This article examines the interaction between the emerging and traditional powers in global governance reform, and asks whether we are heading towards an international financial system that is more fragmented, where power is more diffused and national and regional arrangements play a more prominent role, at the expense of global multilateral institutions. It begins with a brief discussion of the global systemic and country‐specific factors that motivate Brazil, China and other emerging countries to accumulate large currency reserves. We find that national arrangements for managing financial and currency crises will continue to hold sway for emerging countries in the wake of the global crisis. However, the actual capacity of regional arrangements in managing future financial crises is uncertain, and the significance of regional alternatives in the emerging architecture should not be overstated. The real capacity of East Asian regional arrangements to manage financial crises, payments problems or currency attacks is still untested, and key thresholds in multilateralization still lie ahead. In South America, multilateral lender‐of‐last‐resort support inside the region is largely confined to the sub‐regional level and is limited by Brazil's reticence. Enduring reliance on bilateral measures for financial crisis management is noted. Where there has been progress in regional solutions, since the global crisis, has been in the role of regional development banks in providing financing for developing countries to enact counter‐cyclical policies. Such support also provides insulation for states in the region against the contagion effects of international financial crisis. We are in the midst of transitioning to a more diverse and multi‐tiered global financial and monetary system. A reformed IMF could have a role to play in addressing global imbalances and encouraging a shift from national reserves to collective insurance, however, it would be preconditioned by significant shifts in the policy, lending operations, and internal governance of the Fund, and willingness among the G20 to strike a new consensus on how to deal with imbalances, and new accommodation on acceptable reserve levels.  相似文献

ABSTRACT. This paper develops a model to examine the economic interaction between central places and their hinterlands. The model allows interindustry linkages and upward trade flows in an urban hierarchy system. Trade balance equilibrium between hierarchical levels is established by direct mutual interlevel trade, rather than by indirect trade via the rural sector. The economic base multipliers generally increase with city size but occasionally they could be smaller than those of lower places. A continuous urban hierarchy is formed due to their relative location within the system, not to unspecified randomness.  相似文献

Chinese, Japanese, and Korean American families in the United States share several similarities, but they should not be interpreted as the sameness. Each group has gone through different immigration trajectories, and family members in a group have had different experiences. To get further knowledge of different family experiences in contemporary U.S. society, the trajectories of the family relationships among different Asian ethnic groups are examined. Laplacian smoothing spline functions have been used in a detailed spatial analysis of monthly and annual mean windspeed values in Tasmania. The techniques used here have been described in detail by Hutchinson et aL and the present paper significantly extends their results for Tasmania. How do micro cases lead us to surprising macro claims? Historians often say that the micro level casts light on the macro level. This metaphor of “casting light” suggests that the micro does not illuminate the macro straightforwardly; such light needs to be interpreted. In this essay, I propose and clarify six interpretive norms to guide micro‐to‐macro inferences. I focus on marginal groups and monsters. These are popular cases in social and cultural histories, and yet seem to be unpromising candidates for generalization. Marginal groups are dismissed by the majority as inferior or ill‐fitting; their lives seem intelligible but negligible. Monsters, on the other hand, are somehow incomprehensible to society and treated as such. First, I show that, by looking at how a society identifies a marginal group and interacts with it, we can draw surprising inferences about that society's self‐image and situation. By making sense of a monster's life, we can draw inferences about its society's mentality and intelligibility. These will contest our conception of a macro claim. Second, I identify four risks in making such inferences — and clarify how norms of coherence, challenge, restraint, connection, provocation, and contextualization can manage those risks. My strategy is to analyze two case studies, by Richard Cobb, about a band of violent bandits and a semi‐literate provincial terrorist in revolutionary France. Published in 1972, these studies show Cobb to be an inventive and idiosyncratic historian, who created new angles for studying the micro level and complicated them with his autobiography. They illustrate how a historian's autobiographical, literary, and historiographical interests can mix into a risky, and often rewarding, style.  相似文献

This article provides an explanation for North Korea-Zimbabwe bilateral relations from the late 1970s to the early 1980s, in the context of Cold War in the Third World. Supporting the military resistance of African nations, North Korea sought to gain its dominance over South Korea in the diplomatic war between the two Koreas. North Korea contributed to the liberation of Zimbabwe and helped Robert Mugabe establish his political foundations in the country. However, North Korea’s political gain from Zimbabwe was less than it expected and hence did not make any significant changes in its competition with South Korea.  相似文献

This article explores the ways in which the Nationalist Party established dominance over the Shanghai courts in the foreign concession area to use them as weapons against political dissidents, and it analyzes the intricate relations among the Nationalist Party, local elites, and the Shanghai courts during the Nanjing decade (1927–1937). Building on recent studies that pay attention to the limited success of the Nationalist Party’s policy of putting the judiciary under Party control, this study demonstrates that the process of establishing the Nationalist Party’s dominance over the Shanghai courts was highly contested. The interplay between the Nationalist Party’s effort to gain control over the Shanghai courts by building formal and informal institutions and the local elites’ appropriation of their own social networks rendered the Shanghai courts vulnerable not only to the Party’s intervention, but also to the influence of social forces. I argue that due to the weak authority of the Shanghai courts, the Nationalist Party’s use of law against political foes could be a double-edged sword.  相似文献
