Over the last decade, numerous crime prevention programmes have been implemented across the German school sector. Although several serious violent attacks have happened in the last 12 years in German schools, the emergence of crime prevention programmes within the education sector cannot simply be conceived as a reaction to a rise in youth crime. Following Michel Foucault's writings on power and governmentality, and drawing upon extracts of a discourse analysis of crime prevention programmes and political speeches, we argue that crime prevention within German schools signifies a new mode of governing childhood. Although we focus on Germany, our findings may illustrate an international trend within education policy, which first tends to spatialise socio-structural problems and transform them into local solutions, and second seeks to create childhood subjectivities that cause children to feel responsible for their own safety, while simultaneously subjecting children and young people to wide-ranging social control via area-based networks.  相似文献

"This paper presents a two-sector dynamic model of regional population change. The model contains a migration equation, an earnings equation, and an amenity equation for each region. In the context of this model, migration is seen as a disequilibrium process through which the regional populations move towards equilibrium positions. Migration occurs when one region is perceived to be superior to the other on the basis of its earnings and amenity levels. Equilibrium is achieved when population movements between the regions eliminate any differences in their relative attractiveness. A comparative-static analysis of the model is presented to analyze the effects of policy changes and exogenous shocks on the distribution of population among the regions." The purpose of this paper is to spatially and regionally examine academic engagement within Brazil, identifying patterns. Moreover, our investigation can contribute to a better understanding of how knowledge can be turned into a tool to fight regional inequality. We depart from two hypotheses: first, universities situated in peripheral regions interact more with companies from relatively more dynamic regions, and second, in the absence of industrial knowledge demand, universities tend to collaborate more closely with a diverse range of stakeholders in the region. To evaluate these hypotheses and find empirical evidence, we consider 4497 research groups and 4603 nonacademic organizations as “nodes” connected by 8830 collaborations throughout all Brazilian regions. Social network tools are used to illustrate the spatial and regional dimensions of academic engagement more accurately. The results show that academic engagement is not regionally homogeneous, demonstrating essential differences regarding local nonacademic partnerships. Innovation policies, which encourage only university–firm interactions, perpetuate regional inequality.  相似文献

Shortly following Canada's controversial adoption of nuclear weapon roles in NORAD and NATO in 1963, the focus of nuclear debates shifted to the potential impact on Canadian and international security of the construction of US anti-ballistic missile (ABM) systems. This article expands the focus of scholarship on the ABM issue from the political and policy-making settings to include members of the attentive elite and the news media, and finds these groups deeply divided between liberal and conservative internationalists. On the one hand, supporters of liberal internationalism believed that AMB systems would destabilise the international security environment and ultimately increase the likelihood of nuclear war. Conservative internationalists took the opposite position, arguing that the systems represented a necessary addition to the Western nuclear deterrent and would make nuclear war less likely. In other words, the ABM debate exposed deep divisions in Canadian society between those who preferred diplomatic and multilateral versus military means of achieving middle power goals in the international system.  相似文献

The article addresses narratives that tell of a member of the 10 Lost Tribes of Israel who comes to the rescue of a Jewish community. The tales were documented at the Israel Folktale Archives, in the second half of the twentieth century, and were told by informants from Morocco and Greece. While it is probably impossible to trace the exact routes of these “cultural possessions”, around and across the Mediterranean, the texts nevertheless provide a glimpse into the ways in which a network of Jewish communities shared a meta-narrative while adapting it to their own regional contexts. Although these tales are quintessentially diasporic, they also provided a platform for negotiating post-exilic identities in the new Israeli national context.  相似文献
