The growing field of collaborative governance has long sought to explain processes of collective decision making. Insights from institutional analysis highlight the influence of rules in shaping collective decisions. Yet, less is known about how such rules are created; in other words, how collaborative organizations decide how to decide. By drawing on concepts from Cultural Theory, we examine the connections between worldviews and decision rules across four collaborative watershed organizations in Ohio, United States. Results from this comparative case analysis indicate correlations between the group dimension of worldview and decision rules about choice, as well as between the grid dimension of worldview and two different types of decision rules, choice and aggregation. These results highlight the explanatory value of integrating aspects of Cultural Theory with the Institutional Analysis and Development framework. Results also suggest how governments might more effectively engage with collaborative organizations.  相似文献

There is a growing movement toward collaborative stakeholder participation in environmental policy. Rather than calling for a reliance on government officials to solve environmental problems, this approach calls for empowering a community of stakeholders to contribute meaningfully. Scholars examining citizen participation have investigated the performance of such efforts. This study examines one important aspect of performance, the impact of stakeholder participation on policymaking at the local level. A multiple‐case analysis of county‐level, community‐based task forces working on farmland preservation planning in Ohio, U.S., reveals patterns of policymaking processes and the near‐term impacts of collaborative planning. These patterns are linked to scholarship using prior empirical studies as well as the Institutional Analysis and Development framework, which integrates physical, social, and institutional variables to examine collective decision‐making related to natural resources. Results indicate that the degree of policy change is associated closely with local contextual factors, rather than internal group factors often emphasized in studies of citizen advisory committees and collaborative groups.  相似文献

This study employs the Institutional Analysis and Development framework across three collaborative watershed partnerships with differing membership profiles (government centered, citizen centered, or mixed) to determine how rules at varying levels of action (operational rules, collective-choice rules, and constitutional rules) affect the formation and implementation of rules-in-use at different levels. Examining trends across group types at varying levels of action helps illuminate how the operational rules produced by different types of partnerships result in outputs that impact watershed management. Results show that the source of rules and their impact on subsequent levels of action vary by group type, with federal and state policies playing a larger role in government-centered and mixed-membership groups than in citizen-centered groups.  相似文献

This article argues that the official landscape heritage in Sweden is formed in an interplay between regional and national discourses, and that the national ideology during the last century has promoted the preservation of stereotyped landscapes that partly ignores the conditions under which these landscapes were actually formed. This tends to naturalise the landscape, often cleansing it of human action and thereby generating a notion of an innate and given national landscape. To illustrate this, the landscape of the province of Skåne in southernmost Sweden is discussed from a heritage perspective. This province (which was Danish up to 1658) has a landscape characterised by its openness and contrasting to the emblematic Swedish cultural landscape of forests and small hamlets. A conclusion is that Skåne's landscape heritage runs the risk of being alienated when it is valued from a national criterion, and that a critical questioning of official heritage practice is therefore needed.  相似文献

While natural resource-based industries are very efficient exploiting the natural endowments in developing countries and having an important participation in world markets (e.g. copper in Chile), most of them have not generated economic development based in knowledge-based resources in their societies. While this article reviews the national system of innovations in which the mining industry in Chile is based, we cannot neglect the importance of an international dimension in terms of its spatial dimension of the system of innovations [Fromhold-Eisebith, M. (2007) Bridging scales in innovation policies: How to link regional, national and international innovation systems, European Planning Studies, 15, pp. 217–233.] given the globalized characteristics of the mining industry. We found that Chile contributes 36% of the total copper production in the world but the investments in research and development are very low compared with the revenues of the industry and there are almost no patents originated in Chile registered in the United States Patent and Trademark Office (USPTO) data base, the most important market for knowledge-based innovations. We can conclude that Chile is still depending on comparative advantages rather than constructed advantages [Cooke, P.
