Comparative studies of cultural policy commonly emphasize the way in which states treat the autonomy of the arts. Such studies often claim that liberal states promote autonomy, while social democratic states promote more external, instrumental values, such as solidarity, universalism and equality. This article challenges this conception by claiming that in actual cultural policy-making it is in fact the other way around. Based on a comparative study of theater policy in England, Norway and the Netherlands, I find that the focus on artistic autonomy is surprisingly absent in the liberal state of England, compared to what it is in the social democratic state of Norway. Conversely, English theaters are more obliged to work for, and with, the citizens and the community than theaters in Norway are. In the Netherlands, where recent development in general policy has headed in a liberal direction, artistic autonomy actually appears to be increasingly challenged. 相似文献

Visualisations of land-use projects have become an important part of the planning process. Using a survey of heritage professionals’ attitudes towards visualisations as a starting point, this article addresses tensions between the expressed usefulness of visualisations and critical attitudes towards the lack of ‘objectivity’ of visual representation and the risk of manipulation for strategic purposes. Moving from the survey, the article discusses how visual representations of development proposals became part of a Norwegian public dispute over the expansion of a shopping centre in a historic town. Furthermore, our aim is to introduce a social semiotic approach for analysing visualisations at historic sites. Finally, we discuss some theoretical implications of negotiating visualisations, with emphasis on the recent debate about representational and non-representational theories in heritage studies. 相似文献

The aim of the present article is to reconsider the interpretation of the Greek word halourgos (?λουργ??) and its relation to textiles and purple dye by reinvestigating its recordings in Greek epigraphy and the papyri, as well as comparative examples from Greek literary sources, in the period from the fourth century bc to the seventh century ad — thus combining the source material from ancient Greece and the Greek-speaking part of the Roman world. This will illustrate the wealth of information one can get from the exploration of one single word: not only on the significance and appearance of textiles and garments in the ancient world from Greece to Egypt, but also on the diversity of colours and the subtleties in their use and terminology. 相似文献

During the last decade, debates about the livelihood impacts of large‐scale biofuel projects have focused mainly on either employment creation or on land dispossession. The mediating role of social institutions and communal reciprocity in resource‐access manoeuvring processes have rarely been considered. This comparative study of two biofuel projects in Ghana shows that households affected by land dispossession quickly obtained new productive land areas by switching to fallow farmland or through long‐term reciprocal social networks. The livelihoods of households with members employed by the projects improved in terms of increased income and access to cultivation on project land. Not everyone, however, had the resources and ability to use social networks for job‐seeking and land access negotiation, particularly those considered to be migrants. The authors argue that a context‐specific focus on, and processual examination of, the abilities of individuals and groups to utilize social institutions to sustain their livelihoods during a project's lifetime, are crucial in analysing the impacts of biofuels land deals. Such an approach explores the various forms and uses of livelihood capitals, and shows how new configurations of social and economic relations emerging from land commercialization can reinforce local inequalities. 相似文献

This article discusses how land-use planning and management can combine the aim of local development with the protection of mountain areas. The basis for this double approach comprises protected areas and the land-use element of the Municipal Master Plan according to the Nature Diversity Act and the Planning and Building Act (PBA), respectively. Case studies performed in six mountain municipalities show that the planning processes in general are performed by a combination of rationalistic and communicative rationality based on consensus and with little awareness of power structures. Today's two-part system is dominated by the interests backing protection, not only in the protected areas, but also in the buffer-zones. Though the conflicts are rather few, they nevertheless often seem deep-set and rooted in national–local power relations. We argue that a more agonistic and decentralized approach where the protection-area management is transferred to the PBA will, to a larger extent, be able to combine both use and protection and to stimulate local development in mountain municipalities. 相似文献

Beginning with the first travelogues of the late 1890s, the film and tourism industries collaborated both directly and indirectly to shape representations of North America’s western landscape and its people. These non-narrative motion pictures intersected with the rise of mass consumerism, modern tourism, the forces of imperialism and colonialism, as well as industrialized forms of transportation. In particular, railroad travel films from the Canadian Pacific Railway Company and the Northern Pacific Railway Company transformed motion-picture goers into armchair tourists, exposing audiences to the scenic wonders of the West. These transcontinental railroads, themselves products of nation-building initiatives, competed against one another to increase passenger traffic by marketing the sublime and often overlapping landscapes of the American and Canadian Wests as potent nationalist and unifying symbols that heralded each country’s uniqueness. 相似文献
