Cooling centres provide respite, safety, and social support during extreme heat events for populations that do not have the resources to own or operate in-home air conditioning. The objective of this study was to measure the spatial accessibility of cooling centres and analyze the associations between cooling centre access and marginalization in Montreal, Toronto, and Vancouver, Canada. The potential spatial accessibility of cooling centres within a 15-minute walk was measured at the dissemination area scale using the two-step floating catchment area method. A two-stage modelling approach was used to analyze the associations between cooling centre access and marginalization. Approximately 62%, 58%, and 54% of the populations in Montreal, Toronto, and Vancouver had access to at least one cooling centre. In Montreal and Vancouver, high marginalization areas were more likely to have cooling centre access than low marginalization areas. Of the areas with cooling centre access, smaller access scores were observed in areas with high residential instability. Approximately one-fifth of the areas in each city had no cooling centre access and high marginalization, and may be considered for future cooling centres or programs that improve accessibility to existing centres.  相似文献

This article examines the ways women's processes of self‐formation are indicative (or not) of new possibilities for women's gendered selves in the post‐Reformasi period in Indonesia. It focuses on the development arena to reveal how shifts in state rhetoric, from top‐down guidance based on a patriarchal familial model to bottom‐up, inclusive development based on empowerment, have transformed what is referred to as the ‘topography for self’. The article draws upon theories of personhood a) to show how gendered selves emerge and are contested within particular historical conditions; and b) to develop an alternative framework of ‘empowerment’ that focuses not on capabilities and choice, but on an expansion in the possibilities for self. It argues that models of community‐driven development have provided new opportunities for women to hold and enact socially recognizable subject positions. This constitutes a form of empowerment for individual women but does not necessarily reflect challenges to patriarchy in Indonesia.  相似文献

Interest in the study of foodways through an archaeological lens, particularly in the American Southeast, is evident in the abundance of literature on this topic over the past decade. Foodways as a concept includes all of the activities, rules, and meanings that surround the production, harvesting, processing, cooking, serving, and consumption of food. We study foodways and components of foodways archaeologically through direct and indirect evidence. The current synthesis is concerned with research themes in the archaeology of Southeastern foodways, including feasting, gender, social and political status, and food insecurity. In this review, I explore the information that can be learned from material remains of the foodstuffs themselves and the multiple lines of evidence that can help us better understand the meanings, rituals, processes, and cultural meanings and motivations of foodways.  相似文献

This article extends the Institutional Analysis and Development Framework's seminal research on common pool resource (CPR) management in new directions by exploring how the design principles of robust and enduring CPR management, initially proposed by Elinor Ostrom in 1990, can be used to measure and assess cross‐scale institutional linkages. This study examines data from 14 interstate river basin compacts in the western United States to identify the types of linkages established in these interstate settings, the factors that contribute to the emergence of diverse types of linkages around these shared resources, and how different types of linkages perform. Using Ostrom's CPR design principles to operationalize and measure linkages, the study shows that diverse types of cross‐scale linkages were created under the 14 interstate compacts, with linkages related to monitoring found to be particularly prevalent. The types and diversity of linkages can largely be explained by the conditions under which compacts emerged and the water management issues states jointly face. In applying the evaluative criteria operationalized by the CPR design principles, this research further shows that the monitoring and collective choice linkages created by compacts tend to be of higher quality, while enforcement and conflict resolution linkages appeared to be of the lowest quality. In addition to developing the IAD literature on CPR management, these findings offer critical insights for assessing the capacity of interstate river basin compacts in the western United States to manage shared resources successfully, as well as insights for what types of institutional investments may be needed for enhanced resource governance.  相似文献

