Bergen and Seattle: A tale of strategic planning in two cities

Strategic planning, as developed in the military and business sectors, offers a procedural model with important differences from the earlier comprehensive approach. Economic and physical development strategies, often called for by national planning legislation in European countries, frequently have little in common with the model proposed by Steiner for private firms, or espoused for the public sector by Bryson and others: there appears to be confusion resulting from use of similar terms. This paper investigates efforts to employ at least the major features of strategic planning in two institutionally and culturally different contexts, nearly half a world apart. In Bergen, Norway, these principles have informed economic development planning and planning for a major district of the city. In the case of Seattle, Washington, USA, the new comprehensive plan is based on framework policies developed during a 2‐year public process, and now that the city‐wide plan is adopted, Seattle is turning to developing neighbourhood plans which will provide more operational detail for guiding public and private investments. Comparison of these two cases both provides contrasts and similarities stemming from the two different contexts, and help to evaluate the transférability of strategic planning from the private to the public sector.     

Postcolonial Denmark: Beyond the Rot of Colonialism?

This article begins by providing a brief overview of Danish colonial and imperial history in the tropics, the Arctic and the sub-Arctic. It then discusses how Danish colonialism relates to a broader regional (Scandinavian/Nordic) and pan-European colonial history. From there it moves on to consider Denmark's postcolonial condition, that is, it identifies issues in contemporary Denmark deriving from Danish (and European) colonialism's aftermath. This unfinished business includes contemporary historiography of the migrant other in Danish society, refugee discourse in the public domain, the early stages of a reconciliation process with former colonies – reconciliation has been placed on the public agenda in both Greenland and the US Virgin Islands (formerly the Danish West Indies) - and the still unfolding process of Greenlandic and Faroese independence. The article maps out how the emerging dis-connections between Denmark and its former colonies are paradoxically juxtaposed with processes of new reinforcement: The U.S. Virgin Islands has emerged as an important tourist destination for Danes (more than 10,000 visitors each year). Ghana is one of the major recipients of Danish development aid. Major restoration programs are and have been conducted in all former Danish tropical colonies. In Greenland, Denmark is using its sovereignty to boost its international status as part of the Arctic council, as a scientific power centre on Polar/Arctic research – not least in relation to climate change. The article concludes by looking at critical approaches to Danish colonial history and its legacy in contemporary Danophone literature.     

Proselytizing Islam — Problematizing “Salafism”

This article discusses the contemporary European setting pertaining to Islamic interpretations, mainly so called Salafi Islam. The empirical material is based on publications by a Swedish group that conducts street da?wa, aiming to proselytize among non‐Muslims. The ideology, as presented in official publications to be used for da?wa, is described and analyzed as part of a larger da?wa‐movement with Salafi‐inclinations in Europe. The group is not unique, but rather one example of many in Europe, at least concerning the activism advocated. The presentation of the group serves to reflect upon global influences and similarities among contemporary Islamic da?wa activism, as well as effects that the national context has on the choice of predominant themes addressed by the group as well as interpretative strategies used. The overarching aim with the article is to problematize the common usage of the concept Salafi among scholars of religion to describe and characterize contemporary Islamic groups of various kinds. The conclusion calls for a more nuanced approach concerning conceptualizations and the use of typologies in studying contemporary Islamic groups in a minority setting.     

A Multipopulation Comparison of the Diffusion of Public Organizations and Policies across Space and Time

This study examined the longitudinal spatial diffusion of state government policies and their related implementation organizations in the American states. The impact of coercive, institutional, and competitive processes on policy and state agency adoption were considered, as well as how aspects of the underlying policy can impact the degree of spatial diffusion. The rises of 27 different policy populations were analyzed over time, each representing not only a different policy form but a distinct implementation organization.
The policy adoption/spatial diffusion relationship across all populations was examined and results showed that the degree of spatial diffusion varied greatly. Analysis of potential relationship moderators indicated that federal impetus (coercive processes) led to an absence of spatial diffusion. Policies with an institutional basis also showed an absence of spatial diffusion while competition-based policies diffused spatially.     

Introduction: The historiography of slavery in the Danish-Norwegian West Indies,c. 1950-2016.

This introduction to the special issue ‘Slavery, Servitude and Freedom in the Danish-Norwegian West Indies, 1672–1848’, edited by Niklas Thode Jensen and Vibe Maria Martens, situates the five essays in the issue in the framework provided by previous research. It begins with a historiographical overview of research carried out since c. 1950 concerning Caribbean and Danish-Norwegian West Indian racial slavery, and continues to locate the essays within this field and its recent historiographical trends. The introduction ends with a brief overview of the history of the Danish-Norwegian and later the Danish West Indies to provide the general context for the five essays.
