Regional development and technology policies: Some lessons from the German experience

The development of economic, ecological, social, cultural and political conditions has a lasting influence on the development of individual regions and economic areas, and is in turn influenced by them. Background conditions in Germany have changed over the last few years, with reunification and the upheavals in Eastern Europe, the prospective completion of the Singh European Market and the increasingly insistent new challenges in the areas of the environment and transport. This paper gives some examples of the changes taking place in some of these background conditions, and discusses their foreseeable future regional impacts in the FRG. In the last 10 years, Baden‐Württemberg in south‐west Germany has been considered as one of the most successful examples in Europe of regional structural adaptation combined with a dynamic innovation system. The characteristics of the economic development of this region and their causes are dealt with.     

Assessment of innovation centres—methodological aspects and empirical evidence from Western and Eastern Germany

This study essentially pursues two goals. The first consists in investigating to what extent current methods of assessing the success of technology policies are applicable to the specific instrument of the innovation centre (IC). The deliberations made in this context are of an exploratory nature, since instruments specifically for the purpose of conducting regional economic analyses of the effectiveness of ICs have not yet been fully developed. Secondly, the methodological approach to a comprehensive empirical impact analysis of German ICs is discussed. A survey conducted to this effect by the Department of Economic Geography at the University of Hannover was recently concluded with an encouraging feedback. First results in the form of a comparison of East and West Germany are presented here.     

Capacity Design of Coupled RC Walls

Capacity design aims to ensure controlled ductile response of structures when subjected to earthquakes. This article investigates the performance of existing capacity design equations for reinforced concrete coupled walls and then proposes a new simplified capacity design method based on state-of-the-art knowledge. The new method is verified through a case study in which a set of 15 coupled walls are subject to nonlinear time-history analyses. The article includes examination of the maximum shear force in individual walls in relation to the total maximum shear force in the coupled wall system, and subsequently provides recommendations for design.     

Numerical Study on the Peak Strength of Masonry Spandrels with Arches

This article presents a numerical study on the force-deformation behavior of masonry spandrels supported on arches which are analyzed using simplified micro models. The model is validated against results from quasi-static cyclic tests on masonry spandrels. A large range of spandrels with different arch geometries, material properties, and axial load ratios are studied. The numerical results are compared to peak strength values predicted with an existing mechanical model. Finally, estimates for the initial stiffness and the spandrel rotation associated with the onset of strength degradation are derived.

Free-living bryozoans are diverse in the Eocene sediments of the St. Vincent Basin, South Australia. They include Bonellina pentagonalis gen. et sp. nov., Otionellina sp. cf. O. exigua (Tenison Woods), Otionellina sp. cf. O. cupola (Tenison Woods), Tubiporella magna (Tenison Woods), Celleporaria nummularia (Tenison Woods), and an indeterminate species only found as moulds. This diversity and abundance is highest in the sediments representing the initial transgressive marine facies, where they occur in ‘sand fauna’ bryozoan assemblages (e.g. with Melicerita and Siphonicytara). Free-living bryozoans decrease up-section and are absent from latest Eocene sediments, indicating a significant environmental shift.

R&D Cooperation in Innovation Systems—Some Lessons from the European Regional Innovation Survey (ERIS)

Our paper summarizes some of the main results of the European Regional Innovation Survey (ERIS) as far as they are discussed in this special issue of European Planning Studies . The overall target of the ERIS project is a quantitative and qualitative assessment of determinants crucial for the innovation potential of any region, i.e. innovative and non-innovative manufacturing firms, business services and research institutions, as well as the innovative linkages and networks between these actors. Empirical research is based upon almost 8600 questionnaires collected in 11 European regions. Results confirm some of the common hypotheses on the relationship between space and innovation networks but others are contrary to existing scientific knowledge. Obviously the impact of national innovation systems on the innovation activities of manufacturing firms in a given European region is-at least-as strong as the impact of the respective regional innovation system. The spatial range of innovative linkages significantly depends on the size, the type of the cooperation partner, the R&D intensity and the industry of the analysed manufacturing firm. For example, the higher the technology intensity of the industry, the greater is the need of each firm to use intraregional knowledge via innovation linkages. It is therefore an important task in regional innovation policy to promote network-building among firms and other actors of a regional innovation system and to interlink these intraregional networks with national and international knowledge sources.
