From the State to the Shareholder: Rent and the Production of Shareholder Value in Real Estate

Following the 2008 global financial crisis, the use of real estate tax credits to generate shareholder value for investors increased significantly. While tax credits are lauded as crucial to the delivery of social goods like affordable housing, the multiplier effects they supposedly generate fail to account for the hollowing out of the state that occurs as public funds are transferred to shareholders. Through a detailed case study of the historic tax credit industry in the United States, this research shows how many of the banks and financial institutions investing in tax credits have come to rely on overly engineered forms of landownership, deeply discounted credit pricing, and a wave of stock buybacks to boost their corporate profitability. This paper therefore develops a theoretical framework to understand taxation as a financialised accumulation strategy where the state serves as an important—if not problematic—source of real estate profit.     

Engaged acclimatization: Towards responsible community‐based participatory research in Nunavut

In this article, we consider the formation of responsible research relationships with Inuit communities from an “outsider” researcher perspective. Cautious not to prescribe what counts as responsible, we draw on research experiences in several Nunavut communities to introduce and explain “engaged acclimatization.” This neologism refers to embodied and relational methodological processes for fostering responsible research partnerships, and is inspired by the significance of preliminary fieldwork in orienting the lead author's doctoral thesis. As a complement to community‐based participatory methodologies, engaged acclimatization facilitates endogenous research by enacting ethics as a lived experience, initiating and nurturing relationships as a central component of research, and centring methods on circumstances within participating communities. After we locate engaged acclimatization within resonant literature and details of interrelated research projects, our article sketches out four aspects of engaged acclimatization: crafting relations, learning, immersion, and activism. In our discussion of each, we integrate specific insights derived from field notes, observations, photographs, critical reflections, and literature that have brought us to this understanding. The four aspects provide conceptual and methodological tools for readers to apply in the contexts of their own research programs or in guidelines for establishing partnerships with Inuit or Aboriginal communities. The value of this article lies in the extent to which it encourages readers to situate engaged acclimatization in their own research and further develop it as a process.     

Small state imperialism: the place of empire in contemporary nationalist discourse

Many modern European nations can trace their heritage back to one of the large multinational empires that once encompassed much of the European landscape, and nationalising elites often refer back to their place in these empires for the materials upon which their nation was purportedly built. In this article we examine some Belarusian nationalising elites and their references to the Grand Duchy of Lithuania in order to demonstrate a recent trend in East European small‐state national identity construction, which we refer to as ‘small state imperialism.’ Small state imperialism exhibits realist characteristics and paints the small nation's place in empires of the past as privileged and aggressive, and in this way deviates from the oppressed but morally superior image one typically expects of a small nation. This interpretation is not limited to Belarus; in a number of East European states a similar imperialist turn has taken root in nationalist discourses.
