The internationally unrecognized ‘Republic of Somaliland’ presents a case in which the domestic drivers of peace and development may be examined when aid and other forms of international intervention are not significant variables. The relative autonomy of its peace process offers an alternative perspective on post‐conflict transitions to that offered in the majority of the literature, which instead problematizes either the perverse outcomes or unintended consequences of international interventions in conflict‐affected areas. The purpose of this article is not to establish the salience of Somaliland's relative isolation in its ability to achieve peace and relative political order, as this is already documented in the literature. Rather, it explores the ways in which that isolation fostered mutual dependence between powerful political and economic actors for their survival and prosperity. It uses a political settlements framework to probe the implications of this dependence for western statebuilding interventions in post‐conflict situations. The findings present a challenge to orthodox assumptions about how states transition out of conflict, particularly that: greater vertical inclusivity necessarily strengthens a political settlement; effective Weberian institutions are a prerequisite of an enduring peace; and that external assistance is usually necessary to end large‐scale violence in developing states or to prevent a recurrence of the conflict.  相似文献

The intercensal period (2006–2011) was a time of significant policy and population change in Indigenous affairs. The aim of this paper is to document the changing distribution of Aboriginal and Torres Strait Islander population and housing geographies over that period. We use the Indigenous Region structure developed by the Australian Bureau of Statistics to show that Indigenous Australians grew at a rate that significantly outstrips the non‐Indigenous population with an increasing concentration of the Indigenous population on the urban eastern seaboard and particularly among older people. We present results that show that for certain measures, the housing situation of the Indigenous population in 2011 had improved relative to the Indigenous population in 2006. A smaller proportion of Indigenous households were estimated to live in an overcrowded dwelling compared with Indigenous households in 2006. There were also significant increases in the per cent of Indigenous households that owned or were purchasing their own home. Other results might be seen as less positive with community housing (a tenure type identified as having benefits in both qualitative and quantitative analysis) declining in importance. In net terms though, Indigenous households continue to experience a high degree of housing need. Compared with other households, they were 3.7 times as likely to live in an overcrowded dwelling.  相似文献

To help improve the well‐being of the local people, a joint Vietnamese‐UK team set out to establish a way of estimating soil and nutrient losses under different land management scenarios, using field data extrapolated through remote sensing and GIS, to obtain catchment‐wide estimates of the impact of land cover change. Immigration from remote provinces to the Dong Phu District of Binh Phuóc Province, about 120 km north of Ho Chi Minh City, has led to disruption of soil surface stability on easily eroded clayey sandstones, creating rapid nutrient depletion that affects crop yields and siltation in the channel of the Rach Rat river downstream. The poor farmers of the areas see crop yields drop dramatically after two or three years of cultivation due to the fertility decline. Soil loss varies dramatically between wet season and dry season and with ground cover. Erosion bridge measurements showed a mean loss of 85.2 t ha?1 y?1 under cassava saplings with cashew nuts, 43.3 t ha?1 y?1 on uncultivated land and 41.7 t ha?1 y?1 under mature cassava. The rates of erosion were higher than those reported in many other parts of Vietnam, reflecting the high erodibility of the friable sandy soils on the steep side‐slopes of the Rach Rat catchment. However, although the actual measurements provide better soil loss data than estimates based on the parameters of soil loss equations, a large number of measurement sites is needed to provide adequate coverage of the crop and slope combinations in this dissected terrain for good prediction using GIS and remote sensing.  相似文献

This paper examines the concept of metropolitan dominance as measured by the concentration of corporate activity in large urban centres in the Canadian urban system. Specifically, it explores the extent of corporate concentration in various sectors of the economy; isolates those urban centres in which that concentration occurs; and identifies the extent and location of international penetration of the Canadian economy.

Although much is known about broad trends in Australian Indigenous geographies, particular aspects of Indigenous spatiality continue to be rendered invisible by standard statistical measures. The national census, for example, only registers moves at one and five year intervals. Any mobilities enacted within these timeframes are not measured. Yet these statistically ‘un‐captured’ mobility processes are often integral to Indigenous lived experiences and have a significant dialectical relationship to government service delivery processes. Understanding these population dynamics is therefore a critical, though underdeveloped, consideration within geographic enquiry and contemporary debates about State and Federal Indigenous policy directions and initiatives. This paper presents qualitative research findings regarding local experiences and perceptions of Indigenous spatiality in Yamatji country, Western Australia. Within this grounded framework, the paper builds on existing literature by drawing out some of the common spatial, temporal and demographic characteristics, or dimensions, of statistically un‐captured Indigenous mobility processes. With this discursive, albeit generalised and malleable, typology established, the analysis turns to a reflection on some of the methodological and conceptual complexities of measurement, interpretation, and translation of these mobility processes across the policy‐research nexus.  相似文献
