Foreign direct investment (FDI) has been used as a tool to improve the competitiveness of countries or regions affected by a structural crisis focused in the industrial sector. Spain, in general, has implemented this strategy successfully. However, the inflows of FDI in Spain have been concentrated in the most dynamic regions: Madrid and Catalonia especially. The Basque Country, typified as a declining old industrial region, has not benefited from this inflow owing to its low attraction for foreign investors. Furthermore, the sectors in which FDI is located are mature ones. The result is that FDI in Spain is increasing the gap between the growing and the declining regions. This fact is clearly detected when the case of Japanese FDI is analysed: Japanese FDI in the Basque Country is scarce and marginal when compared with that directed to the regions of Madrid and Catalonia. 相似文献

ABSTRACTThis paper contributes to the study of the role of public policies in the origins and evolution of clusters. Building on the existing literature, we set up a taxonomy of nine public policies that may have an impact on the emergence and evolution of clusters. Based on in-depth case studies of six clusters of the Basque Country, particularly representative of the industrial history of the region, we analyse the relevance of the different types of policies both in the emergence and evolution of clusters over time. In agreement with cluster literature, the paper concludes that public policies seem to have played only an indirect role across clusters and over their life cycles. Moreover, it points to the necessity of taking history and context into account, as most of the important policy measures highlighted by cluster literature today do not fit well with the previous policy and economic context. Finally, it also concludes that for cluster policies to be effective, the stages of the life cycle should be taken into consideration. 相似文献

Students at Stevens Institute of Technology (Hoboken, NJ, USA) investigated the reasons for an elongated projection at the bow of Mediterranean galleys. Using a 1:20 base model adapted from the Trireme Trust's Olympias fitted with: 1) an elongated projection; and 2) a control bow similar to excavated merchant ships, tow‐tank tests were carried out at various speeds. Hydrodynamic resistance and power were calculated for each bow type. Above speeds corresponding to 6 knots, the cutwater bow significantly attenuated the model's bow waves when compared to the control bow. These results were then compared to those of the ship with a ram‐type bow from experiments conducted in 1985 at the National Technical University of Athens, which showed similar wave‐attenuating characteristics. 相似文献

In this study, we aim at evaluating the role of path-dependent and past-dependent forces in the historical trajectory of clusters. For that purpose, we study the life cycles of four of the main industrial clusters in the Basque Country (paper-making, electronics and information and communication technology, maritime industries and aeronautics) and analyse the factors that account for the origin, development, maturity and, if so, decline of those clusters, considering factors related to both cluster dynamics and the regional environment. Our analysis shows that the existence of a life cycle does not imply a straightforward growth path. Clusters follow multiple growth patterns in their development. The heterogeneity of growth patterns may be, in some cases, due to different initial conditions. However, despite similar initial conditions and/or resource endowments and opportunities for development, we can observe heterogeneous evolutionary patterns. Clusters react differently to the same external shocks (e.g. international demand, global competition and technological change) and evolve differently according to their capabilities. 相似文献

In 1064 a large army of foreign troops, especially Normans and Catalans, fought against the Muslims at the fortress city of Barbastro, located in Zaragoza. The siege of Barbastro is, for several reasons, one of the most controversial battles of the early reconquest in Spain. Some of the problems that historians of the crusades and the reconquest have struggled with are: the indulgence letter that Alexander II allegedly granted to the soldiers at Barbastro and whether this makes Barbastro the ‘First’ crusade preceding the one called by Pope Urban II. In addition, the extent of involvement by Pope Alexander and the Cluniacs in propagating the ‘crusade’ has been debated. Equally problematic has been the identification of the leader of the Christian soldiers. Candidates chosen for the enigmatic leader have been Duke William VIII of Aquitaine, William of Montreuil, and the Norman, Robert Crispin. A review of the secondary and primary sources reveals that many long-held conclusions are in need of re-evaluation. A complete reassessment of these and other related problems is the intent of this study. 相似文献

Control of crimes such as the sin of lust was one way in which the elites at the head of Castilian town councils emphasised their good government. Among all the such crimes, sodomy was considered to be the most terrible, which brought major misfortunes to the population, and against which it was necessary to avenge. For those accused of this crime, or who actually committed it, it meant exclusion from society. For the urban Castilian elites this struggle was a way of justifying themselves as a governing group. Defence of society against sodomites is related to the political context and to the internal struggles of the urban elites. In the lawsuits analysed, there is clear repetition of a series of words related to individual reputation and social esteem: fama, honour, Buena fama, fama publica, infamia. These can be shown to be vital to the defence of the accused, and also frequently recur in the legislation itself. Rumour was also used as propaganda to shape public opinion and to discredit rivals in the struggle for urban power. 相似文献

At most Pleistocene archaeological sites it is difficult to observe structured complex spatial behaviour. This common phenomenon could be a taphonomic issue. Problems in the preservation of the original spatial intra-site distribution could be related to hominid–carnivore alternation in the use of space. In the present paper we analyse the results of our experimentation with large extant carnivores (bears, wolves, hyenas and lions) and propose these animals acted as hearth and hearth-related assemblage modifiers. In this sense, the role of carnivores in the modification of these elements can cause problems in the interpretation and visibility of modern and complex behaviour in the conception of space in the archaeological record. 相似文献
