ABSTRACT Land price differentials have long been used as a proxy for the value of environmental improvements in cost/benefit analysis. Both the empirical and theoretical literatures have largely ignored two important facts, however: Taxes financing local improvements are often distortionary, and amenities which influence property values in turn impact the fiscal budget, and hence the tax rate and final economic burden. Put another way, the economic cost of an improvement is endogenous to both the amenity level and the revenue structure. Extending the story in this direction for a system of open or closed spatial cities, the paper finds land rent measures to be a biased measure of the willingness to pay for amenities financed by either head taxes (benefit taxes), property taxes (excise taxes), or highway tolls (user fees). These results are used to correct the conventional specification of empirical property value regression models, which traditionally account for neither tax revenue effects nor the excess burden of distortionary taxation.  相似文献

This article addresses Syrian leader Adib al-Shishakli's assault on the Syrian Druze minority in the mid-1950s, the Syrian Druze reaction, and contemporaneous observations and reactions from both the Israeli government and the Israeli Druze community to Shishakli's assault. The events analyzed in this article provide insight into the difficulties and opportunities the Jewish state had in cultivating minority allies in a hostile region, on the one hand, and the dilemmas Middle Eastern minorities had in seeking out the regionally beleaguered Jewish state's support, on the other.  相似文献

We report eight new accelerator-mass spectrometer (AMS) radiocarbon (14C) dates performed directly on individual bones of extirpated species from Crooked Island, The Bahamas. Three dates from the hutia (Geocapromys ingrahami), recovered from a culturally derived bone assemblage in McKay's Bluff Cave (site CR-5), all broadly overlap from AD 1450 to 1620, which encompasses the time of first European contact with the Lucayan on Crooked Island (AD 1492). Marine fish and hutia dominate the bone assemblage at McKay's Bluff Cave, shedding light on vertebrate consumption by the Lucayans just before their demise. A fourth AMS 14C date on a hutia bone, from a non-cultural surface context in Crossbed Cave (site CR-25), is similar (AD 1465 to 1645) to those from McKay's Bluff Cave. From Pittstown Landing (site CR-14), an open coastal archaeological site, a femur of the Cuban crocodile (Crocodylus rhombifer) yielded an AMS 14C date of AD ~1050–1250, which is early in the Lucayan cultural sequence. From a humerus in a non-cultural surface context in 1702 Cave (site CR-26), we document survival of the Cuban crocodile on Crooked Island until AD ~1300–1400, which is several hundred years later than the well-documented extinction of Cuban crocodiles on Abaco in the northern Bahamas. We lack a clear explanation of why Cuban crocodiles likely survived longer on Crooked Island than on a larger Bahamian island such as Abaco. One AMS 14C date on Crooked Island's extinct, undescribed species of tortoise (Chelonoidis sp.) from 1702 Cave is BC 790 to 540 (2740 to 2490 cal BP), which is ~1500–1700 years prior to human arrival. A second AMS 14C date, on a fibula of this tortoise from McKay's Bluff Cave, is AD 1025 to 1165, thereby demonstrating survival of this extinct species into the period of human occupation.  相似文献

From AD 1274 Chinese emperor Kublai Khan dispatched fleets of ships in a series of attempts to expand the empire's hegemony and extend his rule into East Asia (Japan) and Southeast Asia (Vietnam, Champa and Java). Archaeological remains associated with the fleets and battles have been found at Takashima Island, Japan and on the B?ch Ð?ng River, Vietnam. This paper develops a thematic approach to these sites within a framework of naval battlefield archaeology. It compares the similarities and differences in environmental conditions and archaeological contexts of the two sites in Japan and Vietnam. It also outlines recent archaeological research conducted between 2008 and 2010 on the physical remains at the B?ch Ð?ng River battlefield site.  相似文献

A rudimentary theory to explain the design of vernacular structures is presented. Conceiving of architectural design as a social process, the theory focuses on the influence of utilitarian and symbolic functions as well as on the trade-offs between production and maintenance costs. A particular design is viewed as the outcome of a process of compromise among conflicting goals, influenced by factors of adaptation and social organization. The theory is used to generate an explanatory sketch for why the prehistoric Anasazi of the American Southwest went from being pithouse to pueblo dwellers.  相似文献

Consumer behavior and choice models have assumed a major role in historical archaeology. Recent interest in consumption is an honest attempt to move beyond an emphasis on production. Consumer models have clear material referents, making them useful in historical archaeology. These models, however, separate production from consumption, and privilege the autonomous individual as the preferred unit of analysis. They also reinforce and validate ideologies that obscure inequalities and power relations in modern society. For us the important issue is how people reproduce themselves as social beings. Focusing on social reproduction integrates both production and consumption.  相似文献

The analysis presented in this paper explores the similarities and differences between the services selected as priorities for funding by the Baltimore Ryan White CARE Act Title I Planning Council during the first 2 years of the program in this metropolitan area, and services perceived by HIV/AIDS service providers and people living with HIV/AIDS to be unmet needs. The data used for these analyses were collected as part of a study to assess the implementation and impact of the CARE Act legislation in the Baltimore eligible metropolitan area( EMS ). This project includes three interrelated components: (a) a case study of the legislatively mandated Planning Council, (b) a survey of providers representing HIV/AIDS service organizations, and (c) a qualitative field study of the perceptions of people living with HIV/AIDS about the service delivery system. Taken together, the data from these three sources describe the similarities and differences among these three groups involved in HIV/AIDS care in Baltimore, in terms of their perceptions of services needed by people living with HIV / AIDS. The conclusions drawn from this study can be used to strengthen needs assessments in Title I-EMAs throughout the United States.  相似文献

The growth of modern nationalism can be attributed to structural causes, especially the growth of the strong bureaucratic state that penetrates society, creating cultural uniformity and national identity. But structurally based nationalism need not be very intense, or constant; even when institutionalised in periodic formal rituals, it can be routine, low in emotion – even boring. We need to explain sudden upsurges in popular nationalism, but also their persistence and fading in medium‐length periods of time. Nationalist surges are connected with geopolitical rises and falls in the power‐prestige of states: strong and expanding states absorb smaller particularistic identities into a prestigious whole; weaker and defeated states suffer delegitimation of the dominant nationality and fragment in sudden upsurges of localising nationalities. Passing from macro‐patterns to micro‐sociological mechanisms, conflict producing solidarity is a key mechanism: dramatic events focus widespread attention and assemble crowds into spontaneous ‘natural rituals’ – mass‐participation interaction rituals, as distinct from formal rituals. Evidence from public assemblies and the display of national symbols following the terrorist attacks of 11 September 2001 (9/11) shows an intense period of three months, then gradual return to normal internal divisions by around six months. Spontaneous rituals of national solidarity are produced not only by external conflict but by internal uprisings, where an emotional upsurge of national identity is used to legitimate insurgent crowds and discredit regimes. Although participants experience momentary feelings of historic shifts, conflict‐mobilised national solidarity lives in a 3–6‐month time‐bubble, and needs to institutionalise its successes rapidly to have long‐term effects.  相似文献

This introduction proceeds in five steps. First, it briefly considers the etymology of the term "suffering," as well as the way in which scholars from different disciplines have approached it conceptually and empirically. Second, drawing on the contributions to this issue, it raises general themes emerging from the study of the Thirty Years, Franco-Prussian and First World Wars, with particular attention to gender, the disabled, and Jewish-German veterans. Finally, it considers the most politically contested field of German suffering - the Second World War - and reflects on how that suffering can be narrated and understood without running into the intellectual dead ends of either self-pity or collective guilt.  相似文献
