Villagers in northern Laos have been on the move for generations. Recent changes, however, in the location of their village and their daily mobility patterns differ from what they have experienced before; the government's resettlement programme has changed their livelihoods and made them more socially and economically vulnerable. The ethnic groups we studied have decided to use mobility to resist state control and seek livelihood security for themselves. By using the concept of motility, this article analyses how this household and community choices have a gender-differentiated impact. The mobility patterns of men and women have changed. While men attend to long-term investments, women are forced to make ends meet on a day-to-day basis. Men visit the market and public places more frequently, while women spend more time looking for non-timber forest products and working as hired labour. Although women now support the family and their mobility has increased, their say in the household seems to be on the decline, resulting in weakening women's motility.  相似文献

In the varieties of capitalism, welfare capitalism, and systems of innovation literatures, the university is a critical actor as public employer, trainer and provider of several public goods. However, there is relatively weak enquiry into the spatial and institutional characteristics of university-led economic development and a relative neglect of the political economy and organizational features of embedded R&D projects in urban and regional planning. We argue that technical projects, far from being stand-alone entities, have taken on the broad characteristics of the university and city-regional development mandate in where they reside. The article is based on an exploratory study of university–industry R&D projects in six city regions of Finland. We show that: (a) the shifting role of universities reflects a changed context for the welfare state in which the “public” debate occurs; (b) These create distinct issues of legitimacy and coalition-building in local economic planning which give rise to diverse regional interpretations of single technology programmes; (c) We categorise three general types of models of R&D projects in universities and propose tentative categories of contributions to “public knowledge”. This diversity of interpretations and outcomes leaves us optimistic regarding the ability of city-regions to adapt and plan for the future against a changing welfare state that shapes the university's role, yet more cautious about any clear-cut “public knowledge” emerging from such technical projects.  相似文献

The Indian microfinance institutes (MFI) crisis has spawned several debates on the MFI movement. What is sorely missing are the perspectives of the clients. Using the financial diary methodology in a study of 90 poor households in Ramanagaram town, in the district of Ramanagaram, Karnataka, India, this article analyses how household cash flows are impacted by the presence or absence of MFI loans. During the study period (September 2008–July 2009), an informal ban on MFI repayments was called which offered a rare opportunity to collect data from the same households in the presence and absence of MFI loan repayments. An analysis of their expenditures points to the genesis of the crisis, namely that MFI loan repayments led to impoverishment since these were made at the cost of basic household consumption, like food staples. The authors use the Ramanagaram financial diaries to provide a counter narrative to the dominant Yunusian Grameen narratives on microfinance and poverty alleviation by not looking at microfinance loans in isolation but by situating them in the context of the totality of consumption, cash inflows and debt that govern the lives of the poor.  相似文献

International agencies, nongovernmental organizations, governmental agencies, and development policy-makers have sought to incorporate ‘gender mainstreaming’ into postconflict policies and programs in an effort to ameliorate the unequal gender impacts of war. This article uses narratives of widow heads of household collected through field research in Nepal in 2008 and 2011 to illustrate how postconflict development discourses purporting to engage with gender not only take a narrow view of gender (i.e., by equating it to women-focused activities), but also neglect the complex and dynamic realities of women's lives. Postconflict interventions employ simplistic assumptions that neglect gender-specific postconflict insecurities and oppressions (such as systematic violence against women). By neglecting the crucial significance of social networks for widows' survival, postconflict reconstruction assumes women to be individualized receptacles for development/empowerment. The crucial role of social networks in constraining women's agency is obscured. At the same time, assumptions of homogeneity ingrained in universalized categories such as ‘widow’ and ‘conflict-affected’ obfuscate women's multiple identities, roles, and agency in their struggles for survival. The insights emerging from field research suggest a greater attunement of postconflict development interventions to women's lived experiences and social settings.  相似文献
