Recent planning experiences in post-socialist cities indicate a growing interest in strategic spatial planning. In their search for new planning paradigms, municipalities in transition countries have embraced strategic planning as a way to involve the business community and the broader constituency in defining a vision for the future of cities. More importantly, this more proactive approach has created an opportunity for mobilization of funds and political support for urban development thus bridging the resource gap under a regime of fiscal austerity. Drawing on the recent experience of Sofia with strategic spatial planning, the paper outlines the essential characteristics of the process (plan-making) and the product (strategic plan). The research establishes clear links between the process of strategy development, its institutional framework and the hierarchical structure of goals, objectives and actions. It is argued that strategic spatial planning is an efficient tool to manage post-socialist cities. 相似文献

Once the British transatlantic slave trade came under abolitionists' scrutiny in 1788, West Indian slaveholders had to consider alternative methods of obtaining well-needed laborers. This article examines changes in enslaved women's working lives as planters sought to increase birth rates to replenish declining laboring populations. By focusing more on variances in work assignment and degrees of punishment rather than their absence, this article establishes that enslaved women in Jamaica experienced a considerable shift in their work responsibilities and their subjection to discipline as slaveholders sought to capitalize on their abilities to reproduce. Enslaved women's reproductive capabilities were pivotal for slavery and the plantation economy's survival once legal supplies from Africa were discontinued. 相似文献

This article explores the contemporary global network of US military bases. This paper examines how the geography of this network is shaped not only by military objectives but also by resistance from allied governments and communities adjacent to bases. Using examples from Guam, Puerto Rico, Okinawa and other locales this paper examines how local resistances to US bases have caused the Department of Defense to increasingly rely on non-sovereign islands as sites for bases. These sites, military strategists believe, will enable the military to train without hindrance and to operate without the need for consultation with allies. These colonies, however, are also sites were military activities are actively resisted. The resulting base network is thus shaped not only by global military priorities, but also by an increasingly globalized network of local social movements resisting militarization. 相似文献

Cities in developed countries are increasingly challenged by the advent of a global economy that mandates generating creative images of their cities. Meanwhile, it is argued in this study that globalisation, and its Arabic version of Dubaisation, is affecting the sustainability of cities as distinguished destinations because urban representation is influenced not only by ‘standardised global cliché’ but also by ‘standardised local images’ that transforms local cultures into contested heritage as it intensifies an official and civic nexus. The paradox is examined in Jordan, specifically the famously branded ‘city of mosaic’ – Madaba, where the state government is currently competing for attracting international investments and tourism development to achieve neoliberal urban restructuring. Urban heritage representation has been subject to passive dominant official discourse that rests upon orthodox mosaic practices of remote past – a praxis that is not necessarily endorsed by civic Ahl elbalad. The local mosaic heritage has hitherto been transformed into a competing culture that fosters heritage dualities and challenges the internal implications of heritage representation with its elevated feelings of alienation, disempowerment, gentrification and socio-cultural exclusion. A theoretical framework has been suggested for an alternative civic-orientated heritage revival that allows reconciliation between the official/civic nexus yet meanwhile stimulates creative urban images and identities. This paper examines blockades not as disruptions in logistical circulations, but as entities which aim to reorient and produce different political and social processes. Inspired by Deleuzean conceptualisations of assemblage, this paper emphasises the ways blockades and occupations arise from globe-spanning networks of social relations which then attempt to produce alternative regimes of governance through reorienting places and their topologies of interconnection. To make these points, this paper engages with three case studies which highlight different kinds of blockades. One example focuses on the regional scale where US military interests have expressed concern over potential blockades of Sea Lines of Communication due to the rising geopolitical and economic influence of China in the island Pacific. The second example focuses on blockades at the construction site of a US military base on the coast of Henoko, Okinawa. The third example examines blockade protests by Kanaka Maoli kia‘i (protectors) on Maunakea in Hawai‘i. 相似文献

The March 2011 Tōhoku earthquake, and the subsequent tsunami and release of nuclear contamination from the Fukushima Daiichi power plant, is clearly one of the largest disasters of the past century and it has devastated large portions of eastern Japan. In this paper we explore the coping mechanisms of people navigating these landscapes of contamination, as well as examine state policies developed to deal with the disaster. We argue that there has been a significant discrepancy between state policies and the needs of people directly affected by the catastrophe. To more fully examine why this discrepancy exists – and how it is produced – we investigate the complex geographies of contamination and risk near the damaged Fukushima power plant through the conceptual lens of ‘wet ontologies’ coupled with an analysis of state strategies for the governance of the affected populations. In our research we found that Foucauldian theorizations on biopower, neoliberalism and environmental governance can help explain how nuclear power as a social institution can require states to sacrifice the well-being of hundreds of thousands of their citizens in ways that affect people in gendered and age-specific ways. 相似文献

The Anglo-Spanish controversy over Gibraltar has generated a good deal of research in international law and diplomatic history, but little insight into the historical dynamic that forged the British territory's permanent de facto sovereign border with Spain during the third quarter of the nineteenth century. The transformation of a loosely defined neutral zone into a clearly marked line had little to do with statecraft or expansionism, as typically assumed, but rather was a local response to a series of external challenges that increasingly militated for some agreement among local authorities on a precise demarcation. These included broad administrative and fiscal reforms on the part of the British Empire and Spain's liberal governing coalition, the rise of revolutionary Republicanism in Spain, a dramatic uptick in human mobility and migration in the Mediterranean, and the third cholera pandemic. 相似文献
