Since 2001 when Lesotho embraced the neoliberal African Growth and Opportunities Act that offers preferential access to the US market, its garment industry has expanded dramatically to become the nation’s leading employer. Elsewhere, large-scale employment of women in low-paid factory jobs has entailed spatial restructuring of gender and age relations. Lesotho is a distinctive context, with socio-spatial relations historically adjusted to male labour migration, high levels of contemporary male unemployment and alarming AIDS prevalence. Based on semi-structured interviews with 40 female factoryworkers and 37 dependents, this article applies a relational time-space analysis to explore how financial and spatio-temporal aspects of factory employment articulate to alter women’s relationships with those for whom they have culturally determined responsibilities: their children, those suffering from ill health and their (generally rural) home communities. The analysis highlights that such employment is not merely adding to women’s responsibilities, but transforming how they are able to undertake social reproduction, as practical, social and emotional roles are converted to largely financial obligations.  相似文献

In this contribution we discuss the process of feedback and dissemination that we adopted following research with children affected by AIDS in southern Africa. We outline our reasons for engaging in detailed feedback and dissemination, distinguishing between active or passive processes and discuss the participatory methods we adopted. Through our reflections we consider feedback as an obligation to participants and dissemination as a potential agent of social change. In addition we evaluate the effectiveness with which we were able to truly incorporate the voices of young people in our dissemination and relinquish control of the outcomes to make them available for action among policy-makers. In conclusion we highlight that active dissemination, although not able to guarantee that research recommendations will be acted upon, at the very least opens dialogue and enhances understanding among those able to implement action.  相似文献

Abstract: Families, the state and employers all have a broad if differentiated interest in securing the daily and generational reproduction of society. Whereas in Western countries, the past two decades have witnessed a progressive displacement of responsibility for social reproduction from the state to families, in southern Africa, day‐to‐day social reproduction has always remained overwhelmingly the preserve of families. Today, however, the AIDS pandemic is radically transforming family life for many children, and prompting concerns (arguably a moral panic) about the potential breakdown of social reproduction. Even in Africa, schools have long supplemented families in delivering generational reproduction, albeit geared around the transfer of “factual” knowledge and with a narrow focus on preparing new generations of workers. In light of the AIDS pandemic, a number of commentators have suggested ways in which schools could further substitute for the diminishing capacities of families. Based on interviews with decision‐makers and analysis of policy documents, I explore a number of interventions being enacted in Lesotho's schools. I argue that such initiatives remain small in scale and often justified in relation to retaining children in school. In practice both government and employers remain more interested in the generational reproduction of workers than in daily reproduction. If the welfare needs of AIDS‐affected children are to be met through schooling, there is a need for the education sector's role to be understood in relation to an ethics of care, rather than the functionalist production of a future workforce.  相似文献

In February 2007, UNICEF launched the latest in a series of reports comparing the conditions of young people's lives across the world's more industrialised countries. The report ranked the UK as the lowest of the countries investigated. We give a critical overview of the report, identifying its limitations as well as some of the trends it reveals. We also discuss the poor placing of the UK in relation to current broader political and public debates.  相似文献

Coalitions have always played an advocacy role in policymaking, but they are increasingly regarded as a form of community capacity that can be harnessed to civic ends. As explored in this study of urban school reform in Oakland, California, this civic view of coalitions confronts a tension between the cohesiveness and the inclusiveness of coalitions. Coalitions unified around cohesive goals and beliefs are often narrowly based, which can encourage the formation of rival coalitions. By contrast, reform coalitions that build broad-based support across the community may have difficulty developing coherent reform strategies. Using a social network analysis of key stakeholders to analyze the challenges of building civic capacity in Oakland, we find that the school district's recent reform experience more closely resembles an advocacy coalition than a broad civic coalition. The article then explores strategies for developing a broad civic coalition by expanding the existing advocacy coalition. We use the network analysis to identify opportunities for brokerage across individuals, institutions, and issues.  相似文献

Abstract: African university students have long engaged in political activism, responding to changing political, social and economic circumstances through protest that has at times exerted considerable influence on the national stage. Student activism employs highly spatialised strategies yet has received minimal attention from geographers. Drawing on case studies from Senegal and Zimbabwe, we identify four phases of activism in which students have mobilised distinctive relational spatialities in responding to changes in the spatial expression of dominant political power. In so doing, we highlight the inadequacies of approaches to resistance that give excessive emphasis to a power/resistance dualism or to questions of scale.  相似文献

Abstract

Over the past two decades, southern Africa has experienced both exceptionally high AIDS prevalence and recurrent food shortages. International institutions have responded to these challenges by framing them as security concerns that demand urgent intervention. Young people are implicated in both crises and drawn into the securitisation discourse as agents (of risk and protection) and as (potential) victims. However, the concepts of security deployed by global institutions and translated into national policy do not reflect the ways in/security is experienced ‘on the ground’ as a subjective and embodied orientation to the future. This paper brings work on youth temporalities to bear on social and cultural geographies of in/security and securitisation. It reports on research that explored insecurities among young people in Lesotho and Malawi. It concludes that, by focusing on ‘threats’ in isolation, and seeking to protect ‘society’ as an abstract aggregate of people, global securitisation discourses fail either to engage with the complex contextualised ways in which marginalised people experience insecurity or to proffer the political responses that are needed if those felt insecurities are to be addressed. However, while securitisation is problematic, in/security is nonetheless an important element in young people’s orientation to the future.  相似文献
