In August 2010, the United States officially ended the combat mission of its military forces in Iraq and withdrew all but 50,000 of its troops from the country. Iraqi Kurds now contemplate the implications of the looming withdrawal of the remaining 50,000, scheduled for the end of 2011. While Arab–Kurdish relations in Iraq face the risk of serious deterioration, the US military withdrawal will probably not greatly affect the internal politics of Kurdistan. Given the de facto autonomy the region has enjoyed since 1991 and the Kurds’ resulting experience with self‐rule, Iraqi Kurdistan never suffered from the post‐2003 security and political vacuums plaguing the rest of the country. As a result, no more than a few hundred coalition troops were stationed in Iraqi Kurdistan (and no coalition casualties have occurred there since 2003), with governance and security remaining completely in the hands of the Kurdish authorities. While important centrifugal tendencies do exist in Iraqi Kurdistan and are discussed here, the region will most likely continue to deal with Baghdad and the rest of the outside world with the united voice it cultivated after 2003. US civilian personnel and advisers will also remain in Iraq after the military withdraws, which offers the possibility of assisting Iraqi Kurdistan to overcome obstacles in order to achieve better, more transparent governance. A continuing American diplomatic engagement in Iraq also offers the possibility of helping Kurdistan further institutionalize its autonomy vis‐à‐vis Baghdad and neighbouring states.  相似文献

From their earliest beginnings in the 16th century, journalists never failed to find earth-quakes interesting. As a result, early journalistic sources offer a huge hoard of original earthquake data, mostly untapped to this day for seismological purposes [Camassi and Castelli, 2003]. In the aftermath of large earthquakes, the journalists of the 17th and 18th centuries tended to react in two ways. Either their interest for seismic news would increase, leading them to hunt for more news of the same kind, or it would focus exclusively on the “big one” to the detriment of lesser contemporary earthquakes. In the first case, it was possible that more earthquakes than usual would be given coverage; but in the second case more earthquakes than usual were likely to be overlooked and shadowed by the larger event. Through a comprehensive cross-check of Italian early journalistic sources, this paper attempts to highlight the “shadow-zones” of some major 17th–18th centuries Italian earthquakes.  相似文献

This study was started in the frame of an assessment of the completeness of parametric earthquake catalogues. Its primary aim was to check whether early journalistic sources can yield “new” earthquake data, i.e. data on previously unknown damaging earthquakes and previously unknown data on such already known events. Another aim was to assess the quality of the resulting information, an important matter given the widespread opinion that early journalistic sources are highly unreliable. A large sample of monographical (pamphlets) and serial (gazettes) early journalistic sources was systematically searched for “new” earthquake data. The results show them to have a high informative content, while being no more unreliable than most historical sources. It is safe to assume that a large-scale combined effort to put this informative potential within general reach would give a great impetus towards increasing the completeness of the parametric earthquake catalogues of most European (and also non-European) countries.  相似文献

The site of Rocchicella, near Catania, in eastern Sicily, has yielded important archaeological evidence from prehistoric times to the Middle Ages. Extensive archaeological investigations of cultural layers dating from the Palaeo‐Mesolithic to the Copper Age have recently been undertaken, and volcanic glass, mainly obsidian, has been collected in the course of excavation. To determine the provenance of this volcanic glass, a non‐destructive elemental analysis was carried out to measure the concentration of characteristic trace elements. The analysis was carried out using a new XRF spectrometer equipped with a beam stability controller and a quantitative method developed at the LANDIS laboratory of the INFN–CNR Institutes of Catania. In addition to the obsidian, it was demonstrated for the first time that a local vitreous material similar to obsidian, but displaying a completely different composition, was used during all the investigated periods. This material was identified as a basaltic glass, characterized by a superficial product of devitrification called palagonite. Analysis of the obsidians has led to the identification of the island of Lipari as the provenance source. High‐ and low‐power microscopic use‐wear analysis on obsidian and basaltic glass artefacts indicated that soft wood and plant matter might have been processed at the site.  相似文献
