THE DETERMINANTS OF STATE MANUFACTURING GROWTH RATES: A TWO-DIGIT-LEVEL ANALYSIS*

ABSTRACT. This paper analyzes 1954–1987 state manufacturing employment growth in 19 two-digit industries. Markets were found to be the strongest influence in 18 industries. Labor was the second strongest, followed by a threshold variable. Weaker influences were resources, taxes, and amenities. Regional values for the market, labor, and threshold variables corresponded well with regional employment change in the Manufacturing Belt and all other regions of the U.S.     

Selected Characteristics of Soviet Foreign Trade and Implications for the Foreign Trade of the Commonwealth of Independent States

This paper provides observations on recent patterns of the Soviet Union's foreign trade in the context of factor endowment trade theory and two models drawn from the new trade theory. Empirical analysis indicates that recent Soviet foreign trade was not based on differing factor intensities between Soviet goods and the those of the rest of the world. Instead, the recent geography of Soviet foreign trade suggests that it conformed more to the trade in differentiated products expected under the new trade theory. These results suggest that Soviet foreign trade had developed in such a way that, at least with respect to merchandise trade, the Commonwealth of Independent States (CIS) has a strong potential for fairly rapid integration within the group of industrial countries.     

Picking up the Pieces: Goa's endangered traditional craft

Three sewn boats surveyed in 1838 are used to evaluate traditional Goan sewn craft. Types additional to those recorded in the 19th century were located during fieldwork. The West Coast provided an abundance of raw materials exported to countries which lacked them; unknown is the extent of the export of local expertise. A consistency of sewing methods, materials, waterproofing, and antifouling are evidence for an indigenous boatbuilding tradition. In Goan pirogues the weight of the crew and nets is carried at the level of the sheer‐strake seam. In prehistory large pirogues of Goan type could have made long‐distance voyages using an outrigger to confer stability. To date archaeological evidence is lacking.

Rebranding the State: Uganda's Strategic Use of the International Criminal Court

When governments invite the International Criminal Court (ICC) to conduct investigations within their own borders, they seem to indicate acceptance of global norms of accountability for wartime atrocities. The first of these self‐referrals came from Uganda, whose government requested investigation into its conflict with the Lord's Resistance Army (LRA), a conflict within which it, too, committed large‐scale human rights violations. This article argues that Uganda used the ICC to help solve a problem faced by many of the world's least powerful states, whose domestic politics are often structured through patron–client networks. Their rulers need to distribute basic state resources, including physical protection, to loyal clients without alienating donors who demand provision of these same resources by right to all citizens. By inviting external scrutiny and manipulating the investigative process, the Ugandan government received an international seal of approval for practices that the ICC would normally punish. This strategy has system‐wide consequences in that repeated mislabelling of rights violations as compliant with international norms causes the meaning of compliance to become incoherent, and norms are less able to constrain the behaviour of all states in the long run.     

Ceramic Production and Interaction in the Northern Range of Trinidad

Regional syntheses based on data recovered mostly from outside of the Northern Range have characterized the mountainous region in northern Trinidad as a boundary between two distinct interaction spheres during the Early Ceramic Age (ca. AD 350–650/800) (Boomert 2000 Boomert, A. 2000. Trinidad, Tobago and the Lower Orinoco interaction Sphere: An Archaeological/Ethnohistorical Study. Alkmaar: Cairi Publications. [Google Scholar]). Changes occurring on Trinidad, other islands of the southern Lesser Antilles, and the South American mainland resulted in the disintegration of these earlier style zones during the final centuries of the Early Ceramic (Boomert 2000 Boomert, A. 2000. Trinidad, Tobago and the Lower Orinoco interaction Sphere: An Archaeological/Ethnohistorical Study. Alkmaar: Cairi Publications. [Google Scholar], 2010). This period of Late Ceramic cultural realignment was characterized by climate change, the renegotiation of political and social networks, and demographic transformations. We consider newly recovered ceramic evidence from the central Northern Range in order to evaluate the characterization of the region as a boundary and the region's role in broader Caribbean trends. We examine participation in interaction spheres to provide a more nuanced understanding of regional dynamics as they were expressed locally. Ceramic data indicate that occupants of the central Northern Range interpreted regional styles using locally derived materials, thus simultaneously engaging regional traditions and constructing local patterns of resource exploitation.     

Policy Innovativeness and Interstate Compacts

Are some American states inherently more innovative than others? This question has confounded researchers for more than four decades. In this study we develop a measure of collective policy innovation that measures formal cooperative policy arrangements among the states, compare the measure to existing measures of internal state policy innovation, and assess whether existing innovativeness measures explain policy cooperation among the states. This test of the innovativeness concept addresses internal and external validity concerns that have long plagued this research tradition. Our multivariate analyses indicate that policy innovativeness is often a statistically and substantively important determinant of compact participation. These results suggest that (i) innovativeness is a meaningful and durable state attribute, (ii) several existing indices successfully capture the underlying latent concept, and (iii) innovativeness provides analytic utility in multiple empirical contexts.
