Capital, State and Space: Contesting the Borderless World   总被引:5,自引:0,他引:5
The globalization of economic activities and transnational corporations (TNCs) has led us to think that we are entering a 'borderless' world. Some prophets of globalization argue that it has led to the end of geography. To them, the state has ceased to be an institution capable of exerting influences on the activities of transnational capital, which has also become increasingly 'placeless'. This paper aims to contest the issue of the alleged end-state discourse of a 'borderless' world. It argues that, despite the accelerated processes of globalization, national boundaries still matter in the decision-making and global reach of capital. The notion of a 'borderless' world is more folklore than reality. Based on theoretical and empirical literature in international political economy and business studies, the paper offers a dialectical perspective that examines the changing relationship between capital and the state, and the embedded relationship between capital and space in the organization of the global space-economy. Together, both arguments point to the importance of understanding dynamic transformations of the global economy, before considering its globalization tendencies.

Globalization as a process has developed exponentially over the past 20 years, generating multiple and opposite effects for local and regional development (LoRD). This has created both new opportunities as well as raising new threats for local actors, both public and private. This special issue sets out to consider the prospects for LoRD in this context. Our aim in the introductory article is to consider how globalization may bring about LoRD. We do this through a comparative review of three critical analytical frameworks that have been used in recent years to examine the changing dynamics of globalization and their consequences for local production systems, namely global value chains, global production networks and global innovation networks. We provide an overview of these distinct approaches, identifying their strengths and weaknesses. Our argument is not that any one of these approaches is necessarily “better” than the others, but rather that to formulate a more complete and dynamic territorial perspective on regional development in the context of globalization, there needs to be an attempt at (eclectically) integrating the elements of these three distinct frameworks. The article then goes on to show how individual contributions in this special issue push forward this agenda, drawing on these distinct analytical frameworks to consider the transformative prospects for LoRD.

Rethinking relational economic geography
Recent theoretical and empirical work in economic geography has experienced what might be termed a 'relational turn' that focuses primarily on the ways in which socio-spatial relations of economic actors are intertwined with processes of economic change at various geographical scales. This phenomenon begs the questions of whether the 'relational turn' is simply an explicit reworking of what might be an undercurrent in economic geography during the late 1970s and the 1980s, and whether this 'turn' offers substantial advancement in our theory and practice. In this paper, I aim to evaluate critically the nature and emergence of this relational economic geography by revisiting its antecedents and conceptual frameworks. This evaluation opens up some significant conceptual issues that are further reworked in this paper. In particular, I argue that much of the work in this 'relational turn' is relational only in a thematic sense, focusing on various themes of socio-spatial relations without theorizing sufficiently the nature of relationality and its manifestation through power relations and actor-specific practice. This paper thus illuminates the nature of relationality and the multiple ways through which power works itself out in 'relational geometries', defined as the spatial configurations of heterogeneous power relations. As a preliminary attempt, I first conceptualize different forms of power in such relational geometries and their causal effects in producing concrete/spatial outcomes. I then show how this relational view can offer an alternative understanding of a major research concern in contemporary economic geography – regional development.

This paper examines the innovation strategies driving Asian firms' investment in the US based on the resource-based model of knowledge. Specifically, it is shown that Asian firms' competitive advantage revolves around their ability to capture rents through a series of technological and marketing capabilities that collectively constitute the firms' knowledge resource base. The process of learning is documented by shedding light on the major sources of knowledge acquisition that enhance technological capabilities internally and externally. Specifically, this empirical research, based on a large-scale quantitative survey of Taiwanese, South Korean, and Singaporean firms in the US that was conducted between 2003 and 2004, shows that the firms in industrializing Asian economies (henceforth the IAFs) are directly investing in the US and setting up R&D operations there to acquire knowledge that enables them to become more innovative. A variety of technology sourcing strategies practiced among these IAFs was found, depending on their firm-specific variables (e.g. size and sector) and their prior technological capabilities. The types of technology and knowledge sources also go beyond conventional technological know-how to embrace the entire production chain from manufacturing technologies to expertise in marketing and distribution.

This paper attempts to understand the regionalization of national firms from Singapore within the methodological construct of the regulationist perspective. It aims to demonstrate the usefulness of some concepts in the regulationist perspective for explaining restructuring processes in developing countries, and to evaluate critically the role of some of these concepts—such as regimes of accumulation and modes of social regulation—in illuminating the internationalization of capital through transnational corporations and their associated foreign direct investment. In particular, the paper argues that Singapore's export-led regime of accumulation manifests inherent contradictions in its dependence on foreign capital, the domination of the domestic economy by state-owned enterprises, and the relative underdevelopment of indigenous entrepreneurship. While this accumulation process was embedded in an earlier set of social and institutional mechanisms, its contradictions and tensions were not appropriately regulated and contained. When Singapore experienced two major external economic crises in the mid-1970s and 1985, these shocks and their internal tensions triggered a continuous process of economic restructuring regulated by a distinct combination of social and institutional mechanisms, or "fixes." One such institutional fix in recent years has been the promotion of the regionalization of Singaporean firms through the social regulation of local labor markets and the state-led establishment of institutions to facilitate the regionalization drive.

The globalisation of economic activities has fundamentally reshapedthe relationships between production and trade. The cross-borderproduction activities of transnational corporations (TNCs) havenot only deepened spatial divisions of labour, but also complicatedour understanding of international trade patterns. The developmentof intricate regional production networks by global corporationshas major implications for production fragmentation, internationaltrade, and rules of origin in the global economy. Empiricallygrounded in a study of regional production networks controlledby Singapore-based TNCs, this paper aims to make a modest contributionto the emerging literature on production fragmentation and rulesof origin. Based on an analysis of empirical data from a surveyof 63 parent Singapore-based manufacturing TNCs that have cross-borderoperations in Southeast Asia, I found that their spatial productionfragmentation is rather limited. Most of their Southeast Asiansubsidiaries cater to local markets, or manufacture components/partsfor the regional production facilities of their major globalcorporation customers. I also consider the implications forbusiness strategies and public policies in relation to productionfragmentation and rules of origin in Southeast Asia.
