The international community has hailed South African state president, F.W. de Klerk, a ‘liberator’. De Klerk liberalised the political process and deracialised aspects of state and society. But how committed to racial reform are be and his government? The regime's policies, strategies and tactics over the last two years raise many concerns that the international community has either baulked or simply ignored. The argument that the government must be rewarded and encouraged is fallacious. The South African government reacts only to pressure. To better understand walking practices and the power relations informing them, Mattias Kärrholm and colleagues argue for a relational methodology and metalanguage. In the process, they propose a threefold approach: (a) identify different walking assemblages; (b) investigate how diverse types of walking assemblage relate in series; and (c) study how certain objects can gather or bind series together and act as boundary objects. In this article, we explore the worth of that approach, drawing on research interviews held over 2015–16 with residents from Wollongong, Australia, during a period when their municipal government was implementing a walkable city strategy. Here, we analyse participants' conversations with us for what they reveal about walking types, walking assemblages, interseriality, objects of passage, and boundary objects—five terms used by Kärrholm et al. to interrogate urban walking. Our work suggests that participants are adept at gauging the constant transformations that characterise their walks. This narrative evaluative capacity is, perhaps paradoxically, both compelling and mundane and suggests that participants make sense of a range of meanings from complex social and spatial dynamics and do so in ways that highlight privilege and disadvantage in the city. This study examines both behavioral and attitudinal dimensions of public opposition to the siting of a recycling center using inperson surveys and observed measures of behavior. This is a perfect NIMBY (not-in-my-backyard) case, as the underlying activity is widely supported while the facility to do it is opposed locally. One finding is that attitudes may differ significantly from behavior. Levels of behavioral opposition are not only lower than attitudinal opposition, but they decline more quickly with distance. A second finding is that behavioral opposition is motivated not only by perceived costs from a facility, but also by perceptions of the fairness of the siting process. 相似文献

ABSTRACT. Data for 28 metropolitan areas over a 15-year period are used to determine the impacts of government spending, taxes, and public infrastructure on total employment and disaggregated employment. After carefully controlling for the government budget constraint we find that taxes are negatively related to total employment and education spending is positively related to total employment. Nevertheless, we find that it is difficult for metropolitan areas to influence the composition of their employment with government tax and expenditure policies. Moreover, at current levels of public infrastructure, marginal changes in infrastructure have no strong effect on employment. 相似文献
