Existing research suggests that external sources of finance, such as foreign aid and natural resource rents, allow states to generate revenue independently of their societies, disincentivizing them from forming close links with their citizens and severely problematizing the notion of a social contract. In Lagos, Nigeria's commercial capital, a series of personal income tax reforms have seen an increase in taxpayer compliance. Considering Lagosians’ perceptions of their relation with the state government, this study examines whether the state had to ‘earn’ its revenue by developing a closer relationship with its citizens, and whether citizens responded through a greater willingness to pay tax. It explores how citizens understand this relationship, what role they perceive themselves to fulfil, and what their expectations are for the future of state–society relations. The study shows how, through efforts to visibly link tax to service delivery, a social contract is emerging between Lagos State and its citizens — but that this relationship differs among groups, in that it is shaped by pre‐existing concepts of public organization and modes of political engagement. 相似文献

This article draws on the perspectives of students and organizers involved in recent iterations of the Model Arctic Council (MAC), an experiential learning simulation designed to expand students’ knowledge and understanding of the Arctic and its governance. While much of the discourse related to simulations such as the MAC emphasizes its pedagogical and networking benefits, this article leverages participant-based ethnography to argue that the MAC also affects multi-track diplomatic outcomes in addition to serving as a site for diplomatic engagement. Applying an interpretive approach driven by the onset of practice-tracing in international relations, we demonstrate that the MAC both produces and constitutes diplomacy. Such a reimagination elevates the diplomacy of non-state actors and exposes false binaries between state diplomacy and non-state diplomacy. 相似文献

Costa Rica was the first country in the world to implement a nation-wide payment for environmental services (a.k.a. ‘payment for ecosystem services’), or PES, system in 1996. This research investigates the role of women in PES programs in Costa Rica’s Osa peninsula in response to the current dearth of such gendered research on this topic. Osa, one of the least-developed regions of the country, is still heavily forested and replete with properties under PES contracts which are aimed at forest conservation. Extended, structured interviews of 80 landowners in Osa (40 women and 40 men) culled both quantitative and qualitative information about PES participation, environmental perceptions, and both economic and conservation goals. Salient results were, first, that women see current levels of PES funding as more helpful and useful than do men. Second, women much more often perceive themselves as the sole entity responsible for protecting the environment. Third, women more commonly than men listed ‘helping the environment and animals’ as a personal benefit of their PES participation, while men more commonly focused on financial rewards. Last, according to the study herein, women in PES households currently display less decision-making power than those in non-PES households. This dynamic is analyzed through the lens of patriarchal hierarchies as well as women’s mitigation of those hierarchies through the deployment of ideology and agency. In this ‘postcolonial’ era, peoples and places around the globe continue to face ongoing colonisation. Indigenous peoples in particular experience colonisation in numerous forms. Despite recent attempts to ‘decolonise’ indigenous spaces, hegemonic systems of production, governance and thinking often perpetuate colonial structures and relationships, resulting in further entrenched colonisation or ‘deep colonising’ (Rose, 1999). The interface between indigenous communities and the mining industry provides fertile ground for the tensions emerging between decolonising and deep colonising. Gold mining operations at Placer Dome's Granny Smith mine in the Eastern Goldfields of Western Australia present a valuable case study for examining this tension. Changes taking place at the mine site are decolonising in intent, though outcomes may be deep colonising in effect. Recent discussions among cultural geographers over meanings of place, Ollman's (1993) notion of vantage point and a broadly postcolonial literature inform consideration of this tension. Acknowledgment and incorporation of multiple vantage points into new resource management systems allows current hegemonic approaches to be rethought, and provides insights for the shift towards genuinely decolonising processes. 相似文献
