The tapestry series of the ‘Defeat of the Spanish Armada’ was a national artistic treasure which hung in the old Palace of Westminster from the mid 17th century until the fire of 1834. This article outlines the creation of the tapestries in the 1590s and covers the major treatments of them in illustrations of parliamentary interiors and in John Pine's 1739 engravings; it ends with a short account of the curious episode of the tapestry which escaped the conflagration. In the absence of any known historical record of how the tapestries were displayed, suggestions are offered about how many and in what order they hung in the two chambers occupied successively by the house of lords (before and after 1801), and about how they were physically supported on the walls of the Parliament Chamber.  相似文献

The British military have embarked on a comprehensive process of transformation towards a network-enabled, effects-orientated, and expeditionary force posture. This has involved developing brand new military doctrine, organizational concepts, and technology. The US military are also transforming, and American military ideas about network-centric and effects-based warfare have influenced the British military. But the British have not simply aped their US ally. Rather, British military transformation has followed a different path. Hence, this article proposes a dynamic model of military innovation involving two international drivers: new operational challenges and military emulation; and three national shapers: resource constraints, domestic politics and military culture. This model is then applied to a detailed empirical analysis of the process and progress of British military transformation.  相似文献

ABSTRACT. In this article I consider why the expected English backlash to the asymmetric UK devolution settlement has not yet materialised. Using a corpus of conversational interviews, I discuss the various ways in which people in England currently understand the relationship between national identity and political entitlement. I conclude that English political quiescence, far from constituting an enigma, is comprehensible in the light of the fact that members of the general public do not usually base their assessments of political legitimacy on calculations of English national self‐interest defined in contrast to Scotland. Rather, political issues tend to be judged with reference to principles of equity and procedural justice. English identity is rarely considered legitimate grounds for political voice. Rather, people are inclined to demonstrate a concern to balance the recognition of Scottish rights to national self‐determination, with a display of public reason, civility and civic responsibility understood to be normatively incumbent upon the English majority.  相似文献

Success in war depends on alignment between operations and strategy. Commonly, such alignment takes time as civilian and military leaders assess the effectiveness of operations and adjust them to ensure that strategic objectives are achieved. This article assesses prospects for the US‐led campaign in Afghanistan. Drawing on extensive field research, the authors find that significant progress has been made at the operational level in four key areas: the approach to counterinsurgency operations, development of Afghan security forces, growth of Afghan sub‐national governance and military momentum on the ground. However, the situation is bleak at the strategic level. The article identifies three strategic obstacles to campaign success: corruption in Afghan national government, war‐weariness in NATO countries and insurgent safe havens in Pakistan. These strategic problems require political developments that are beyond the capabilities of the International Security Assistance Force (ISAF). In other words, further progress at the operational level will not bring ‘victory’. It concludes, therefore, that there is an operational‐strategic disconnect at the heart of the ISAF campaign.  相似文献
