Barcelona—fast forward? City entrepreneurialism in the 1980s and 1990s

Since 1979 the city council of Barcelona has sought to guide the city's destiny by a variety of methods, most powerfully by securing the 1992 Olympic Games candidacy, but also by means of two strategic planning exercises, begun in 1988 and 1992. These strategies are examined within their political and economic contexts in order to understand how they relate to changes in Spanish and Catalan politics, in global/local economic shifts and in thinking on city guidance. Significant differences in the three phases of city promotion are identified. It is concluded that strategic planning within the context of the intense spatial economic competition of the late 1990s may be even more difficult for Barcelona than was its drive up to 1992.

Rethinking Aboriginal ‘Resistance’: The Community Development Employment (CEPD) Program

In this paper I wish to contribute to an understanding of ‘Aboriginal resistance’ by a study of the politics of remote Aborigines' ‘employment’. I begin by highlighting some themes in recent discussions of the Community Development Employment Projects (cdep ) policy, before looking back at some features of the welfare and pastoral economy in the Central Australian hinterland, c. 1950 to c. 1975. My aim is twofold: to show some of the cultural continuities in the relationships between remote Aborigines and government; and to criticise constructively the notion of ‘Aboriginal resistance’, to advocate a structural and processual notion of ‘resistance’ and to move away from one based on the clear identification of actors.     

Townships and early fields in north Nottinghamshire

Recent work by Riley has illustrated the existence of an extensive system of fields of probable Roman date in north Nottinghamshire and south Yorkshire. When these are compared with the alignments of township boundaries it is evident that the two patterns do not coincide. This suggests that the medieval township structure was not based on an earlier pre-Saxon system of territorial divisions. Such a suggestion would support arguments that have been put forward for a discontinuity of occupancy between the Roman and Saxon periods in this part of England.

Hegemonic power relations in real practices of spatial planning: the case of Turkey

There is a wide gap between planning ideology and planning practice in some regimes. In planning practice, contextual differences and traditional practices affect urban spatial configurations and their related societal dimensions, and also influence the legislative and administrative systems that dictate the process and production of the built environment. This is linked to situations where hidden practices and power relations among key actors may limit democratic participation in the planning process and challenge ethical practice. This paper focuses on the emerging traditions of planning practice in Turkey. We argue that by understanding the role(s) of the key actors in the process and investigating approval processes in detail, it can become evident that planning ‘on the ground’ is often tokenistic and circumvented by hegemonic power relations and tactical actions. These latter in turn side-step a requirement for democratic participation and encourage a ‘loosening’ of planning ethics.
