From the interpersonal to the internet: social service digitisation and the implications for vulnerable individuals and communities

In Australia, e-government is continuously re-defining service boundaries. While this may be good in the case of transactional interactions, for example the online submission of tax returns, it is less clear that interpersonal services, such as working closely with the long-term unemployed, are best delivered digitally. We consider the impact of social services digitisation on vulnerable communities drawing on an analysis of remote Aboriginal communities. Digital uptake affords great opportunities, but it also carries risks. Some communities have no digital infrastructure and in certain cases traditional face-to-face services have been curtailed, leaving those not online with reduced assistance. We find that concerns about the ‘digital divide’ are well founded. Problems generated by e-government flow across boundaries and appear left to the third sector to resolve with the state playing an even more diminished role in the lives of disadvantaged citizens.     

A Persistent Place for Hunter-Gatherers During the Late Holocene: The Case of Burials in Pit on the Coast of Lángara Bay,Argentine Patagonia

In Argentine Patagonia, the type of archaeological burial “in pit” has been only identified on the coast of Lángara Bay. This modality is characterized by the presence of single and multiple primary burials. Studies on five human burials in pits are presented in this article. The aim is to compare the contexts of burials in pit at the site level and the spatial characteristics of their distribution in the Lángara Bay locality from a diachronic perspective. The approach focuses on mortuary practices and social relations of hunter-gatherer groups during the Late Holocene. A characterization of the burials, their chronologies, bioarchaeological determinations, stable isotope studies, and their spatial distribution are included. The results allow us to chronologically place the contexts between ca. 3000 and 2000 cal BP. A spatial pattern in the distribution of burials in the coastal landscape was identified. Finally, it is proposed that this part of the Patagonian coast was a persistent place of burials in pit.     

How not to build a world wireless network: German–British rivalry and visions of global communications in the early twentieth century

Abstract

Edward Snowden’s revelations laid bare an unprecedented scale of state influence on communications technology. But government elites have frequently shaped technological development through their beliefs about potentially nefarious uses of communications. This article argues that beliefs about how other states or groups might use a technology can shape innovation. In particular, German visions about the British use of cables spurred German investment in developing wireless telegraphy. Germans imagined that the British were using cable technology to damage Germany’s reputation, spy on Germany and ‘poison’ neutral countries against the Central Powers. The German government and military at first created a colonial wireless network to bypass British cables. In World War I, however, they sought to establish a world wireless network. In the end, innovation was significantly shaped by how Germans imagined their enemies’ uses of communications technology.