This article focuses on the coverage of the ?Urabi rebellion of 1881–82 in the Istanbul-based Persian-language newspaper Akhtar. Akhtar was the first periodical to be published in Persian outside the auspices of the Qajar state, and first appeared on 13 January 1876, from the press owned by Mohammad Tāher Tabrizi in the Valide Han in the Ottoman capital. The objective of the present article is twofold. First, it aims to interweave the history of the Persian-language publication Akhtar with broader questions of how the Hamidian state strove to situate itself within a changing international order in a bid to affirm its legitimacy and sovereignty. It then proceeds to examine the ideological leanings of Akhtar set against the complex background of censorship laws implemented by the Hamidian state (1876–1908). To this end, by scrutinizing the reportage of this one specific event—the Egyptian crisis of 1881–82—it attempts to shed light on how the editors of Akhtar successfully maintained the delicate equilibrium of appeasing both its patrons: namely, the Hamidian state and its readership across the region where Persian was spoken. Thus, the article seeks also to highlight the ways in which inter-imperial dynamics lie at the heart of the history of this “Persian” publication.  相似文献

In public policy processes, collective learning among policy actors is important in shaping how these processes unfold and the types of policy outcomes that may result. Despite a widespread interest in learning by policy scholars, researchers face a number of conceptual and theoretical challenges in studying learning across different collective settings within policy processes. In this article, we offer a theoretically grounded approach to defining and understanding collective‐level learning. In defining learning, we first draw out the connection between learning processes and learning products, both cognitive and behavioral. In examining learning processes, we further explore the relationship between individual and collective learning. Then we identify and define the key characteristics of collective settings that will likely influence learning processes. We conclude by offering recommendations for policy scholars to apply this approach in studies of learning across diverse policy contexts.  相似文献

Policy processes are ongoing phenomena without beginning or end. Accordingly, a major focus of research has been on questions of stability and change. This paper continues in this tradition by examining advocacy coalition stability, belief change, and learning. This paper draws on three waves of policy actor surveys that compare panel and non-panel samples. The data were collected in 2013, 2015, and 2017 in the context of oil and gas development in Colorado, USA. The findings mostly confirm that coalitions and beliefs tend to be stable and that learning leans toward reinforcement rather than change in beliefs. However, although rare, some instances of belief change, change in coalition membership, and changing policy positions occur. This paper makes theoretical and empirical contributions to the study of stability, change, and reinforcement of advocacy coalitions and their beliefs and charges policy scholars to look more at the exceptions to the evidence rather than the confirmations.  相似文献

Unmarried mothers in eighteenth‐century London captivated the public imagination in unprecedented ways. Using the petitions for admission into London's Foundling hospital, this article argues that unmarried mothers did not have to conform to a model of female sexual passivity, of ‘respectable illegitimacy’, in order to receive charitable relief in the eighteenth‐century metropolis. The governors of the Foundling Hospital could be indiscriminate in the petitions that they passed. This did not mean, however, that petitioners were unaware of how best to represent their case in their attempts to find a home for their child. But throughout the eighteenth century, ‘proper objects of charity’ included petitioners with many different stories to tell. These were determined by the concerns and questions of the Foundling Hospital's authorities and were not unproblematic representations of poor women's mental maps, but this piece emphasises that the circumstances of their lives rarely required embellishment to convince others of their necessity. Economic need rather than shame was the all‐important criterion in the admission of a child into the Foundling Hospital. Women's accounts of their lives provided overwhelming evidence that they, rather than the fathers of their babies, were the ‘unfortunate sex’, but they were neither hopeless nor without desire. The language of the petitions was intimately related to the everyday lives of London's poor. What framed most of the accounts presented by petitioners was not seduction, shame or secrecy but misfortune.  相似文献

This paper examines compacts used by U.S. western states to engage in shared governance of interstate rivers. Compacts are viewed as inflexible, rigid governance structures incapable of responding to changing environmental and institutional settings because of the use of unanimity rules and the inability to directly regulate water users. Using data from a study of 14 western interstate river compacts we examine this claim. In particular, we explore the response of compacts to water conflicts. We find that members of compacts, closely related water agencies, and compact governments are capable of responding to conflicts. To better understand this finding, we identify the conditions under which compacts are likely to address conflicts, as well as the types of conflict solutions compact governments adopted.  相似文献
