This article examines the institutional factors that account for the outcome of efforts to decentralize control over natural resources to local communities. It focuses on the political nature of institutional processes associated with decentralization in sub‐Saharan Africa through a comparative analysis of wildlife management reforms in seven east and southern African countries. Institutional reforms are largely dependent on state authorities' patronage interests, which in turn are shaped by the relative economic value of wildlife, the degree of central control over commercial utilization, and the accountability of governance institutions. Our findings have a range of practical implications for the design of CBNRM initiatives and institutional reform strategies.  相似文献

In the past few years scholarly discussions have characterized indigenous knowledge as a significant resource for development. This article interrogates the concept of indigenous knowledge and the strategies its advocates present to promote development. The article suggests that both the concept of indigenous knowledge, and its role in development, are problematic issues as currently conceptualized. To productively engage indigenous knowledge in development, we must go beyond the dichotomy of indigenous vs. scientific, and work towards greater autonomy for ‘indigenous’ peoples.  相似文献

Response of masonry walls to out-of-plane excitation is a complex, yet inadequately addressed theme in seismic analysis. The seismic input expected on an out-of-plane wall (or a generic “secondary system”) in a masonry building is the ground excitation filtered by the in-plane response of the walls and the floor diaphragm response. More generally, the dynamic response of the primary structure, which can be nonlinear, contributes to the filtering phenomenon. The current article delves into the details and results of several nonlinear dynamic time-history analyses executed within a parametric framework. The study addresses masonry structures with rigid diaphragm response to lateral loads. The scope of the parametric study is to demonstrate the influence of inelastic structural response on the seismic response of secondary systems and eventually develop an expression to estimate the seismic input on secondary systems that explicitly accounts for the level of inelasticity in the primary structure in terms of the displacement ductility demand. This article addresses one of the most controversial issues in resource management: how do population and market pressures affect resource use? After examining some shortcomings in several major approaches to the issue, the authors use structural equation analysis to decipher the relative and reciprocal influence of population pressures, markets, and institutional arrangements on forest use in the Kumaon Himalaya in India. By deploying an approach which investigates comparatively the effects of these factors, the article attempts to find a way out of the stultifying positions that participants in the debate on overpopulation and environmental change are forced to adopt. The results presented in the second half of the article are especially interesting, showing that local institutions created by the state play a critical role in mediating the influence of structural and socio-economic variables. The findings thus possess significant implications for all who are interested in co-management of renewable resources by the state and the community.  相似文献

The geography of music has recently turned to questions of embodiment and materiality to account for the sensuous specificity of music. Extending this work, this article emphasizes the constitutive work that embodied experience of music and space does for social differences such as race and gender. It criticizes what is perceived as a limited conception of embodiment in non-representational theory. Using ethnographic evidence from the rave tourism scene in Goa, India, it is argued that precisely during the scene's most mystical and hedonistic moments (what will be called the ‘morning phase’), racial dynamics are at their starkest. It is crucial to understand that racial difference is emergent and not automatic. The article then suggests a Deleuzian musicology which conceives music not as form, language or ideology, but as force. Accounting for the richness of musical materiality involves examining the networks of power and inequality through which it necessarily operates.  相似文献

Recently, the authors have proposed ground motion pulse filters for designing effective active and semi-active controllers for base-isolated structures subject to near-field earthquakes. The controller design is realized by augmenting the structural system equation with state-space model of the pulse filter. It has been observed that the resulting controllers are capable of simultaneously reducing peak values of base displacement, superstructure drift, and accelerations of the base and the superstructure simultaneously within practical range of control forces. Since the pulse model depends on ground pulse period, ground pulse decay factor, and the pulse shape factor, a parametric sensitivity analysis is carried out to find pulse parameters for a broad range of earthquakes. It is found that the performance of the controller doesn't vary significantly if the pulse period is underestimated by 50% or overestimated by 20% with respect to the actual ground pulse period, the ground decay factor is between 0.15 and 0.35 and the pulse shape factor is between 1 and 3.  相似文献

We deliver a next-generation Probabilistic Seismic Hazard model of West Bengal based on improved seismogenic source characterization considering both the Layered Polygonal sources & Tectonic sources in the hypocentral depth range of 0–25 km & 25–70 km, seismic local-specific site condition, and adaption of appropriate region specific ground motion prediction equations in a logic tree framework. The surface consistent Probabilistic seismic hazard distribution in terms of Peak Ground Acceleration (PGA) & 5% damped Pseudo Spectral Acceleration (PSA) at different time periods for 10% probability of exceedance in 50 years have been generated and the design response spectra computed.  相似文献
