an example of the tensions between bureaucratic and feminist discourses in the state sphere.     

Attitudes and Ethics: Evaluating Knowledge and Regulatory Constructs in Planning Enforcement Practice

The departure point for the paper is the need to scrutinize previously unconsidered dimensions which are fundamental to understanding the dynamics of the planning enforcement system. Drawing upon emerging themes in regulation theory the paper fuses these with knowledge constructs. The rationale is that the regulatory regimes must be informed by knowledge imparted from a range of sources and the resultant quality of decision making in pursuit of remedies is inextricably linked to the robustness of the evidence base collated. The theoretical analysis, coupled with radical legislative changes, provides a lens for an empirical investigation which scrutinizes tactics, strategies, operational mechanisms, attitudinal dimensions and ethics with a view to identifying the key factors impacting upon enforcement efficacy. Prizes and pitfalls are identified in the course of the analysis and evaluation, with evidence-based remedies suggested where appropriate. The paper concludes by reflecting on the importance of theoretical synergy and epistemological advancement, taking cognisance of ethical and attitudinal challenges facing the planning profession; and, brings to book those who flagrantly breach the Code of Professional Conduct.     

'Hard and Heavy': Gender and Power in a heavy metal music subculture

This article analyses gendered structures of power in a heavy metal (HM) music club. Although both male and female HM devotees often declare that they are engaged in a rebellious activity, this romantic conviction sits uneasily alongside the HM scene's reinforcement of conventional gender relations and identities. Although many women gravitated toward the HM setting in order to escape stifling adolescent situations, they wound up in another oppressive context. Both the forceful corporeal practices of men and the highly gendered structures of power meant that women 'did' gender on men's terms. HM texts, narratives, identities, and corporeal practices constituted a complex and contradictory gender regime that literally kept women 'in their place'.     

Bridging Top Down and Bottom Up: Modelling Community Preferences for a Dispersed Rural Settlement Pattern

This paper explores the scope to bridge top-down and bottom-up perspectives on spatial planning by drawing on EU-funded action research in relation to rural settlement planning in Northern Ireland. The empirical work is located within a review of planning theory that exposes a long running tension between the technocratic stances of government planners and the aspirations of engaged citizens. It demonstrates the operation of a large group planning methodology that delivers community preference with environmental responsibility as a participatory input into planning policy formulation. Transferable insights into the dynamics of spatial planning are identified.
