Using the typology developed by Douglas Foyle, this article argues that John Howard behaved as a ‘pragmatist’ in dealing with situations where public opinion was relevant to Australia's engagement with Asia. Howard adhered to his own views on the relevant issues while attempting to lead public opinion in the direction he believed desirable. During the 1996–2007 period the most relevant issues relating to the impact of public opinion on Australia's Asian engagement were Australia's relations with Indonesia and Asian immigration. In the case of Australian–Indonesian relations the Howard government had to deal with various situations where an activated public opinion threatened to undermine the long term Australian approach that gave primacy to Indonesian concerns. Political leadership entailed developing a response that the government believed to be appropriate to Australia's long term objectives, while also attempting to persuade the public that this was the case. In the second instance policy developed in a more ‘deliberative’ context: Howard modified his earlier stance that was critical of Asian immigration, but continued to adhere to a strongly ‘integrationist’ position. This position was consistent with both his own views and his perception of public attitudes on the matter.  相似文献

From humble beginnings in the 1960s, the United Church Women's Fellowship (UCWF) is now viewed as one of the most effective organizations on the island of Ranongga (Western Province, Solomon Islands). This essay considers reasons for the success of women's fellowship in Ranongga, focusing on the distinctive position of women in gendered local and translocal forms of social organization. Far from being isolated from the outside world, Ranonggan women have long been engaged in drawing outsiders into local communities. I explore this theme in narratives of Christian conversion and of the beginning of women's fellowship; I also consider the practices of local and national women's fellowship groups that work to constitute unified communities out of diverse groups of people. My discussion of Ranonggan women's fellowship illustrates local dynamics of community‐making that do not map easily on to dominant models of nation‐states and ethnic groups. I ask whether the UCWF provides an alternative model for thinking about larger‐scale political formations, particularly in the Solomons. This question is especially relevant considering the significant contribution that women's Christian organizations have made in efforts to reconstitute a national community in the context of the ongoing political crisis in Solomon Islands.  相似文献

Crime is often gendered. This article argues that the crime of bigamy was a male crime in the fifteenth‐ and sixteenth‐century Catholic world. Courts prosecuted male bigamists far more often and more harshly than female offenders. However, drawing in particular on records from the fifteenth‐century bishop's court of Troyes, I argue that women also committed bigamy. Judicial and social gender biases identified only male bigamy as fully criminal behaviour.
The reasons for this gender difference lie in the different roles of spouses as prescribed in Christian law, theology and culture. For a man to commit bigamy fundamentally violated his responsibilities as a husband. Female bigamy, by contrast, was to an extent tolerated as a lesser evil. Better a woman have two living husbands, one present and one absent, than no husband at all.  相似文献
