Since the collapse of the communist system, regional inequalities have increased in Central European Countries. This paper describes an assessment of the impacts of regional development programmes on the development of Hungarian regions at a highly disaggregated level between 2002 and 2008. We construct a multi-dimensional composite indicator to estimate the overall development of rural regions and capture social, economic and environmental dimensions. The impacts of rural development programmes were investigated through counterfactual analysis in combination with Propensity Score Matching and Difference-in-Differences approaches. There has been considerable variation with increasing concentration in the level of subsidies distributed during the analysed period. From a policy perspective, the results are disappointing. Irrespective of the subsidy measures or methodology employed, the impact of the former is very close to zero or non-significant. Our findings cast serious doubt on the effectiveness of development policy and the long-run convergence of European regions.  相似文献

For a long time, the late period of the Habsburg Monarchy has been characterized as a battlefield of nation-building elites who employed historical scholarship (among other means) to promote nationalistic ideas. More recent studies, however, have examined and called attention to the powerful structures which held this monarchy together. In the age of historicism, the Habsburg Monarchy also needed a plausible historical narrative on which it could base claims of the legitimacy of its rule. This narrative was created first and foremost by Viennese historians. Yet there were historians in the Habsburg Monarchy’s regional centres who made significant contributions to the development of concepts of an imperial history, too. In this article, the author examines their efforts. Until around 1900, supranationalism and regionalism were the dominant concepts in the historical writings of the authors in the Military Frontier and Bukovina and also in the works of the renowned Prague historian Anton Gindely. Loyal to Vienna, some Hungarian historians reassessed national history in order to reconcile it with the imperial past. Transnational history was also a method of demonstrating the congruity of national and imperial interests. In the age of high nationalism, historians thus contributed to both national and imperial cohesion.  相似文献

This article emphasises the non‐economic goals of economic nationalism and in particular its often overlooked political goals. Drawing parallels between economic nationalisms in Central Europe and East Asia, it focuses on Poland and Hungary and asks why did these countries turn to economic nationalism. The article traces this turn to ideational foundations developed by right‐wing intellectuals over the last two decades, arguing that right‐wing intellectuals believed that liberalism has failed what they conceived of its most important (political) purpose, the need of a radical break with the communist past. Based on a study of the writings and careers of leading Polish and Hungarian right‐wing intellectuals, the article draws attention to the nature of the perceived threat to the nation. It contributes to the sociology of nationalism an analysis of how such a threat emerges and translates into a guiding idea of illiberal economic policies.  相似文献

Increasing university–industry interaction (UII) and university contribution to the local economy are compatible—conventional wisdom would say. However, similar to other university activities, interaction with industry may be limited due to a lack of absorptive capacity in local firms. The data of those participating in the European Union's (EU's) Sixth R&D Framework Programme (FP6) were used to obtain values for the number and, notably, the budgets of UII projects at the regional level for the EU27. Two types of interactions were considered: inside and outside the region. Our analysis indicates that universities from regions whose firms have low absorptive capacity participate more often in FP6 projects with firms outside the region. Our results highlight the value of policies that facilitate firm R&D to enhance collaboration with regional universities.  相似文献

In this paper I examine agglomeration effects on the intensity of local knowledge transfers from universities to high technology innovations within the modified Griliches-Jaffe knowledge production function framework. Estimations are carried out at the level of U.S. metropolitan areas. Concentration of high technology employment turns out to be the most important factor promoting local academic knowledge transfers. I find that a "critical mass" of agglomeration must be reached in order to expect substantial local economic effects of academic research spending.  相似文献
